the
thirty-first regular meeting of the Wheat Ridge City Council
called to order by Mayor Albert E. Anderson at 7:30 p.m. in
Wheat Ridge Council meeting room at 7390 West 38 Avenue.
Attending were all Aldermen, the Mayor, City Clerk, City Attorney,
Administrator and citizens.
Ordinance No. 26, previously read was brought up.
Motion was made by Alderman Bramble and seconded by Alderman Pepe
"that Ordinance No. 26 pertaining to transient sellerE be spprnved
on first reading-as previously read." Motion passed 6-0.
Motion was made by Alderman Bramble and seconded by Alderman Bowling
"that Ordinance No. 26 be published and posted." Motion passed 6-0.
Ordinance No. 28 was introduced by Alderman Bowling, read and dis-
cussed at length.
Motion was made by Alderman Bramble "that Council table Ordinance
No. 28 for one week.1I Motion was seconded by Alderman Donaldson
and passed 6-0.
Procurement of city automobiles was discussed.
Motion was mad~ by Alderman Bramble "that Council approve an
amount not to exceed $4,400.00 for two vehicles for the City-the
choice of the vehicles to be left to the discretion of the Admin-
istration." Motion was seconded by Alderman Hulsey and passed 6-0.
Mr. Walter Johnson reported that the Personnel Committee and the
Building Code Advisory Board had recommended that Jack Prose be
hired at $800.00 per month as full time Building Inspector.
Motion was made by Alderman Donaldson and seconded by Alderman
Bowling IIthat Council hire Jack Prose as Chief Building Inspector
on a full time basis at $800.00 per month." Motion passed 6-0.
Motion was made by Alderman Hulsey "that a Building Department
be created and that Jack Prose be appointed head of the Department."
Motion was seconded by Alderman Donaldson and passed 6-0.
Motion was made by Alderman Bowling "that authorization for one
more secretary be made." Motion was seconded by Alderman Pepe
and passed 6-0.
Upon the recommendation of City Attorney Maurice Fox, Motion was
made by Alderman Howard "that Ordinance No. 27 pertaining to the
vacation of Buena Vista Avenue be withdrawn." Motion was seconded
by Alderman Bramble and passed 6-0.
Alderman Bowling intruduced Resolution No. 50.
Motion was made by Alderman Bramble "that Resolution No. 50 be
passed." Motion was seconded by Alderman Bowling and passed 6-0.
Alderman Bramble reported that three cars-two City Police and one
Sheriff's car are on duty twenty-four hours a day and that the
crime rate has gone down sharply in the past month.
Representatives to be on the Denver Regional Council of Governments
Committees were discussed.
Motion was made by Alderman Howard Itthnt Wheat Ridge notify
the Denver Regional Council of Govertments that the Wheat Ridge
Representative on their Steering Committee will be Planning
Director James l'iier." Motion was seconded by Alderman Donaldson
and passed 6-0.
Motion was made by Alderman Hulsey and seconded by Alderman Howard
"that the Planning Commission be authorized to Tf~commend, at a
regularly convened meeting-one of its members to be on the Den-
ver Regional Council of Governments Policy Advisory Committee
and submit the name to Council for action. II Motion passed 6-0.
Motion was made by Alderman Hulsey "that Felix Lepore be appointed
to the Denver Regional Council of Governments (ORCOG) Open Space
Committee with A.F. Williams as Alternate.1t Motion was seconded
by Alderman Howard and passed 6-0.
Motion was made by Alderman Hulsey and seconded by Alderman Bowling
"that the Clerk be directed to contact Committees to ask that
they submit for Council action a recommendation from their
Committee of a qualified person to represent Wheat Ridge on the
following ORCOG Committees:
1. Drainage Committee
2. TAC-RAPCA Committee
3. Traffic Engineering Committee
4. Sanitation Engineering Committee
5. Water Advisory Committee
6. Solid Waste Committee."
Motion passed 6-0.
Motion was made by Alderman Howard and seconded by Alder~8n Hulsey
"that the Mayor be appointed as Alternate Representative to the
Denver Regional Council of Governments.1I Motion passed 6-0.
Meeting was adjourned at 10:15 p.m.
