June 30, 1970
The sixty-third regular meeting of the Wheat Ridge City Council
was called to order at 7 30 p.m. in the Council Meeting Room by
Mayor Albert E. Anderson at 7390 West 38 Avenue
Aldermen attending were
Donaldson, Robert Howard
was absent.
Dana Bowling, Jack W. Bramble, Joseph
and Ray C Pepe. Alderman Calvin Hulsey
Others attending were Mayor Anderson, Clerk Louise Turner, Ad-
ministrator Walter Johnson, Director of Development Jerome Zohn,
City Attorney Maurice Fox, Planning Director James Mier and in-
terested citizens
Rezoning Case WZ-7o-17 Lutheran Hospital and Medical Center re-
quested a change from A-1 to H-2 for approximately 90 acres at
8300 West 38 Avenue.
Planning Director James Mier stated that it would be a benefit to
the community, would be upgrading of the land, the hospital would
conform and the Planning Commission recommended approval.
Mr. Karl Steuffert spoke for the hospital stating
That they have sufficient space but need the height,
That the proposed height is 90.5 feet,
That completion will be in March 1973 and should meet
the needs of the community until 1980,
That use of gravel instead of black top in the parking
lot together with construction of a dyke on the east should
prevent aggravation of an existing drainage problem until
a storm drain is completed, and
That permission was obtained from the Rocky Mountain Ditch
Company to discharge water from the excavated area into
Rocky Mountain Ditch.
Also speaking behalf of the rezoning was Mr. Scott Wilmore of Wilmore
Nurseries.
Motion by Alderman Bowling "I move that
tabled until July 9, 1970 for decision."

Ordinance No 45 was brought up for second consideration and the title
read.
Motion was made by Alderman Pepe, seconded by Alderman Howard and
passed 5-0 "that the Clerk dispense with the reading of the balance
of the Ordinance."

Motion by Alderman Howard "I move that Ordinance No. 45 which pertains
to vacating a portion of Lamar Street and which was introduced by
Alderman Pepe be passed on final reading and that it be published in ,8",

Motion by Alderman Bramble "I move that Ordinance No. 48 be amended
by striking from Section 1 all v8rbag8 which calls for a provision
and reservation." Motion was seconded by Alderman Howard and passed 5-0.
The Ordinance was read as amended on second reading.
Motion by Alderman Donaldson "I move that Ordinance No. 48 be approved
as amended on second reading and that it be published in the Arvada
Citizen Sentinel and posted." Motion was seconded by Alderman Hulsey
and passed 5-0

Alderman Bramble "I move that Dr. Robert Coulter whose

A letter regarding the Wheat Ridge Planning uepartment's recommendations
on the Front Range Freeway was read and the Mayor stated it would
be sent to Robert Kroening of the Jefferson County Planning Department.
A copy of the letter is in the general file.
Resolution No. 73 was read.
Motion by Alderman Bowling "I move that Resolution No. 73 pertaining
to appropriation changes in Accounts 413 11, 415.11 and 432.3 be approved."
Motion was seconded by Alderman Howard and passed 4-1 with Alderman
Bramble abstaining and Alderman Pepe absent.
Resolution No 74 was read.
Motion by Alderman Hulsey

"I move that Resolution No. 74 pertaining
be adopted and resolved." Motion was seconded
passed 4-0 with Alderman Bramble abstaining.
Resolution No 75 was introduced and read.
Motion by Alderman Donaldson "I move that Resolution No. 75 pertaining
to a change in the Public Works' Budget be passed and resolved." Motion
was seconded by Alderman Bowling and passed 5-0.
Resolution No. 76 was read.
Motion by Alderman Bowling "I move that Resolution No. 76 pertaining
to the hiring of an Engineering Aide be approved." Motion was seconded
by Alderman Howard and passed 5-0.
Resolution No. 77 was read
Motion by Alderman Donaldson "I move that Resolution No. 77 changing
the Police Budget from a contract situation to an account situation be
approved and resolved." Motion was seconded by Alderman Bowling and
pasBed 4-0 , with Alderman Bramble abstaining.
Resolution No. 78 was read.
Motion by Alderman Bowling "I move that Resolution No. 78 changing
the Police Budget to include Federal Grants be approved and resolved."
Motion was seconded by Alderman Hulsey and passed 5-0.
Ordinance No. 53 was introduced by Alderman Donaldson for first con-
sideration pertaining to the lease and purchase of property now being
used for the City Shops.

published in the Arvada Citizen Sentinel and posted in six public
places." Motion was seconded by Alderman Donaldson and passed 5-0.

of Public Works, Class 18, as authorized by Ordinance No. 41, be paid
a salary of $971 00 (nine hundred seventy-one dollars) per month,
effective July 2, 1970 increasing his pay from the previously approved
amount of $931.00 per month authorized April 20, 1970 and $885 00
per month authorized January 2, 1970 and be designated a permanent
employee." Motion was seconded by Alderman Howard and passed 5-0

of Administrative Services, Class 10, as authorized by Ordinance
No 41, be paid a salary of $600.00 (six hundred dollars) per month
effective July 1, 1970 increaSing his pay from the previously approved
amount of $550.00 per month which has been paid since October 15, 1969
and that he be made a permanent employee of the City." Motion was
seconded by Alderman Donaldson and passed 4-1. Alderman Hulsey explained
that he was voting "aye" but felt that the amount should be $630.00.
Alderman Howard explained that his vote was "nay" because he felt
the amount should be $630 00.
Motion by Alderman Hulsey "I move that the salary of Walter Johnson
be increased to $630.00 per month, Step B in Class 10 as authorized
by Ordinance No. 41 " Motion was seconded by Alderman Donaldson and
passed 5-0
