Anderson in the Wheat Ridge City Office., 7390 West 38th Avenue. Aldermen attending were: Dana Bowling, Jack Bramble, Calvin Hulsey, Ray C. Pepe, and Robert Eckhardt. Also attending were Mayor Anderson, Clerk Louise Turner, Treasurer James Malone, City Attorney Maurice Fox, Administrator Walter Johnson, and citizens. Motion was made by Alderman Pepe "that the 3.2 beer license applied for by Safeway at 5353 West 38th Avenue be granted," the reason being that evidence at the hearing was more in favor than against. Motion was seconded by Jack Bramble and passed 4-0. Alderman Hulsey abstained and Alderman Howard was absent. The title of Ordinance #15 was read and the reading of the rest of the Ordinance was dispensed with on a motion by Alderman Pepe, which was seconded by Alderman Bowling and passed 5-0. Motion was made by Alderman Hulsey and seconded by Alderman Bowling "that Ordinance #15 establishing a Board of Adjustment, introduced by Alderman Eckhardt, be passed on first reading and be ordered published and posted." Motion passed 5-0. Alderman Howard was absent. Alderman Bowling introduced Ordinance #15 appropriating funds for the 1970 Budget and the ordinance was read. Motion was made by Alderman Bowling and seconded by Alderman Eckhardt "that Ordinance #15 be adopted on first reading and be ordered published and posted." Motion passed 5-0. Ordinances #13 and #14 were tabled for study. A decision on a request that Wheat Ridge appoint a delegate and an alternate to, and adopt the "rules of association" of the Denver Regional Council of Governments, was tabled for one week. Each Council member is to submit in writing a statement as to whether or not he is to be under PERA. A public hearing was held regarding an application to sell 3.2 Beer in pack8ge form at the RaIley Service Station, 41st and Kipling. Upon conclusion of the hearing, motion was made by Alderman Bramble and seconded by Alderman Pepe "that the matter not be voted on at this time, but be tabled for study until November 25, 1959." Motion passed 5-0. Alderman Howard was absent. Edgar Johnson gave a report on a meeting held by the "Committee for open space and recreation in Jefferson County" at which the 1 mill recreation districts affected by the incorporation of Wheat Ridge and Lakewood were discussed. Pertinent information included the face that according to the Attorney General the cities will have to obtain from the County the property which is being used for parks. The Attorney General has given the opinion that this property remains with the County if the use continues to be the same until such arrangements have been mace. Page 2 November 18, 1959 No provlslons have been made for upkeep of the parks of the former 1 mill districts within Lakewood. Several suggestions were offered by Senator Ruth Stockton, one of which was the formation of a city park department. Where complex problems face Lakewood, the only problem facing Wheat Riege is the transfer of property from the commissioners and the ex- clusion of a small Wheat Ridge area from North Jeffco. Attorney Fox stated that there is a conflicting statute that says that the parks become the property of the cities upon incorporation. Alderman Bramble reported on the police investigation of establishments selling Beer and Liquor and recommended approval of 10 places for renewal. Motion was made by Alderman Pepe and seconded by Alderman Eckhardt "that licenses for the following places be renewed: Carefree Lounge, Cobbs, Los Panchos, Ridgeview Inn, Rockette Tavern, Vern's on 44th, Safeway at 38th and Kipling, 7-11 Store at 6595 West 44th, Applejack and Wheat Ridge Liquors."
