HomeMy WebLinkAbout12/02/1969 MINUTES December 2, 1969 The seventeenth regular meeting of the Wheat Ridge City Council was called to order by Mayor Albert E. Anderson at 7:30 p.m. in the Wheat Ridge City Office. Aldermen attending were: Robert Eckhardt, Ray Pepe, Robert Howard, Calvin Hulsey, Dana Bowling and Jack Bramble. Other attending were Mayor Anjerson, Clerk Louise Turner, Treasure, James Malone, Administrator Walter Johnson and citizens. Attorney Thomas Carny represented applicants for a 3-way liquor license for Villa d'este at 41st and hipling at a preliminary heari0g. Motion was made by Alderman Pepe and seconded by Alderman Hulsey "that the neighborhood be set using a 1 mile radius rrom the outlet." Motion passed 6-0. Motion was made by Alderman Pepe, secunded by Alderman Hulsey and passed 6-0 "that the public hearing date be the 15th of January, 1970, at 7:30 p.m. in tile city office at 7390 West 38th Avenue." Applicants were directed to publish and post. Ordinance #14 regarding street cuts was introduced by Alderman Howard. Motion that-the ordinance be read was made by Alderman Bowling, seconded by A1derman Bramble and passed 6-0. Following the reading of the title, Motion was made by Alderman Pepe, seconded by Alderman Bowlin~ and passed 6-0 "that the reading of the remainder of the OrJinance be dispensed with." Motion was made by Alderman Eckhardt "that Ordinance #14 regarding street cuts be passed on first reading and be published and posted." Motion was seconded by Alderman Bowling and passed 6-0 on first reading. Ordinance #18 also regarding street cuts was introduced by Alderman Hulsey. The title of the ordinance was read on a motion by Alderman Bramble which was '3econded by Alderman Bowling and passed 6-0. The reading of the remainder of the ordinance was dispensed with on a motion by Alderman Pepe which was seconded by Alderman Bramble and passed 6-0. Motion was made by Alderman Bramble that Ordinance #lB pertaining to street cuts be adopted on first reading and be ordered published and posted. Moti~n was seconded by Alderman Bowling and passed 6-0. Ordinance #13 providi~g for a tax on Liquor and Beer was brought up for discussion. Motion was made by Alderman Eckhardt "that Ordi~ance #13 be tabled until written in its final form". Motion was seconded and the council polled resulting in a tie vote wit~1 Alderman Bowling, Hu~sey and Pepe voting "Nay." The Mayor on the advice of Attorney Fox did not vote because the motion pertained to an ordinance and the motion was defeated. December 2, 1959 After discussion, a second m~tion to table the Ordinance was made by Alderman Bramble and seconded by Alderman Pepe. The motion and second were withdrawn. Motion was made by Jack Bramble "~hat the fees suggested for Ordinance #13 be kept except that J-l be changed to $400, and J-2 be changed to $500." Motion was seconded by Alderman Bowling and passed 4-2 wi th A]_derman Eckhardt and Howard voting "Nay." Ordinance #13 was introduced by Alderman Dana Dowling. Title was read on a motion by Alderman Bramble. Title was read and motion was made by Alderman Pepe and seconded by Alderman Hulsey "that the reading of the remainder of the ordinance be dispensed with". Motion passed 6-0. Motion was made by Alderman Hulsey "that Ordinance #13 placing an occupational tax on beer and liquor be passl~d on first reading and be ordered published and posted." Motion was seconded by Alderman Bowling and passed 4-2 with Alderman Eckhardt and Howard voting "nay". Dr. William Johnson and Mr. Burt Evans requested endorsement from the council of the Jefferson Hall program. Motion was made by Alderman Bramble "that the City council of Whe8t Ridge endorsu the program of Jefferson Hall Inc." Motion was seconded by Alderman Bowling and passed 5-0. Motio~ was made by Alderman Bowling "That the Council should refer the question of using conduit in commercial structures and structures containing over two units, rather than romex, as stipulated in the National Electric Code which was adopted, be referred to the Building Code advisory committee for recommendation to council." Motion was seconded by Alderman Eckhardt and passed 6-0. Mr. Edgar Johnson reported on a meeting which he, Mr. Felix Lepore, and Attorney Fox attended with the County CommissLoners, concernin disposition of park districts property. The report indicated that Wheat Ridge park prJperty will most likely be leased to the City, that the Prospect Service Yard will be left alone and Prospect will use it, that equipment owned tlY Wheat Ridge districts can be used by and possible conveyed to the city, that Prospect equipment will remain with Prospect and that money in the Wheat Ridge district ill the amount of $18,000 which will not be committed by the end of the year, will remain in this area. Alderman Eckhardt requested that a summary of the meeting be provided for the city recreation file. Ordinance #17 was introduced for reading by Alderman Pepe. Motion was made by Alderman Pepe "that Ordinance #17 setting the salaries for the City Clerk and City Treasurer for 1970 be passed on First reading and be published and posted. Motion was seconded by Alderman Bowling and passed 5-0. Resolution #35 was introduced by Alderman Howard and read. Motion was made by Alderman Eckhardt tlmt Resolution #35 pertaining to Highway I-80S be approved as read. Motion was seconded by Alderman Hulsey and passed 5-0. Resolution Moti,~n was adclpted. Resolution #35 was introduced for reading by Alderman Eckhardt. Motion was made by Alderman Eckhardt and seconded by Alderman Howard "that Ordinance #15 be adopted on second reading, as amended and be published and posted."
