The sixty-fourth regular meeting of the Wheat Ridge City Council was
called to order at 7 30 p.m. in the Wheat Ridge Council Meeting Room
by Mayor Albert E. Anderson.
Aldermen attending were Dana Bowling, Jack W Bramble, Joseph
Donaldson, Robert Howard, Calvin Hulsey and Ray C. Pepe.
Others attending were Mayor Anderson, Clerk Louise Turner, Attorney
Maurice Fox, Director of Development Jerome Zohn, Administrator Walter
Johnson and interested citizens.
Motion by Alderman Bowling "I move that Jerome Zohn be designated
as representative for the City on the Steering Committee of the Den-
ver Regional Council of Governments as replacement for James Mier
and that James Mier be designated as alternate." Motion was seconded
by Alderman Donaldson and passed 6-0.
Clerk was directed to send a letter to DRCOG informing the Council of
the change.
Mr. Zohn discussed a proposal from Ken R. White Company regarding
a preliminary Master Plan for Wheat Ridge. The initial stage would
be for a review, evaluation and development of planning functions
for an overall comprehensive plan. This stage is to be completed
in 120 days from time of funding approval at a cost of $6,000.00.
Mr. Zohn stated that $4,000.00 in Federal Funds is available and
probably would be approved for Wheat Ridge, leaving $2,000.00 in
matching funds to be paid by the City.
Motion by Alderman Hulsey "I move that Council accept the Ken R. White
proposal for a preliminary master plan for 120 days and send a letter
to that effect to the DRCOG." Motion was seconded by Alderman Howard
and passed 5-1 with Alderman Bramble voting "nay."
Mr. Zohn was authorized to proceed with the application.
Attorney Richard Bangert, appearing on behalf of applicants for the
transfer of a 3.2 package license for Woods Super Market stated that
due to legal technicalities he wished to withdraw the application
and be allowed to resubmit it for next week's agenda.

Application was withdrawn and the City Attorney was directed to inves-
tigate the legality of selling 3.2 beer at Woods Market prior to the
transfer of the license.
Ordinance No. 54 pertaining to liquor and 3.2 beer licensing was in-
troduced by Alderman Howard and read.
Motion by Alderman Donaldson "I move that Ordinance No. 54 be approved
on first reading and be published in the Arvada Citizen Sentinel and
posted." Motion was seconded by Alderman Howard and passed 4-1 with
Alderman Bowling abstaining and Alderman Bramble voting "nay."
Motion by Alderman Hulsey "I move that in the future an ordinance
should be on the agenda before being brought up for a vote by the Council
and that Council should have copies of Ordinances a week ahead of time
for study." Motion was seconded by Alderman Bramble and passed 6-0.
Ordinance No. 47 pertaining to Social Security was brought up for
second consideration and the title read.

Motion wa5 made by Alderman Hulsey, seconded by Alderman Donaldson
and passed 5-1 "that the reading of the balance of the Ordinance be
dispensed with." Alderman Howard voted "nay."
Motion by Alderman Donaldson "I move that Ordinance No. 47 be passed
on second reading and that it be published and posted." Motion was
seconded by Alderman Howard and passed 6-0.
Ordinance No. 49 pertaining to the Police Pension Fund was brought up
for second consideration and the title read.
Motion was made by Alderman Pepe, seconded by Alderman Bowling and passed
6-0 "that the Clerk dispense with the reading of the remainder of Ordi-
nance No. 49."
Motion by Alderman Pepe "I move that Ordinance No. 49 introduced by
Alderman Howard be passed on second reading and be published and posted."
Motion was seconded by Alderman Donaldson and passed 6-0.
The City Attorney was directed to check with the County Clerk in order
to determine whether or not a vote to express preference for a full-
time Mayor or for an Administrator might be managed in conjunction with
the November General Election.
Meeting was adjourned at 10 00 p.m.
