HINUTES
October 9, 1969
The second continuation of the October 7 meeting ,vas called to order at
7:30 p.m.
Alderman Attending were: Ray Pepe, Dana Dowling, Jack Bramble. Aldermen
Robert Eckhardt and Calvin Hulsey arrived later. Other attending were:
Mayor Anderson, Clerk Louise F. Turner, City Attorney Maurice Fox, Rich
Andrusack of the Homebuilders Association, Robert Jackson, Jefferson
County Building Inspector, Ron French, Paul Patch, and Dick Beals of
Public Service Company, Chief Robert Kirk of the Prospect Valley Fire
Department, and Assistant Chief, Jack Willis of the Wheat Ridge Fire
Department.
Mr. Jackson stated that uniformity is important and 70% of the cities use
the Uniform Building Code. He recommended the 1967 UBC, which can be
adopted by reference along vlith other UEC books such as the mechanical
code and dangerous buildings code. The County Code differs from the UBC
in that it has a Board of Revie'J \lhich l'lr. Jackson considered important.
The County Code states that it adopts the latest electric code and has to
conform ''lith state minimUlIi plumbing requirements. He recommended joining
the International Conference of Building Officials if the City adopts the
UBC. He recommended that the City have a five man board of review.
Mayor Anderson stated that the City is considering the Arvada Code which
is the 1967 UEC and five other codes.
Rich Andrusack stressed uniformit;, and the importance of a board of revie\v.
He also recommended the 1967 UBC.
Paul Patch of the Public Service Gas Engineering Department had worked ,'Iith
Arvada and said Arvada had made amendments to the UBC to use gas piping
suitable for this altitule and the type of gas used. The Arvada changes
make Chapter 12 of the U3C 1967 useable in Denver; it is actually written
for use at sea level.
Ron French of the Public Service recomnended the UBC with the Arvada changes
which takes into effect the physical properties of natural gas at this
altitude.
Licensing of builders was discussed, as admittedly a problem for bUilders,
but as a necessary means of control of people working in the area and a
means of protection for local builders. Difference in fees may determine
where a builder builds.

In regard to fire codes, Mr. Willis said Wheat Ridge Fire Department uses the
NFPA which in some ',laYS conflicts with UBC--one \vay is that UBe allows dry
stand pipes in high rise structm:es. \.Jheat Ridge Fire Department requires \'let
stand pipes. NFP" is more complete than VIlC and fits the community.

Mr. Kirk of Prospect Va:'.ley Fire Department said that NFPA is much better,
is much more strict on "torage of inflammable liquids, that dry stand
pipes are worthlesfl, and that the County backs the fire departments on .,et
stand pipes.
In regard to inspections--Fire departrnent representatives agreed they would
like to see some authority in the City, but that it is important to have
fire officials inspect commercial structures.
The Arvada Buildin;; Inspector continues to have authority after buHding
is completed and all representatives agreed inspection is better in the
hands of the fire departments after completion.
Mr. Bramble reportL'd on the tree: limb removal project to be held Saturday
and Sunday and proLably the follo\dng Satl1rday and Sunday. Five trucks
will be in service with the police car ~ith public address system pre-
ceeding them into an area. Citizens are asked to help load their own and
volunteers are needed to assist those not physically able to do so. Trucks
will start in the South East corner of the City. Rooney Road dump can be
used. Details need to be worked out for soup and sandwiches to be furnished for
workers.
Mr. Eckhardt announced that ~like Leprino who plans to develop the Applewood
Knolls 11th filing subdivision ilas offered to give part of the plat--the area
along Lena Gulch at the foot of a bluff--to the City for park land.
