MINUTES
January 15, ]970

A meeting of the Wheat Ridge City Council, called for the purpose
of a Public Hearing regarding a 3-way liquor license far the
Villa D'Este at 411J Kipling Street, was called to order at 7:30
p.m. by Mayor Albert E. Anderson.
Aldermen attending were: Ray Pepe, Joseph Donaldson, Rebert Howard,
Calvin HUlsey, Dana Bowling and Jack Bramble.
Also attending were Mayor Anderson, Clerk Louise Turner, Attorney
Maurice Fox, Administrator Walter Johnson, applicants and attorney
for Villa O'Este and interested citizens.
A complete record of the he'3ring was taken by Court Reporter Harve
Clementso
After presentation of material, Motion was made by Alderman Pepe
and seconded by Alderman Bowling "that the matter of a 3-way liquor
license for Villa D'~ste be taken under advisement with a decision
to be given at 7:30 p.m. on January 27, 1970." Motion passed 6-0.
Resolution #48 was introduced and discussed.
Motion was made by Alderman Pepe and seconded by Alderman Donaldson
"that Council adopt Resolution #48 regarding a deed for approximately
two acres of land which was deeded to the City of Wheat Ridge by
John B. Cartwright." Motion passed 6-0.
The Park Commission ~equest8d through liason man Alderman Hulsey
that Council approve tr18 hiring of designated personnel for the
Wheat Ridge Park Commission.
Motion was made by Alderman Pepe "that the following people be
hired for the follawing jobs at pay stated as recommended by the
Park Commission:
1. Edgar Johnson as Consultant at $1000 per month
2. Charles Brannan as Superintendant at $525. per month
3. HHrshel Moore as Laborer at $1.40 per hour
4. Mrs. A.F. Williams as Secretary at $25. per meeting ."
Motion died for lack of a second~ Following discussion bV Council
Members~ motion was orought up again.
Motion was made by Alderman Pepe and seconded by Alderman_Bowling
"that the following people be hired as recommended by the Park
Commission:
1. Edgar Johnson flS Consultant at $100. per month
2. Charles Brannan as Superintendant at 1525. per month
3. HBrshel Moore as Maintenante Man at $1.40 per hour
4. Mrs. A.F. Williams as Secretary at $25. per meeting."
Motion tied with Ald8rmen Howard, Bramble and Donaldson voting "nay."
Tie was broken by Ma~or Anderson and motion passed 4-3.
Meeting was adjournec! at 1100 p.m.

Od Cit.y Council
The twanty-fourth regular meeting of the Wheat Rlge
was called to order at 7:30 p.m. All City Officials were present.
City Officials were sworn into office by Judge Anthony V. Zarlengo.
The Clerk presented the book contain':';]1] t.he '~ovember 4, 1969 Election
Returns to the Council for judgement.
Motion was made by Alderman Bramble and seconded by Alderman Hulsey
"that Council approve the election returns as presented by the City
Clerko" Motion passed 6-0.
Motion was made by Alderman Bowling and seconded by Alderman Donaldson
"that the meeting be continued until Tuesday January 13, 1970 at
7:30 p.m. Motion passed 6-0.
Meeting was adjourned.

The continuation of the twenty-fourth regular meeting of the Wheat
Ridge City Council was called to order at 7:30 p.m. by Mayor Albert
E. Anderson in the Wtleat Ridge City Office at 7390 West 38 Avenue.
Aldermen attending were: Ray C. Pepe, Joseph M. Donaldson, Robert
G. Howard, Calvin O. Hulsey, Jack W. Bramble, and Dana L. Bowling.
Others attending were: Mayor Anderson, Clerk Louise Turner, Trea-
surer James Malone, Administrator Walter Johnson, representatives
of the Gordon Neon S~gn Co. and citizens.
Police Report for December was given by Alderman Bramble. This
report is filed under "Police Reports" in the general fili.
Clerk's Annual Report was given by Clerk Louise Turner and the
Municipal Ceurt Annual Report was read by Mayor Andersono These
reports are on file in the general file under "Annual Reports."
A report on office furniture including bids From three companies
was given by Alderman Donaldson.
Motion was made by AJderman Bramble "that Wheat Ridge purchase
.:h!lfcQ Furniture from Desks Inc. for $ :;0450 or whatever part of it
is needed, and that the selection of furniture be subject to the
requirements of those using them." Motion was sedonde~ by Alderman
Bowling and passed 4-2 with Aldermen Pepe and Howard voting "nay."
Purchasing Report was given w.ith bids read on a 2-1/2 ton dump
truck. Low bid was $5,154.22 from the State Purchasing Office and
order will go out on Wednesday.

Mayor Anderson announced that a deed had been received Jor approx-
imately two acres from JOhlJ B. CartbJ~dght for roadway on theQuail
Street alignment. Rezoning of ten acres has been subject to the
applicant and the C'ty coming to terms of an agreement.
Motion was made by ',lderman Bowling and seconded by Alderman Pepe
"that the matter of the deed be tabled until Thursday." Motion
passed 6-0.

a unanimous ballot cast for Alderman Howard." Motion was seconded

Bowling "that Maurice Fox be appointed and retained as City
Attorney." Motion ~assed 5-0~
Motion was made by Alderman Bowling "that Ralph Johnson be appointed
City Engineer and Clyde Hobbs be Assistant Engineer." Motion was
seconded by Aldermar Hulsey And passed 6-0.
Motion was made by ilderman Donaldson and seconded by Alderman
Bowling and passed 6-0, "that Ralph Johnson be Superintendant
of Water and Sswer."
Motion was made by Plderman Pepe and seconded by Alderman Howard
and passed 6-0, "th2t Clyde Hobbs be Superintendant of Streets."
Motion was made by Alderman Pepe "that Jack W. Bramble be appointed
CitV Marsl+all and Chief of Police." Motion was seconded by Alderman

Motion was made by Plderman Hulsey "that Council ~pprove the appoint-
ment of thirty Police Officers." Motion was seconded and passed
6-0 by Alderman Howard.
Motion was made by Alderman HOldard "that Anthony V. Zarlengo be the
Police Magistrate or Municipal Judge for a term of two YELars."
Motion was seconded by Alderman Donaldson and passed 6-0.
Motion was made by Alderman Pepe and seconded by Alderman Howard
"that Mr. Fax have t'e right to appoint up to two assistant city
attorneys." Motion passed 6-0.
Treasurer gave a repJrt on buying procedure and presented Resolution
#47.
Motion was made by Alderman Pepe and seconded by Alderman Donaldson
"that Council table the Resolution until the Finance Committee can
make a report or until Council decides to reconsider it." After
discussion, motion a-d second were withdrawn.
Motion was made by ALderman Donaldson and seconded by Alderman
Bramble, "that the amount of $500. be cut to $250. in Resolution
#47." Motion passed 6-0.
Motion was made by ALderman Hulsey and seconded by Alderman Howard
"that Resolution #47 be adopted as amended." Motion passed 6-0.

was the lObi bidder." Motion was seconded by Alderman Bowling and
passed 6-0.

"that Council approve remodeling up to $500. in the ne~ offices."
Motion passed 6-0.
Meeting was adjournpd at ll:OO p.m.
