The sixty-ninth regular meeting of the Wheat Ridge City Council
was called to order at 7 30 P m. in the Wheat Ridge Council Meeting
Room by Mayor Albert E Anderson
Aldermen attending were Dana Bowling, Jack W Bramble, Joseph Don-
aldson, Robert Howard, Calvin Hulsey and Ray C. Pepe.
Also attending were Mayor Anderson, Clerk Louise Turner, City
Attorney Maurice Fox, Police Chief Edward Pinson, Director of Admin-
istrative Service~ Walter H. Johnson and interested citizens
A Public Hearing was held on the application of Kay Nitta for a
3 2 Beer Package License at the Wheatridge Ranch Market at 6920
West 38 Avenue Case was presented by Michael Villano, Attorney
and complete proceedings were recorded by Court Reporter Harve
Clements
Motion by Alderman

Pepe "I move that Council take this case under

Motion was seconded by Alderman Donaldson and
Brian Moss of the Traffic Engineering Office recommended that to be
in keeping with the interim traffic control manual and the Model
Traffic Code, Harlan Street should be a "Through Street" from 32 Avenue
to 38 Avenue and that stop signs at 35 Avenue and 33 Avenue should
be removed, or the sign on 35 Avenue could be removed and a signal
be put in later, or that signs at 35 Avenue should be removed when
funds are available to put in a signal.
The following citizens spoke in opposition to removal of the signs
Mr Ben Paulson who presented petitions with thirty-five
names.
Mr. Salter of 3270 Harlan
Loraine Haglestrom of 6131 West 35 Avenue who presented a
petition with seventeen names.
Shirley ~ighton of 6160 West 35 Avenue.
Mr. Velmer Davis of 3295 Harlan, and
Mrs Pete Scoma of 2859 Gray.
Comments indicated that residents of the area felt that removal of
either sign or both would constitute a threat to safety and that signs
had been placed originally after accidents had occurred
Problems which might result from removal of the signs and alternatives
were discussed by Council. Alderman Hulsey asked to go on record as
stating he was opposed to taking the signs out.
Motion by Alderman Donaldson "I move that the signs on 33 Avenue
and Harlan and 35 Avenue and Harlan be left as they are." Motion
was seconded by Alderman Hulsey and passed 6-0.
Ordinance No. 55 pertaining to Parks was brought up for second consi-
deration and the title read.
Motion was made by Alderman Hulsey, seconded by Alderman Bramble and
passed 6-0 "that the Clerk dispense with the reading of the balance
of the Ordinance."
Motion by Alderman Bramble "I move that Ordinance No. 55 be adopted
on second reading and that it be published in the Arvada Citizen
Sentinel and posted in six public places" Motion was seconded by
Alderman Donaldson and passed 6-0.

Ordinance No 59 pertaining to Liquor was introduced by Alderman
Howard.
Motion was made by Alderman Howard, seconded by Alderman Donaldson
and passed 6-0 "that Ordinance No 59 be amended and that the words
'intoxicating liquor' be deleted from Page 2, Section 9a. "
Motion was made by Alderman Bowling, seconded by Alderman Pepe and
passed 6-0 "that the words 'Or a transfer of an existing license'
be added after the words 'new license' on Page 2, Section 9b. "
Motion by Alderman Howard "I move that the following changes be
made in Section 12 on Page 4 that the words 'and photographed'
be added after the word 'fingerprinted' in line one, that the words
'operating from a Hotel and Restaurant License or a 3 2 beer on pre-
mises license' be added after the word 'liquor' in line 5, that
the words 'and photographed' be added after the word 'fingerprinted'
in line 7." Motion was seconded by Alderman Donaldson and passed 6-0
Motion by Alderman Donaldson "I move that Ordinance No 59 per-
taining to Liquor be passed as amended on first reading and that
it be published and posted." Motion was seconded by Alderman Howard
and was defeated by a tied vote of 3-3 with Aldermen Pepe, Bowling,
and Bramble voting "nay."
Ordinance No. 56 relating to police positions and salaries was
brought up for second consideration and the title read.
Motion was made by Alderman Pepe, seconded by Alderman Bramble and
passed 6-0 "that the title of Ordinance No. 56 having been read,
the Clerk dispense with the reading of the remainder of the Ordinance."
Motion by Alderman Bowling "I move that Ordinance No. 56 pertaining
to police positions and salaries be passed on second reading and that
it be published in the Arvada Citizen Sentinel and posted in six
public places." Motion was seconded by Alderman Donaldson and passed 6-0
Motion by Alderman Bramble "I move that Jay Dumler presently an
alternate on the Board of Adjustment, be appointed as a regular member
of the Board of Adjustment to fill trn vacancy left by the resignation
of Gary Potter" Motion was seconded by Alderman Bowling and passed 6-0
Appointment of Mr Dumler leaves a vacancy for an Alternate to be
considered at a later time
Resolution No. 81 transferring funds from the Unappropriated Surplus
to the Administration Department was introduced by Alderman Howard
and read. Alderman Howard explained the transfer was necessary to
afford compensation to the Attorney for the added work load of cases
for the Municipal Court
Motion was made by Alderman Howard, seconded by Alderman Bramble and
passed 6-0 "that the word 'to' preceding the words 'from the Unappro-
priated Surplus' be deleted."
Motion by Alderman Bowling "I move that Resolution No. 81 be approved."
Motion was seconded by Alderman Howard and passed 5-1 with Alderman
Pepe voting "nay."
Resolution No. 82 pertaining to the withdrawal of invested funds was
introduced by Alderman Bowling and read
Motion by Alderman Howard "I move that Resolution No. 82 be approved
as read" Motion was seconded by Alderman Donaldson and passed 6-0

Alderman Pepe asked to go on record as saying that he was disturbed

action, that he knew we had a fine police department, a~d that he
knew that a situation referred to had been handled very ~811 and much
better than the way it was stated in the paper.
