HomeMy WebLinkAbout03/26/1970 MINUTES March 26, 1970 The thirty-ninth regular Council meeting of the City of Wheat Ridge was called to order by Mayor Albert E. Anderson in the Council meeting room at 7390 West 38 Avenue at 7 30 p.m. Aldermen attending were Ray Pepe, Dana Bowling, Joseph Donaldson, Robert Howard, and Calvin Hulsey. Jack Bramble was absent. Others attending were Mayor Anderson, Deputy City Clerk Elise McMillen, City Attorney Maurice Fox, Lt. Warren, City Administrator Walter Johnson and interested citizens. Mrs. Friedberg of 9040 West 32 Avenue stated that there is a drainage problem behind her house. The ground is leveled and when it rains there is no place for the water to drain. She had contacted the County with no response. She was told that Assistant City Engineer Clyde Hobbs would check the problem out. Anthony Sargent, Representative of the Wheat Ridge Jaycees stated that their main money making project for the year is the sale of fireworks. He stated their profits are returned to the community through donations and community projects. He stated the Jaycees were not aware that a fireworks ordinance was previously brought up and consequently defeated and that they would have been present at the meetings. He requested that an ordinance allowing the sale of fireworks be introduced again. Ordinance No. 35 terming handbills and placards as nuisances was intro- duced by Alderman Howard and ordered read Mr. Bill Poltera of 3880 Dudley defended the use of handbills as a good and useful way of local advertisement. Ordinance No. 36 amending the Police Ordinance No. 25 was introduced ~ hAy U by Alderman Pepe and ordered read. ,L ( ~>/J,I i t ,:/jtf { The following Motion was made by Alderman Howard, "I move that Ordinance No 36 amending Ordinance No. 25 be passed on first reading and be ordered published in the Arvada Citizen and posted." Motion was seconded by Alderman Donaldson and passed 5-0. Ordinance No. 32 creating a street numbering and naming system was in- troduced by Alderman Donaldson and ordered read. The following Motion was made by Alderman Hulsey "I move that Ordinance No 32 be amended in Section 8. part 1. to read 'street numbering and naming' instead of 'public health and safety.'" Motion was seconded by Alderman Pepe and passed 4-0. Alderman Howard was not present. The following Motion was made by Alderman Hulsey "I move that Ordinance No. 32 creating a street numbering and naming system be passed on first reading and be ordered published and posted." Motion was seconded by Alderman Bowling and passed 4-0. Alderman Howard was not present. ....." - -7 ~ -2- Ordinance No. 37 vacating Allison Street was introduced by Alderman Howard and ordered read. Administrator Walter Johnson stated the Ordinance No. 37 had been read and approved by Attorney Hite. The following Motion was made by Alderman Howard "I move that Ordinance No. 37 vacating Allison Street be passed and ordered published and posted on first reading." Motion was seconded by Alderman Pepe and passed 5-0 It was mentioned that Resolution No. 50 created a vacation fee and that this will be collected. Mr. Norm Gallaher presented a SMP insurance package policy which stands for Special Multi-Peril Policy from the Hartford Insurance Company. Also present was Hartford representative Carl R. Capron. Literature was distributed and is on file in the general file. A spearate policy for the Police Department was also presented. The question was raised if the City Purchasing Policy requires other bids to be presented. It was determined to be not necessary because this is an open bid, the City already has coverage by this company, and this regulates the purchase of material, supplies, and equipment only The following Motion was made by Alderman Bowling "I move that Council approve the Police Professional Liability Insurance Policy which has coverage at the rate of $100,000.00 for each person (officer), $300,000 00 for each incident and $500,000.00 coverage for an aggregate of both." Motion was seconded by Alderman Howard and passed 5-0. This policy is to be effective March 31, 1970 through March 31, 1971. The following Motion was made by Alderman Bowling "I move that Council accept the SMP Insurance Package Policy with the following additions that additional buildings be covered, that optional perils coverage be added, and that a floater clause be added to cover personal property at 11220 West 45 Avenue." Motion was seconded by Alderman Donaldson and passed 5-0. This policy was determined to be effective March 20, 1970 with the aggrement of Carl R Capron A report from the Streets, Traffic and Drainage Committee including street light petitions and the Committee's proposal for placement of twenty-nine street lights with accompanying maps was discussed. The following Motion was made by Alderman Howard "I move that Council approve the installation of twenty-nine street lights at the places shown on the maps of the report by the Streets, Traffic and Drainage Committee" Motion was seconded by Alderman Donaldson and passed 4-1 with Alderman Bowling voting "nay " Ordinance No. 38 regulating the sale and use of fireworks was introduced by Alderman Bowling and ordered read. The following Motion was made by Alderman Howard "I move that the complete reading be dispensed with." Motion was dropped because it was advised it is a safer policy re-reading ordinances The following Motion was made by Alderman Pepe "I move that Ordinance No. 38 be tabled." Motion was seconded by Alderman Hulsey and was defeated by a vote of 2-3 with Aldermen Howard, Donaldson, and Bowling voting "nay." The following Motion was made by Alderman Pepe "I move that Ordinance No. 38 be tabled for one week." Motion was seconded by Alderman Hulsey and was defeated by a vote of 2-3 with Aldermen Howard, Donaldson, and Bowling voting "nay." The following Motion was made by Alderman Howard "I move that Ordinance No. 38 be tabled for two weeks from tonight." Alderman Donaldson seconded the Motion and it passed 5-0.
