October 23, 1969
The October 21st meeting was reconvened at 7:30 p.m. in the City Office.
Aldermen attending were: Mayor pro tem Dana Bowling, Jack Bramble, Ray
Pepe, Robert Eckhardt, Robert Howard and Calvin Hulsey. Others
attending were Treasurer James Malone, Clerk Louise Turner, Attorney
Maurice Fox, Walter Johnson and citizens. Hearing on the adoption of
the Golden Penal Code was declared opened for comments. The title,
Wheat Ridge Ordinance #6 for the adoption of the Golden Penal Code, was
read by the Clerk. Reading of the Ordinance was dispensed with on a
motion which was made by Alderman Pepe, seconded by Alderman Howard and
passed 6-0.
Motion was made by Alderman Bramble that Wheat Ridge Ordinance #6 be
adopted and ordered published in the Arvada Citizen and posted in six
public places. Motion was seconded by ~lderman Hulsey and passed 6-0.
The approval of a 3.2 Beer License renewal at the Tr-nnecn Store at
32nd and Youngfield was tabled until October 24, 1~59.
Ordinance #5 on the creation, composition and operation of a municipal
court, came up for second and final reading. The title was read by the
Clerk.
Motion was made by Alderman Pepe, seconded by Alderman Eckhardt "that
Ordinance #5 be passed on second and final reading and be ordered published
and posted." Motion passed 6-0.
Discl.ssion of personnel for citizens committees was set for an executive
session.
It was announced that there luill be a Jeffco Council of Governments Dinner
at the Holland House on November 6.
Walter Johnson and Alderman Bramble stated that some changes had been made
in the contract which the city hopes to negotiate with the Sheriff.
It was announced that the dump on 52nd and Gray Streets has been opened
which will facilitate the hauling of the tree limbs.
Ray Pepe requested that limbs being dumped on a piece of private property
without permission be picked up and it has been established that they will
be picked up.
Individuals from REACT, Kiwanis, Jaycees, and Arapahoe County Search and
Rescue plan to help in the tree limb program. It was brought out that
some people are taking advantage of the situation and that trucks will
continue to the West before going back to areas already covered.
Ordinance #10 for the adoption by reference of the Arvada Building Code
was introduced by Alderman Calvin O. Hulsey and the title read by the Clerk.
Reading of the Ordinance was dispensed with on a motion made by Alderman
Pepe and seconded by Alderman Howerd and passed 6-0.
Motion was made by Alderman Bramble and seconded by Alderman Pepe that
Ordinance #10 be passed on first reading, that it be published in the
Arvada Citizen and posted, and that a public hearing be held on November 12,
1959. Motion passed 6-0.

Walter Johnson announced that any ordinances which are to be in effect
before January 1, 1970, would require first reading before November 1,
1969, unless an emergency clause is included in which case first reading
would be necessary by November 22, 1969.
Alderman Pepe requested an executive session meeting on Monday, October
27, 1969.
Attorney Maurice Fox reported that the meeting between homeowners in
the area of 39th and Jay Street~ and builders of apartments at the end
of the street, was unsatisfactory to both parties. They could not
agree on what to solve and how to solve the problems. The problem
involved con~estion, parking, and ingress and egress. Land is not
available for an exit to 38th Avenue. Striping is not possible at this
time and no future meeting is set. Alderman Howard stated that an
alderman should be advised of any citizen's meeting in his ward.
In answer to a question from Alderman Pepe, Attorney fox said nothing
could be done by the city at this time.
Alderman Eckhardt stated that this area has a less than normal width
right-of-way, that the adjacent houses do not have off-street parking,
that it is an extremely long dead end culde sac and there is high density
at the end which adds up to a bad situation. 39th should be widened and
there should be additional access which the city cannot afford to take
care of. He stated further that other isolated problem areas will appear
and perhaps the city should consider a long range up grading plan for such
areas.
It was announced that the second reading of Ordinances #7 and Its would be
Tuesday, October 28, 1969, and the meeting was declared continued until
7:30 p.m. October 24, 1969.
