The twenty-first regular meeting of the Wheat Ridge City Council was called to order at 7:30 p.m. by Mayor Albert E. Anderson in the Wheat Ridge City Office at 7390 West 38th Avenue. Alderman present were: Robert Eckhardt, Ray C. Pepe, Robert Howard, Calvin Hulsey, and Dana Bowling. Others attending were Mayor Anderson, Clerk Louise Turner, Treasurer James Malone, Attorney Maurice Fox, Administrator Walter Johnson, and Robert Kroening of the Jefferson County Planning Department and citizens. Robert Kroening presented the Major Thoroughfare Plan and pointed out the proposed route of the Front Range Freeway--the only highway in the plan which is not in existence at the present time. Motion was made by Alderman Bowling "that a study session be scheduled for 7:30 p.m. on January 22, 1970, for the purpose of studying the Jefferson County Major Thoroughfare Plan." Motion was seconded by Alderman Hulsey and passed 5-0. Motion was made by Alderman Hulsey "that the title of Ordinance #14 regarding street cuts for utilities regulated by the PUlbtlic Utilities Commission by read." Motion was seconded by Alderman 8'flliwling and passed 5-0. Motion was made by Alderman Howard that Ordinance No. 14 be approved on second reading and be published and posted." Motion was seconded by Alderman Eckhardt and passed 5-0. (Alderman Bramble was absent.) Motion was made by Alderman Howard "that Ordinance #18 be introduced on second reading and the title read." Motion was seconded by Alderman Bowling and passed 5-0. (Alderman Bramble was absent.) ., ,,~ I Motion was made by Alderman Pepe "that Ordinance #18 be adopted on second reading and be published and posted." Motion was seconded by Alderman Hulsey and passed 5-0. Motion was made by Alderman Bowling, seconded by Alderman Howard and passed 5-0 that Ordinance #13 be introduced on second reading. Motion was made by Alderman Bowling and seconded by Alderman Eckhardt "that Council adopt Ordinance #13 as read, and that it be published and posted." On the suggestion of Alderman Howard and following discussion, the motion by Alderman Bowling was amended to read "that Council adopt Ordinance #13 with the amount of tax to be paid by J-2 lowered from $500 to $400." The amendment was approved by the second. Citizens who made comments during discussion on the motion were Landon Murray, Tom Harkness, Wm. Peterson, Rocco Gioso and Rev. John McElderry. Council was polled and Ordinance #13 was adopted with one amendment by a vote of 5-0. Alderman Bramble was not present. Mr. Landon Murray asked if he might now sell beer to 18 yearolds or continue a policy of selling to no one under 21 as he had been doing in keeping with an agreement between himself and the County. He was instructed that he may follow state law and sell to 18 yearolds or at his discretion impose a 21 year limit. Motion was made by Alderman Bowling and seconded by Alderman Hulsey "that Council meet with Mr. J. Ross Adams to consider a proposal of the personnel committee that PERA be dropped in favor of another plan." Motion passed 5-0. 7), ~Ji: (~("i l~"~: J" t'; J:I.Jjl December 23, 1959. Motion was made by Alderman Bowling, seconded by Alderman Howard and passed 5-0 that January 5, 197Q, at 7:3n p.m. be set as a time to study alternatives to PERA pr~vided that J. Ross Adams is available at that time. " Motion was made by AldeTman Bowling that "Resolution #44--establishing the official 1959 Budget--be adopted and published and posted. Motion was seconded by Alderman Eckhardt and passed 5-0. The Ficco Subdivision w~s presented to Council for approval. It was found notTbe in ord3r and will be put first on the agenda for Tuesday, December 00, 1169. It was announced that a letter has been taken to Karl Williams, the County Manager, as~ing the approval of the hiring of two road workers and one engineer, approJal of one dump truck, 1 pickup and mileage when workers use their own C3rs. Mr. Pepe questioned whether the City will have sufficient money if the county renigs on road and bridge funds. Answer was that an agreement with the County will be in writing by Monday. Mr. Eckhardt emphasized that all agre8mpnts should be in w~iting and signed by both parties. He brought ur the fact that a framework for decision needs to be established determining whether the council is to direct the staff or to approve decisions of the staff after they are made.
