HomeMy WebLinkAbout04/23/1970 MINUTES April 23, 1970 The forty-seventh regular meeting of the Wheat Ridge City Council was called to order at 7 30 p.m. by ~layor Albert E. Anderson in the Council Meeting Room at 7390 Weet 38 Avonue. Attending were Aldermen Ray C. Pepe, Jack W. Bramble, Dana Bowling, Joseph Donaldson, Robert Howard and Calvin Hulsey. Also attending were Mayor Albert E. Anderson, Clerk Louise Turner, . City Attorney Haurice Fox, City.Administrato: ~alter Johnson, Plannlng Director James Mier, and approxlmately 150 Cltlzens. Mr. Vernon True of 3705 Newland reported a long standing drainage problem in the vicinity of 37 Avenue and Newland which is caused by a bottleneck in the Rocky Mountain Ditch at 33 Avenue and Newland. Also commenting on the situation was Mrs. Lucile Tomppert of 3675 Marshall. Ordinance No. 34 pertaining to trees was brought up for second consid- eration. Comments were made by Mr. Guy Fox of 4685 Balsam, Mr. Dean Sheeman of 3390 Reed, Dr. James Feught of 3465 Miller and Karl Shulhoff of 4222 Teller, recommending reduction of the amount of insurance required and/or stressing the importance of the Ordinance. The title of Ordinance No. 34 was read and the following Motion was made by Alderman Hulsey III move the reading of the balance of the Ordinance be dispensed with.1I Motion was seconded by Alderman Pepe and passed 6-0. The following Motion was made by Alderman Pepe III move that Ordinance No. 34 be passed on second reading and that it be published in the Arvada Citizen Sentinel and posted in six public places." Motion was seconded by Alderman Bowling and passed 6-0. Ordinance No. 39 calling for an increase in the cigarette tax to 4~ per pack was brought up for second consideration and the title read. Motion was made by AlrlRrman Pepe, seconded by Alderman Bowling and passed 6-0 "that the reading of the Ordinance be dispensed with." Motion by Alderman Howard "I move that Ordinance No. 39 pertaining to raising the cigarette tax to 4~ per pack be passed on second reading and be published and posted." Motion was seconded by Alderman Donaldson. Alderman Howard stated that he had originally introduced the Ordinance but recommended that it be defeated. Council was polled and the Motion was defeated 6-0. The tax will remain at 2~ per pack. The Major Thoroughfare Plan was brought up for decision by the Council. Mayor Anderson stated that no widening of streets was imminent, that it was necessary to have some plan in order to qualify for Federal Aid, that adopting a plan, no matter how the streets were designated did no~ mean that streets would be widened, that there were no plans for widening any streets and no funds available for doing so. The following Motion was made by Alderman Hulsey III move that the following portions of the Jefferson County Major Thoroughfare Plan dated October, 1969 be approved by the City of Wheat Ridge 1. Freeways a. 1-70 from 48 Avenue and Harlan to 32 Avenue and Youngficld Street. b. I-80S from its intersection with 1-70 at Wads- worth east to the east city limits as previously recommended to the State Highway Department by the City. 2. Major Arterials . a. Those portions of West 26 Avenue from Sherldan to Oak Streets within the City. b. West 38 Avenue from Sheridan to Youngfield Street. c. West 44 Avenue from Fenton Street to Young- field Street. d. the City from Those portions of Sheridan Boulevard West 26 Avenue to West 41 Avenue. Pierce Street from West 26 Avenue to ~Ji thin e. West 44 f. IJ1adsworth Boulevard from West 26 Avenue to Clear Creek. g. Kipling Street from West 26 Avenue to West 51 Avenue (North City Limits). h. Youngfield Street from West 29 Avenue to West 44 Avenue. i. Ward Road from West 44 Avenue to West 52 Avenue. 3. Collector Streets as shown on the map plus all other major arterials shown on the official map but not set out above as approved." Motion was seconded by Alderman Howard. Avenue. Mr. Pepe requested that Mr. Fox verify that the Motion as made did not commit Wheat Ridge as approving the Front Range Freeway. Mr. Fox ans- wered that it did not. Several citizens requested the opportunity to be heard. Council was polled and the Motion was defeated 4-3 with Aldermen Bowling, Donaldson and Pepe, and Mayor Anderson voting "nay." Comments were made by the following citizens Dr. Abramson Of 3042 Mountain Shadows Drive Thomas Reck of 11591 West 39 Place Sam Martin of 3835 Robb Morgan Wilson of 4130 Dover Roy Combs of 3815 Robb Anabelle Kribbs of 3470 Field James H. Mosely of 11325 West 40 Avenue Alfred J. Kahre of 9020 West 32 Avenue O.M. Lokehart of 123C5 West 38 Avenue Glendon Allred of 8888 West 38 Avenue Virgil Anderson of 3860 Balsam Richard Klinck of 9660 West 38 Avenue and Orville Neeley of 10191 West 38 Avenue. Alderman Hulsey asked for opinions of citizsnE on s8verEI plans. Consensus of opinion of speakers and non-speakers was disapproval of major arteries running east and west through the City. The following Motion was made by Alderman Hulsey "I move that the fol- lowing portions of the Jefferson County Major Thoroughfare Plan dated October 1969 be approved by the City of Wheat Ridge 1. Freeways a. 1-70 from 48 Avenue and Harlan to 32 Avenue and Youngfield Street. b. I-80S from its intersection with 1-70 at Wads- worth east to the east city limits as previously recommended to the State Highway Department by the City. 2. Major Arterials a. Those portions uf ShRridan Boulevard within the City from West ?6 Avenue to West 41 Avenue. b. Wadsw~~th Boulevard from West 26 Avenue to Clear Creek. c. Kipling Street from West 26 Avenue to West 51 Avenue (North City Limits). d. Youngfield Street from West 29 Avenue to West 44 Avenue. e. Ward Road from West 44 Avenue to West 52 Avenue. 3. Collector Streets a. Those streets set out on the map as collector streets and b. Those streets set out on the map as arterials if not named as arterials in this Motion." Motion was seconded by Alderman Donaldson and passed 5-1 with Alderman Pepe voting "nay." Mayor Anderson stated that a separate Resolution would be written stating disapproval of the location of the Front Range Freeway in the County Major Thoroughfare Plan, and that when a four-lane east-west street becomes necessary, 44 Avenue would probably ba the first to be widened, but that hearings would be held at that time.
