Tile Ficco ::juLJrlivision, 4805 Garrison was presented to the Council
for alJpruval. Motion was marje by RorJert Howard and seconded by
Robert lckhardt "that the Ficco Subdivision be approved at this
time." ~otion passed 5-0 with Alderman Bramble abstainingg
Mr. Ron French of the Public Service Co. stated th~t preliminary
reouirements had been met. Clerk Louise Turner stated that she
had received proof of pUblication from the Arvada Citizen and had
posted the application an~ the Public Service Franchise Agreement
in the city's six regular posting places.
INTRODUcrORY MOTION was made by Nlderman Pepe and seconded by
Alderman Howard that the City COLneil now consider the Franchise
Orrlinan~e applied for by Public Service Company of ColoradO and
that it rJe re"[j in full by the City Clerk." Motion passer! 6-0.
FURTHER CUNSID~RATION MOTIUN was made by Alderman Bowling and
5econ~ed bV Alderman Howard "th~t the City Council adopt Dr first
reading and consider the application of Public Service Company of
Colorado at its regular meetiny to be held January 27, 1970 and that

by Alderman Howard and passed 6-0.
Sheriff Bray discussed the police agreement and said he Felt confident
that it could be worked out. He stated that the commissioners would
like to have the State Auditor meet with Attorney Fox, Chief Bramble
and himselfn A meeting has been set for January 5, 1970.
A proposal r8g~rding the ~urch~sing OF strest equipment, etc. and
the hiring of additional employees was discussed.
Motion was made by Alderman Bramble and seconded by Alderman Eckhardt
"that Council table for one week the proposal under discussion."
Vote tied 3-1 with Aldermen Pepe, HulseV and Bowling voting "nBY"-
Mayor Andprson voted "nay" and the mntion was defeated.
Motion was made by Alderman PR~8 3nd seconjed by Alderman Buwllng
"that the city purchase a 2_l/M ton dump truck and a 3/4 ton pickup
through the 1tate Purchasing Offioe." Motjon passed 5-0.
Motion was m~de by Alderman Eckhardt And secnnded by Alderman

Council and citizens discussed at length the need and/or advisability
of having a purchasing agent. The Treasurer stated that a finance
office is necessary and purChasing would be only one phase of the
finance officer's worko
Attorney Maurice Fox requested that Council provide assistance
in final preparation of ordinances and in the RTBa of getting
prisoners to court on time.
Concensus of opinion of the Council was that it would be propeT
for the Mayor and administration to draft ordinances to be approved
by the City Attornev. Also additional clerical help will be considered.
Motion was made by Alderman Pepe and seconded by Alderman Hulsey
"that public hearings be scileduled at 7:3fJ p.m. Dn January 29~ 1 '^,_,
ror Rezoning cases WZ-S9-6 at ~3Td Avenue and Y~rrow Street and
WZ-69-7 at 12U9B West 44th Avenue." Motion passed 6-0.
Motion was made by Alderman Pere and seconded by Alder~an Hulsey
"that janitorial service be arranged for city nfficps and name
plates be obtained for city officials."
Motion was amended on sugge ition of Alderman Eckhardt to include
"name plates for commission members and a sign for the city office."
The second approved and motion passed 6-0.
Motion was made by Alderman Eckhardt anrl seconded by Alderman Howard
"that council direct administration to contact owners of buildings
to arrange to have American and Colorado flagB flying before city
officesa" MDtion passed 6-0.
Motion was made by Alderman Bramble and seconded by Alderman Bowling
thot Resolution #46 commending Mr. Richard Ostling be approved ~y
the Council." Motion passed 6-0.
Motion was made hy Alderman Howard that two agreements, one regarding
pay for ~he building inspector and one regarding pay F~r the elec-
trical inspector, be approved by the Council." Motion ~u5sed 6-0.
Meeting was adjourned at 12:20 a.m.

ORDINANCE GRANT'ING FRANCHISE TO
PUBLIC SERVICE COMPANY OF COLORADO

Clerk of the City of Wheat Ridge, Jef'ferson County, Colorado, certify tbat tbe
annexed proposed ordinance ot said City of' Wheat Riuge, granting to PUBLIC
SERVICE COMPANY OF COLORADO, a franrhise for the purposes therein mentiow.'d
was, at a regular meeting of the City Council of sai.d City of Wheat Ridge, held
on the 30th day of December, 1969, introduced anu read in full and the Council
decided that it desired to further consider the granting of the rights and
privileges sought for in the proposed ordinance at thp reGular meeting of the
City Council to be beld on January 27, 1970, at the bour of ?,'jiJ o'clock
P.M., at 7390 West 30th Avenue in the City of Wheat Ridge, Colorado, and that
a copy of this notice and the proposed ordinance be published in The Arvada
Citizen, a weekly paper of genecal circulation in said City of Wheat Ridge
for a period of not less than two weeks, and posted in six conspicuous put lie
places for the same period, prior to the time when such ordinance is to be
again read.
By reason of the foregoing, public notice is herpby giviCn that at the
next regular meeting of the City Council of the City of Wheat Ridge, on
January 27, 1970, the annexed proposed ordinance will Lome up befOTe the City
Council of the City of Wheat Ridioe for consideration uy the Cit,y Council as
to its adoption and passage, as provided by law.
