July 30, 1970
The sixty-eighth regular meeting of the Wheat RidgB City Council
was called to order by Mayor Albert E. Anderson at 7 30 p m. in the
Council Meeting Room at 7390 West 38 Avenue
Aldermen attending were Dana Bowling, Jack W Bramble, Joseph
Donaldson, Robert Howard, Calvin Hulsey and Ray C. Pepe.
Others attending were Mayor Anderson, Clerk Louise Turner, City
Attorney Maurice Fox, Director of Administrative Services Walter
Johnson, Director of Development Jerome Zohn, Finance Officer Walter
Grande, Assistant Engineer Clyde Hobbs and interested citizens
Jerome Zohn, Director of Development, reported that the department
is at work on a continuing process of incorporating ideas into
an initial draft of a Master Plan
Ordinance No 57 adding a function to the City Clerk's Office was
introduced by Alderman Donaldson and read
Motion by Alderman Howard "I move that the words 'following final
passage' be added after the word 'publication' in Section 2 "
Motion was seconded by Alderman Bowling and passed 6-0.
Motion by Alderman Bowling "I move that Ordinance No 57 introduced
by Alderman Donaldson be approved as amended on first reading and that
it be published in the Arvada Citizen Sentinel and posted in six
public places" Motion was seconded by Alderman Donaldson and passed 6-0
Ordinance No. 58 pertaining to a street vacation in Blevins Subdivision
applied for in WV-70-04 was brought up for discussion
Request for vacation was the result of use of the word "dedicated"
which should .have read "reserved" in the plat, at the time a rezoning
was granted ~the County. Reference was to a twenty foot strip of
ROW along Kipling Street in Blevins Subdivision. Appearing on
behalf of the request were William W. Blevins of 3220 Ward Road and
his attorney David B. Richeson.
Ordinance No. 58 was introduced by Alderman Pepe and read
Motion by Alderman Bowling "I move that Ordinance No. 58 which per-
tains to a street vacation in Blevins Subdivision and which was in-
troduced by Alderman Pepe be approved on first reading and that it
be published in the Arvada Citizen Sentinel and posted in six public
places." Motion was seconded by Alderman Donaldson and defeated by
a vote of 0-5 with Aldermen Bowling, Donaldson, Howard, Hulsey and
Pepe voting "nay" and Alderman Bramble abstaining The Ordinance
was declared defeated on first reading
Resolution No 80 designating Brian Moss as the person to perform the
functions of the City Traffic Engineer was read
Motion by Alderman Bowling "I move that Resolution No 80 be approved "
Motion was seconded by Alderman Howard and passed 6-0
A Resolution calling for Harlan Street to be made a through street
from 32 Avenue to 38 Avenue was brought up for discussion
Motion by Alderman Pepe, seconded by Alderman Bramble and passed 5-0
"that the matter be tabled for study until next week."
Clyde Hobbs presented bids on a Wild T1A Surveyors instrument and tripod.

Motion by Alderman Bgwli~ "I move thaL Council approve purchase
of a Wild T1A Surveying Instrument and tripod at a cost of $1,211.50
from the L L. Ridgeway Company and that it be charged to account No
461." Motion passed 5-1 with Alderman Pepe voting "nav "
Motion by Alderman Donaldson "I move that Council approve payment
of $1,545.00 to Kennedy Electric Company for electrical repairs in
Randall Park and the amount be charged to Account No 452.32"
Motion was seconded by Alderman Bowling and passed 6-0
Motion by Alderman Donaldson "I move that Council approve the
purchase of two ReA motorcycle radios at a price of $1,650.00 and
the amount be charged to Account No 421.3" Motion was seconded by

Motion by Alderman Howard "I move that Mr. Grande be authorized to
purchase corrugated metal pipe from Thompson Pipe and Steel at
a price of $3,222 00 and the amount be charged to Account No. 461 "
Motion was seconded by Alderman Pepe and passed 6-0.
Motion by Alderman Hulsey "I move that the Parks and Recreation
Commission recommendation giving one three-year and one two-year
term in each Ward be adopted and that Felix Lepore, A F. "Bud"
Williams and Wendell Lynch be designated for two year terms on the
Commission with terms expiring January 1, 1972 and that three year
terms expiring January 1, 1973 be designated for Vern Hizel, Robert
Vidick and Robert Hartung." Motion was seconded by Alderman Howard
and passed 6-0
Motion was made by Alderman Howard, seconded by Alderman Bowling and
passed 6-0 "that Council table appointments to the Board of Adjustment
for one week and put the matter on the agenda August 6, 1970 "
Meeting was adjourned at 9 15 p.m
