April 2, 1970
The forty-first regular meeting of the Wheat Ridge City Council
was called. to order by President of the Council Robert Howard at
7:30 p.m. In the Council Meeting Room at 7390 West 38 Avenue.
Aldermen attending were Robert Howard, Calvin Hulsey, Ray C. Pepe,
Joseph Donaldson and Jack Bramble.
Others attending were Clerk Louise Turner City Attorney

Ordinance No. 34 pertaining to trees was introduced by Alderman
Hulsey and read.
The following Motion was made by Alderman Hulsey "I move that the word
"Mayor" be changed to "City Council" in Section 1, in Section 1-1 and
1-2 and that the words "City Council be changed to "Wheat Ridge Parks
and Recreation Comm~ssion" in 1-3." Motion was seconded by Alderman
Donaldson and passed 5-0.
Sections 18, 19, 20 and 21, which were written in the original draft
and inadvertently omitted in the revision of the Ordinance were pre-
sented.
The follOWing Motion was made by Alderman Donaldson "I move that Sections
18 through 21 be read and that the Ordinance be amended to include
Sections 18 through 21." Motion passed 5-0.
The following Motion was made by Alderman Donaldson "I move that
Ordinance No. 34 be passed on first reading and that the Clerk be
directed to publish and post it." Motion was seconded by Alderman
Bramble and passed 5-0. Alderman Bowling was absent.
Ordinance No. 39 pertaining to the cigarette tax was introduced by
Alderman Howard who stated that the additional tax was to provide
money to purchase land for parks.
The Ordinance was read and the follOWing Motion was made by Alderman
Pepe "I move that Ordinance No. 39 raising the tax on cigarettes
from 2~ to 4~ per pack be passed on first reading and be published
and posted." Motion was seconded by Alderman Hulsey and passed 4-0
with Alderman Bramble abstainingo Alderman Bramble stated that he
would need to know more about the tax in surrounding cities and
that he was concerned about the effect on the $90,000. expected by the present
tax.
Resolution No. 59 was introduced by Alderman Donaldson and read.
The following Motion was made by Alderman Bramble "I move that Council
approve Resolution No. 59 pertaining to the use of the Jefferson County
Master Plan.1I Motion was seconded by Alderman Donaldson and passed 5-0.
A Parks and Recreation Budget Report was given by Edgar Johnson.
The following Motion was made by Alderman Bramble "I move
accept the Park and Recreation Budget revision for 1970."

The following Motion was made by Alderman Bramble III move that Leland
V Stewart be appointed to the Policy Advisory Committee of DRCOG
and that the Clerk be directed to advise DRCoG of the appointment."
Motion was seconded by Alderman Pepe and passed 5-0.
A proposal from the ~en R. White Engineering Company was explained
by Clyde Hobbs.
The following Motion was made by Alderman Pepe "I move that Council
approve the proposal of Ken Ro White Engineering Company and acquire
the services of the Ken R. White Company not to exceed $6,100.00 as
presented in proposal "KRW #0073" in regard to Wadsworth Blvd. Inte~-
section Improvements." Motion was seconded by Alderman Hulsev and
passed 5-0.
Topics program "T 7100 (8)" was discussed and tabled until Thursday,
April 9, 1970, in order to have the opinion of the City Attorney.
Two letters commending the Wheat Ridge Police Department were read
