April 16,1970
The forty-fifth regular meeting of the Wheat Ridge City Council was
called to order at 7 30 p.m. by Mayor Albert E. Anderson in the Council
Meeting Room at 7390 West 38 Avenue.
Aldermen attending were Dana Bowling, Jack W. Bramble, Joseph Donaldson,
Calvin Hulsey and Ray C. Pepe. Alderman Robert Howord was obsent.
Also attending were ~1ayor Anderson, Clerk Louise Turner, Administrotor
Walter Johnson, Lt. Waren, and Assistant Engineer Clyde Hobbs.
Ordinance No. 41 pertaining to City positions and pay scale was intro-
duced by Alderman Donaldson and read.
Motion by Alderman Donaldson "I move that Ordinance No. 41 pertaining
to city positions be adopted on first reading and posted in six public
places and be published in the Arvada Citizen Sentinel." Motion was
seconded by AIQer~2n Bramble and passed 4-0 with Aldermen Hulsey and
Howard absent.
Ordinance No. 42 pertaining to City Departments and their authority
was introduced by Alderman Donaldson and read.
Motion by Alderman Bowling "I move that Ordinance No. 42 pertaining
to City Departments be adopted on first reading and that it be published
in the Arvada Citizen Sentinel and be posted in six public places."
Motion was seconded by Alderman Hulsey and passed 5-0.
Ordinance No. 43 pertaining to the formation of Local Improvement
Districts was introduced by Alderman Dana Bowling and read.
Motion by Alderman Pepe "I move that Ordinance No. 43 pertaining to
the formation of Locol Improvement [istri.cts cmd int J 1u::ed by ,I "Ii I
Bowling be adopted on first reading and be published in the Arvada
Citizen Sentinel and posted in six public places." Motion was seconded
Alderman Donaldson and passed 5-0.
Ordinance No. 32 was brought up for second reading and the title read.
Motion was made by Alderman Pepe "I

Motion by Alderman Pepe "I move that Ordinance No. 32 pertaining to
the naming and numbering of streets, and introduced by Alderman Donaldson,
be adopted on second reading and that it be published in the Arvada
Citizen Sentinel and be posted in six rublic places." Motion was seconded
by Alderman Bramble and passed 5-0.
Ordinance No. 35 was brought up for second consideration.
Motion by Alderman Donaldson "I move that Ordinance No. 35 be tabled
indefinitely." Motion died for lack of a second.
Motion was made by Alderman Bramble, seconded by Alderman Hulsey and
passed 5-0 "That Ordinance No. 35 be read in full." The Ordinance was
read.
Motion by Alderman Hulsey "I move that Ordinance No. 35 pertaining
to handbills be defeated on second reading." Motion was seconded by
Alderman Pepe and passed 5-0 to defeat the ordinance on second reading.
Ordinance No. 36 was brought up for second consideration and read.
Motion by Alderman Donaldson "I move that Ordinance No. 36 amending
the Police Ordinance No. 25 be adopted on second reading and that it
be published in the Arvada Citizen Sentinel and posted in six public
places." Motion was seconded by Alderman Bowling and passed 5-0.
Ordinance No. 37 pertaining to vacation of a portion of Allison Street
was brought up for second consideration and the title read.
Motion by Alderman Pepe "I move that the reading of the remainder
of the Ordinance be dispensed with."
Motion by Alderman Bramble "I move that Ordinance No. 37 be adopted
on second reading and that it be published in the Arvada Citizen Sentinel
and posted in six public places." Motion was seconded by Alderman
Donaldson and passed 5-0.
A report on Signal Light Maintenance Bids was given by Clyde Hobbs.
Bid was $15,504.00 per year from Dial Electric Co. Bid was $22,705.20
per year from Colorado Signal. Mr. Hobbs recommended acceptance of the
bid from Dial El8ctric.
Motion by Alderman Bramble "I move that Council approve the Dial Electric
bid as submitted.1I Motion was seconded by Alderman Pepe and passed 5-0.
Street Committee Report was given by Walt Pettit. The committee recom-
mended that street lights be placed at th8 followin~ places in response
to petition requests
1. 44 Avenue and Pierson Street.
2. 39 Avenue and Hoyt Street.
3. 36 Avenue and Nelson Street.
4. 36 Avenue and Owens Street.
In addition, the committee recommended that lights be placed at the
following points
1. Prospect Valley Fire Department.
2. NE corner of 26 Avenue and Wadsworth Blvd.
3. NE corner of 29 Avenue and Wadsworth Blvd.
4. SW and NE corners of 32 Avenue and Wadsworth Blvd. with
the possibility of utilizing one private light at that
location as one.

SW corner of 41 Avenue and Wadsworth Blvd.
SW and NE corners of 44 AV8nue and Wadsworth Blvd.
SW corner of 29 Avenue Kipling Street.

SW and NE corners of 38 Avenue and Kipling Street.
NE corner of 44 Avenue and Kipling Street.
was for 20,000 watt, mercury vapor lamps on steel standards.

Recommendation
Motion by Alderman Bramble "I move that Council accept the recommen-
dations as submitted by the Street Committee." Motion was seconded by
Alderman Donaldson and passed 4-1 with Alderman Bowling voting "nay."
Alderman Bowling requested a copy of the Street Committee report for study.
Mayor Anderson issued a Proclamation proclaiming April 22, 1970 as
"Earth Day."
Meeting was adjourned at 11 00 p.m.
