HomeMy WebLinkAbout02/19/1970 i'lINUTES February 19, 1970 The twenty-ninth regular meeting of the Wheat Ridge City Council was called to order at 7:30 p.m. in the Wheat Ridge Council Meeting Room at 7390 West 38 Avenue by Mayor Albert E. Anderson. Aldermem attending were: Ray C. Pepe, Dana Bowling, Jack W. Bramble, Joseph Donaldson, Robert Howard and Calvin Hulsey attending later. Others attending were Mayor Anderson, Deputy City Clerk Elise McMillen, City Attorney Maurice Fox, City Engineer Ralph Johnson, Administrator Walter Johnson, Lieutenant Lewis Warren, applicant for rezoning and representative and interested citizens. Case WZ-69-ll Case was continued from February 17, 1970. Applicant Gene Pietro represented by Attorney Cooper Wayman were present. Discussion concerning the narrowness at 48 Avenue and Van Gordon Street for the turning of semi-trucks was brought up. Attorney Wayman brought up the point that~l}c~t Gene Pietro has stated in his application that ~entf feef/6r land will be dedicated to the City, but that no deed has been filed yet. Motion was made by Alderman Bramble "that Case WZ-69-ll Rezoning Application from A-2 to 1-3 be approved for the following reasons: 1. The property was approved by the Zoning Gommission. 2. It is an industrial area. 3. No opposition to restrict truck traffic if it is deemed necessary. II Motion was seconded by Alderman Bowling. Discussion followed with the motion being withdrawn with second approval. Motion was made by Alderman Bowling and seconded by Alderman Pepe "that Council recess to gain information from Mr. Jim Mier, Planning Director, concerning the street and property dimensions involved." Motion passed 6-0. Meeting was reconvened following recess by Mayor Anderson. Information obtained showed that ten feet were needed to be dedicated. Attorney Wayman assured the Council of dedication of the necessary amount of land. Motion was mady by Alderman Bramble "that Case WZ-69-ll Rezoning Application from A-2 to 1-3 be approved on recommendation of the Zoning Commission." Motion was seconded by Alderman Bowling and passed 4-3 with Aldermen Howard and Hulsey voting "nay", Alderman Donaldson abstaining and Mayor Anderson voting "yea." Monthly Treasurer's Report was given by Mr. Walter Grande, Finance Officer. The report is on file under "Monthly Reports" in the general file. Mr. Rocco GioGo, Chairman of the Personnel Committee gave a report on health insurance for city employees. Seventeen bids were sUb-. mitted and the Committee recommended that the Council adopt the b1d from Capitol Life Insurance Company of Denver which was the lowest bid" that the City would pay city employees single person's coverage of $10.46 per month; that this coverage would include future employees and the police department; and that this,shDuld be passed as soon as possible for the city employees. protect1on. Mr. Ed Mattox gave detail on the coverage and the report is Dn file under "Employees' Insurance" in the general file. ,~ Motion was made by Alderman Donaldson "that Council approve the re- comme~dation of the Committee to use Capitol Life Insurance Company for CIty employees' coverage." Motion was seconded by Alderman Bramble. Motion was amended by Alderman Donaldson to include IIthat the City would pay for single employee's monthly premium of $10.46 per month.1I Amendment was approved by second. Motion was amended again by Alderman Donaldson IIthat Council members and the Mayor may be included in the coverage if desired, and that they would pay their own monthly premiums." Motion was seconded by Alderman Bramble and passed as amended 6-0. Ordinance No. 20 on Nuisances was revieuJed and read from Section 16 which included amendments. Motion was made by Alderman Donaldson and seconded by Alderman Howard "that Ordinance No. 20 that has just been read be approved and adopted, published and posted by the Council on first reading.1I Motion passed 6-0. Motion was made by Alderman Donaldson concerning the policy of the Council regarding Street Light Petitions IIthat when up to 50% of the property owners sign a petition for street lights the City will not provide street lights; when 51% to 75% of the property owners sign a petition a Public Hearing will be held by the Street, Traffic, and Drainage Committee for recommendation; and when above 75~6 of the property owners sign a petition the Street, Traffic and Drainage Committee will recommend placement of lights to Council for approval.1I Motion was seconded by Alderman Hulsey and passed 6-0. The need for additional appropriations for the street lights, for License Inspector Ben Chastain1s salary which expires MarcD 1, 1970 and additional employees etc. was discussed. Motion was made by Alderman Hulsey and seconded by Alderman Pepe "that the following appropriations be made from Acount No. 520 (unappropriated surplus): 1. To Treasurer's office, Account No. 415, the hiring of fee personnel, amount $5,000.00 2. The Mayor's office, Account No. 413.11 for additional employee expense and other incidentals, amount $6,000.00 3. The street and traffic signals, Account No. 432.3, amount $7,000.00" Motion passed 6-0. Motion was made by Alderman Donaldson and seconded by Alderman Bramble "that Administrator Walter Johnson be paid a monthly salary of $550.00 per month retroactive to October 15, 1969." Motion passed 6-0. Ordinance No. 27 on Buena Vista Avenue vacation will be taken up at the February 24, 1970 meeting. Regional council of Governments Meeting on February 18, 1970 was attended by Alderman Howard who recommended that: 1. An alternate be appointed. 20 The Planning Director be appointed on the Steering Committee. 3. That appointment be made for Policy Advisory Committee. It ~Ias discussed that these matters could be taken care of in an Executive Council Session. Motion was made by Alderman Bowling "that meeting 8djourn." matters were still to be discussed. Motion was withdrawn. Other Alderman Bramble stated that the City of Wheat RidJe had seventeen policemen working for the City-ten p8id by the City and seven paid by the County. Police affice space was needed and that 490 square feet of office space would be available upstairs at 7390 West 38 Avenue for $145.00 per month no later than April 1, 1970. Motion was made by Alderman Bramble and seconded by Alderman Bowling "that the City rent the office space when available at 7390 West 38 Avenue for $145.00 per month for the police department." Motion passed 6-0. Mrs. LoA. Angstrom of 4540 Allison Street stated she had been contacted by Mr. Ben Chastain to verify licensing by the County for bird dealers. Mrs. Angstrom said that she had approximately 150 birds, but had not sold any since August 1969 and that they are a hobby. It was discussed that Mr. Chastain and Mr. Misr are to confer on this matter and inform Mrs. Angstrom what action is to be taken. It was announced there is to be a Public Hearing for Design on Ward Road at Drake Junior High School at 2~00 p.m. on February 20, 1970. Motion was made by Alderman Bramble "that the meeting be adjourned." Motion was seconded by Alderman Pepe and passed 6-0.
