The meeting was reconvened at 7:00 p.m. at 7390 w. 38th Avenue. All
city officials attendjng. Also attel2ding vvere City Attorney rv1aurice
Fox, Karl WillisIlls, rPDresentatives of tre Arvada Highway and the
Wheat Ridge Youth Council and citizers.
Mrs. Dorothy Thompson of the !,[heat Ridre Youth Council explained that
the co unc il had been i.n exis tence for 25 years and had been funded by
United 'Nay unti 1 1968. The Council h'".d been shar t .$1,200 for the past
season and had hoped to ask the recrpClt.ion districts for that amount.
Alderman Robert EckheJ'dt and Calvin Hulsey and Robert Groke, liaison

Attorney Fox PI' esented th e Coune il with co pie s of an agreement regardi ng
the ~uail Street aligGlJ8 nt ,..chich 'vill fO to the Arvada Council for signing
on Monday. Attorney Fox gave a resu:ue of the Agrpement and it was stated
that no signal lirhts wore included lJecause their location If.Duld be on
county property.
Motion was made by Alterman Eckhardt, 2nd by Alderman Bowling "that the
Council agree to this agreemert and that the Mayor sign it at this time."
Motion passed unanimously and was sirned by the Mayor and Clerk and sealed.
Karl Williams was present to answer1uec,t.ions on the broad range of City-
County rela tions. He stated that the county is willing to do anything
for the city th8t is wi. thin the law snd recommended that definite requests
in writing be made to the commissioners for every service desired.
He said the County would take Ci..re of snow removal and sanding this winter
and that by late 1970 the ci ty should be doing so.
He discussed the rosd ar:d bridge fund, the gas tax and the Highway Users
Fund and stated that ),heat Ridge would certify its road mileage by May,
1970 and be eligible for Highway Users Fund by August, 1971.
He said it might be posm ble to save money on the Storm Drain by applying
to the Metro Storm Drainage District. He said that the county had received
a decision from the State Tax Commission that the 1 mill recreation
districts should be dissolved by a resolution of the commissioners and
said tre ci ty should get a quit claim deed from county on paTI~ land before/.

were made.
He advised that tffi: ing over the street cut program, paving, and curb ard
gutters would be avails ble revenue now.
He recommended adopting by reference thp Fniform Building Code, the State
Plumbing Code, the National Electric COl:e and parts of the Jeffco Building
Cod e.

by the county: Building inspections, road [;laintenance, storm drainage,
snow and ice removal and traffic signal 1Il9.intenance until expiration of
the present contract. City wi.ll have use of tre jail and sheriff's
communication system.

Mr. Howard Buchanan is to be Chairman of the Zoning Commission. A
time table for the transition from the co unty resoluti on to the city
resolution will be worked out and presented next Thursday.
A 1970 Budget Hearing is set for Tuesday, October 7 and tl:E Council will
be available for a work session Saturday morning in the city office.

Mayor Anderson called on Mrs. Bonnie Scoma who had requested that the
commissioners give to Wheat Ridge the Ballot Box which was used for
absentee ballots during the City IncorporAtion Election. Mrs. Scoma
read a resolution passed by the Commissioners which told that they
were giving this box to the city as a museum piece because of its
si gnificance in the city I s his tor y .
A motion was made by Jack bramble, 2nd by Alderman Bowl ing "to read and
adopt an ordinance for the Adoption nf the Golden Penal Code with some
sections excluded, some additions and some amendments, to be called ttE
Wheat Ridge Penal Code." Passed unanimously.
Motion was made by Alderman Hulsey, :~nd by Alderman Eckhardt and passed
unanimously to dis pens e 'Nith the J'p:l'Jing cf ttE ordinanc e.
Motion was made by Alrierman Eramble, :2nd b:' Alderman Hulsey and passed
unanimously "that notic e of a public hpcring to be held on OctdJer 23
at 7 :30 p.m. on the adoption by reference of the Golden Penal Code
be published twice on the 7th and 14th of October and posted in six
public places."
A meeting will be hcld on October 7, 1969 at 10:00 a.m. in Jefferson
County in the Commissioners Hearing Room regarding State Highway projects.
The city is to submit any requests to the county manager by October 8.
Alderman Eckhardt stated that the zoning commission wi 11 meet every
Thursday at 7:30 p.m., that rezoning case B-69-123 has been withdrawn,
and that the Zoning Commission will look into a subdivision regulation
which is needed.
Meeting was adjourned at 11:40 pm.
