HomeMy WebLinkAbout08/18/1970 M IrJUTES August 18, 1970 The seventy-first regular meeting of the Wheat Ridge City Council was called to order at 7 30 P m by Mayor Albert E Anderson in the Council Meeting Room at 7390 West 38 Avenue Aldermen attending were Ray Pepe, Robert Howard, Dana Bowling, Joseph Donaldson, Jack Bramble and Calvin Hulsey Also attending were Mayor Anderson, Deputy City Clerk Elise McMillen, City Attorney Maurice Fox, Director of Administrative Services Walter Johnson, Treasurer James Malone, Purchasing Agent Walter Grande, Chief Edward Pinson, Assistant Engineer Clyde Hobbs and interested citizens Representatives from Lutheran Hospital including members of the Hospital Board, Hospital Administrator Mr Streufert, Attorney Marshall Quiat, Architect Rodney Davis, and Col Yurigan were present to discuss drainage plans with concerned citizens living on Allison Court and helicopters landing at the hospital Architect Marshall Davis stated that the hospital's long range drainage plans will connect to a storm sewer system that is planned to be adequate for the city The present plan is to build an earth dyke and three holding pools which will drain off into available ditches With this system he stated that 59.1 cubic feet of runoff water per second can be handled.(Pumps will be placed in the holding pools) Attorney Marshall Quiat stated that a lot of planning has been made by the hospital and they wish to cooperate He stated that some of the drainage problem has been inherited by the hospital and residents and that they have to work with the problem. Hospital Administrator Mr Streufert stated that there is a long range effort from the surrounding cities and the county for a storm sewer system Citizens present concerned with the drainage problem were Mr. Belyew of 3660 Allison Court Mrs Helen Smith of 3585 Allison Court Mrs Helen Beretta of 3605 Allison Court Mr A W. Coggs of 3645 Allison Court, and Mr. Gerald Racey of 3575 Allison Court. Col Yurigan of the National Guard explained that the helicopters which had been circling and landing at Lutheran Hospital were testing for a new program for military assistance in safety and traffic. Lutheran Hospital was one of the three test areas chosen to test the feasibility of removing traffic victims by choppers The test is scheduled to end in December and he stated that in all probability there should be fewer flights and landings than during the test flights The following citizens made comments regarding the helicopters Mr A W. Coggs of 3645 Allison Court Dr Collier of 4045 Wadsworth who advocated the helicopter service and stated this kind of transportation was a sign of the times, Mr Sherman Hodges of 3515 Estes who felt the helicopters should circle over a less populated area. Adkins stated there l,'as no record of any Lanes Mr Hanscom does not serve to for Wheatridge Lanes was brought A letter signed by wgt bUY reports concerning Wheatridge anyone under 21 years Motion by Alderman Hulsey "I move that renewal of a 3 2 Beer on Premises License for Wheatridge Lanes be approved" Motion was seconded by Alderman Bowling and passed 6-0 -2- Treasurer James Malone presented the Treasurer's Report for July. He stated that 52% of the estimated revenue had been received to date and that 35% of the estimated appropriations had been spent The full report is filed in the General File Ordinance No 50 concerning weed control was brought up for second consideration and the title read. Motion made by Alderman Pepe "I move that the Clerk dispense with the reading of the remainder of the Ordinance" Motion was seconded by Alderman Bowling Alderman Howard requested that the Ordinance be read Council was polled and the Motion was defeated with Aldermen Howard, Donaldson and Bramble voting "nay" and Mayor Anderson ruling that the Motion was defeated The Ordinance was read Motion by Alderman Donaldson "I move that Ordinance No 50 be passed on second reading and be published and posted" Motion was seconded by Alderman Howard and passed 6-0 The following citizens spoke in favor of Ordinance No 50 Mr. John Lockridge who owns property at 6400 West 32 Avenue, Mr Gerald Greenberg who owns property at 6073 West 44 Avenue, and Mr. Peter J McCormick of 6705 West 31 Avenue Ordinance No 60 amending Ordinance No 49 by making the Police Pension Fund refundable was introduced by Alderman Bowling, and was read. Chief Pinson advocated passage of the Ordinance on behalf of the Police Department. Attorney Fox stated that failure to pass the Ordinance would make the pension fund involuntary servitude. Motion by Alderman Bramble "I move that Ordinance No. 60 be adopted on first reading and be published and posted." Motion was seconded by Alderman Donaldson and passed 6-0 Ordinance No. 61 amending Zoning Ordinance No. 11 by adding Section 41 pertaining to car wash, garage and/or motor fuel filling stations was introduced by Alderman Pepe and was read Planning Commission had deferred action Motion by Alderman Pepe "I move that Ordinance ~IO. 61 be passed on first reading and be ordered posted and published for the folloWing reasons 1 It would stop major oil companies from monopolizing every commercial corner in the City by being able to outbid competitors for corner locations, thus eliminating other businesses to enter the City. 2 There are stations at choice locations that are presently closed causing lost revenue. 3. Vacant service stations are unsightly and this Ordinance would help beautify the City" Motion was seconded by Alderman Howard and was defeated by a vote of 5-1 with Aldermen Bramble, Hulsey, Howard, Bowling and Donaldson voting "nay " Assistant Engineer Clyde Hobbs recommended purchase of a used motor road grader from McCoy Equipment Co for $11,250.00 from out of the Road and Bridge Funds. The grader is twelve years old. Motion by Alderman Bramble "I move that Council authorize the purchase of a road grader for $11,250 00 to be funded out of the Wheat Ridge share of the Road and Bridge Funds" Motion was seconded by Alderman Hulsey and passed 5-1 with Alderman Pepe voting "nay" Purchasing Agent Walter Grande recommended approval of six portable communication units for the Police Department for a total of $6,150 00 The brand is Motorola and each unit will have a six channel capacity but only two channels will be used at present -3- Motion by Alderman Bowling "I move that cound'I~fl~~bisition 1\10. 78 to purchase six portable units at a total price of $5,150 00 with Federal Funds to pay for 60% of the total price and the City to pay for the remaining 40% of the cost" Motion was seconded by Alderman Howard and passed 6-0 Also recommended by Mr. Grande was the approval of the blanket order bill for the month of July from Edgewater Typewriter and Supply Company for $1,101 90. The amount of the bill was caused mainly by the needed supplies required by new personnel such as the P B.X. Operator he explained Motion by Alderman Pepe "I move that Walter Grande be authorized to pay $1,101.90 to Edgewater Typewriter and Supply Company."
