HomeMy WebLinkAbout10/16/1969 MINUTES October 15, 1959 The October 14th meeting was reconvened with Mayor Anderson presiding at 7:30 p.m. Attending were: Aldermen Ray Pepe, Robert Eckhardt, and Calvin Hulsey, Mayor Anderson, Clerk Louise Turner, Treasurer James Malone, Attorney Maurice Fox, WIater Johnson, Ralph Johnson and interested citizens. A Public ~earing had been called in hopes of alleviating a parking problem at 39th and Jay Streets. The problem stemmed from the fact that a 16 unit apartment court had been built on a cuI de sac8t at the end of a dead end street. Area residents who felt the traffic and parking situations were bad and going to get worse when all units were filled were: Mrs. Bello, 5175 West 39th Avenue, Mrs. Frank Canino, 3920 Jay Street, Arthur Bello, Leland Kelsey, 6155 West 39th Avenue, and Gale Thyfault, 5155 West 39th Avenue. One had counted 58 cars parked on the street and another recommended a fire lane to 38th Avenue. Mr. William Caskins representing the builders stated that no zoning had been violated and that two parking lots were planned with D2 parking spaces per unit. Brannan was to have paved the off-street parking areas starting September 15, but extreme weather conditions had made it im- possible and he felt that the problem was temporary and would be solved as soon as the off-street parking was completed. He said complaints had gone to everyone but the builders and that the builders were anxious to cooperate. Mr. Eckhardt stated that it was poor planning to allow high density at the end of a long culde sac. Mr. Anderson said obviously some solution will come with completion of facilities. He asked that residents meet with builders and come back next Tuesday or Thursday to try to work out solution--that there was no abuse of zoning. Chief Rose of the Wheat Ridge fire department said the area had been a worry before and was worse now, that fearing arson they had frequently patrolled the area all night long during construction, that with the nearest plug a block and a half away on a dead end street with no way to turn around that there was no chance of using routine fire proceedures. He said it was not so bad before the access from 38th Avenue was cut off and that the addition of another plug would help. City Engineer Ralph Johnson stated that a long dead-end water line is not good. Mr. Elliot, a resident said residency should not have been allowed until parking lot facilities were completed Mr. Eckhardt answered that this is probably not a requirement for certificate for occupancy. Making up a committee to study the matter further are: Attorney Fox representing the City, Mrs. Canino and Mr. Kelsey, residents, and Mr. Anger and Mr. Mahoney, builders. Resolution #19 for the transfer of responsibilities from the county to the city and guidelines for doing so, was discussed. /C' //:--c A- 5' 0) Alderman Eckhardt stated that there are four questions in regard to building inspections that need to be answered: 1. whether or not we can contract; 2. how much it will cost; 3. whether the city can justify (by volume) setting up a complete (!c/(',,-'ti TIC ",),(,1,1 j v"'p19nning department; and 4. whether the county could and/or would inspect if the city adopts the USC. He suggested that the section in the resolution be restated "take over or contract". Mr. Robert Bailey stated that County inspections are inadequate and Mr. William McBride recommended contracting with individuals rather than the county. Resolution #19 was introduced by Alderman Eckhardt and will be brought up for passage next Tuesday. The program for tree limb removal was reviewed. The county is cooperating in that it is allowing the city three trucks and drivers for them for 30 days. Additional trucks from the trash haulers will be available on the weekends. Supervisory help will be from Aldermen and the police car. Trucks will begin in the SE corner of precincts 1, 2, and 5, on Saturday. Judge Anthony V. Zarlengo presented the plan for the set up of the municipal court--forms, tickets, etc., and gave ~202.oo as the cost necessary for setting it up. He then explained his plan for the physical layout of the court and displayed drawings of adapt ions of present facilities at a cost in the neighborhood of J350.0o. It was announced that the Savings and Loan League of Colorado would like to invite the Council and wives of council members for dinner on Nov 5 at a restaurant in Wheat Ridge.
