HomeMy WebLinkAbout05/26/1970 MINUTES May 26, 1970 The fifty-fifth regular meeting of the Wheat Ridge City Council was called to order in the Council Meeting Room at 7390 West 38 Avenue at 7 30 p.m by Mayor Albert E. Anderson Aldermen attending were Dana Bowling, Jack Bramble, Joseph Donaldson, Robert Howard, Calvin Hulsey and Ray Pepe Others attending were Mayor Anderson, Clerk Louise Turner, Treasurer James Malone, Administrator Walter Johnson, Planning Director James Mier, Engineer Ralph Johnson, Assistant Engineer Clyde Hobbs, developer Mike Leprino and interested citizens Reverend John McElderry announced that he had sent letters to the County Commissioners and others asking them to attend the meeting Thurs- day, May 28, 1970 and asked that it be put on the agenda Mike Leprino's Subdivision Plat of area at 32 Avenue and Kipling Street was brought up for consideration by the Council Engineer Daniel Huffstutler discussed the water and drainage situation Others commenting in favor of the Plat were Mr Leprino and Rick Andrusak. Residents in 1. 2 3 4 5 6 7. 8 the area speaking in opposition to the Plat were Gerald Boatright on behalf of Mr. and Mrs Tschannon Don Ingraham of 9985 West 32 Avenue Harold Hines of 3405 Independence Court W J Stevenson of 9801 West 32 Avenue Glen Christianson of 9890 West 34 Drive Roy Anderson of 9940 West 34 Drive LeRoy Cook of 9775 West 32 Avenue and Mr. A W Tschannon of 8737 West 32 Avenue. LeRoy Cook asked to be on record as having stated to the Council that the water which surface on his property and other properties can cause continual icing of the streets and is a potential health hazard The subdivision Plat had not been approved by the Engineering Department and consequently had not been signed by the Planning Department Motion by Alderman Bramble "I move that the Subdivision Plat for Wheatridge Knolls at 32 Avenue and Kipling Street be tabled for study for one week with a decision to be given on June 2, 1970 at 7 30 p.m " Motion was seconded by Alderman Donaldson and passed 6-0. Ordinance No 24 was brought up for second consideration Motion by Alderman Donaldson "I move that Ordinance No 24 be passed on second reading and be published in the Arvada Citizen and posted in six public places" Motion was seconded by Alderman Bramble and passed 6-0. Clyde Hobbs reported on proposed changes within the Public Works Budget. Motion by Alderman Pepe "I move that the Public Works Budget be amended and approved as set out on the information prepared by Public Works Department, and to include the follOWing amounts a Account 431 1 from $55,954 00 to $84,554.00 b Account 431 2 from $36,700.00 to $42,700 00 c. Account 431 16 from $15,150.00 to $14,750.00 d. Account 431 7 from $ 3,150 00 to $16,058.00 e A~count 432.00 to remain unchanged $42,000.00 f. Account 461 00 from $140,679 00 to $113,222.64 (Streets, New, and Rehabilitations) Signs and Signals to remain unchanged at $21 000 no for a grand total appropriation of $320,633.64 whlch'ls tne same total amount as previously budgeted" Motion was seconded by Alderman Donaldson -2- and passed 6-0 Motion by Alderman Howard "I move that Council approve the ex- penditure of $8850.00 for a Ba~k-hoe and loader to be paid out of the Wffi3t Ridge portion of Road and Bridge Funds." Motion was seconded by Alderman Hulsey and passed 6-0 Resolution No 65 authorizing the Treasurer to establish a savings account in Majestic Savings was introduced by Alderman Bowling and the reading waived Motion by Alderman Bramble "I move that Resolution No 65 be passed." Motion was seconded by Alderman Donaldson and passed 6-0 Resolution No 66 was introduced and read Motion by Alderman Pepe "I move that Resolution No. 66 authorizing the City Treasurer to invest in bonds be adopted." Motion was seconded by Alderman Donaldson and passed 6-0. A letter was presented by Treasurer James Malone requesting that a Motion be made authorizing him to pay expenses of the Incorporation Election and first Municipal Election in the amount of $13,068 11. Mayor Anderson stated that he had submitted a bill for legal fees because it is required by law but that he chose to waive payment, and that he would entertain a Motion for payment of the expenses of the elections with the legal fees deleted. Motion by Alderman Bramble "I move that the City Treasurer be author- ized to pay the expenses incurred between May 12, 1969 and September 22, 1969 for the Incprporation Election and for the special Municipal Election The amount as presented bV the Treasurer is $13,068.11 from which $4,140 00 has been deleted at the request of the Mayor leaving the amount to be paid $8,928 11" Motion was seconded by Alderman Donaldson and passed 6-0 It was announced that Jack Prose is to be acting Director of Develop- ment and that he will oversee both Building and Zoning Departments to better coordinate them.
