September 3, 1970
The seventy-fourth regular meeting of the Wheat Ridge City Council
was called to order by Mayor Albert E. Anderson at 7 40 p.m in the
Council Meeting Room at 7390 West 38 Avenue.
Aldermen attending were Dana Bowling, Joseph Donaldson, Robert
Howard, Calvin Hulsey and Ray Pepe. Alderman Jack Bramble was absent
Also attenting were Mayor Anderson, Clerk Louise F Turner, Attorney
Edward Walters, Finance Officer Walter Grande, Superintendent of
Streets Clyde Hobbs, Police Chiet Edward Pinson and interested citizens
Motion by Alderman Bowling "I move that a Public Hearing for the
formation of a General Improvement District be held on September 24, 1970
at 7 30 p.m" Motion was seconded by Alderman Donaldson and passed 5-0.
Motion by Alderman Bowling "I move that Theodore
Court be appointed to the City Finance Committee."

Mr. J A. Specht of 4390 Balsam Street presented to the Council a proposal
agreement between the American Red Cross and the City of Wheat Ridge
Purpose of the agreement was to clarify in advance lines of authority
in case of a disaster.
Motion by Alderman Bowling "I move that the City enter into this
agreement with the Red Cross." Motion was seconded by Alderman Hulsey
and passed 5-0 The agreement was signed.
Mr Clyde Hobbs, Superintendent of Streets reported to the Council and
requested authorization to purchase equipment and supplies for the
Public Works Department out of the Wheat Ridge portion of Road and
Bridge Funds
Motion by Alderman Pepe "I move that Clyde Hobbs be authorized to
purchase 120 tons of salt in 50 pound bags at a price not to exceed
$1,800 00 and the amount to be paid out of Wheat Ridge portion of
Jefferson County Road and Bridge Funds" Motion was seconded by Ald-
erman Howard and passed 5-0
Motion by Alderman Pepe "I move that Clyde Hobbs be authorized to
purchase up to $2,000.00 worth of sand to be used on streets and to be
paid for out of Road and Bridge Funds, and that he furnish an itemized
statement to Council" Motion was seconded by Alderman Howard and
passed 5-0.
Motion by Alderman Donaldson "I move that we approve the purchase
of~ross walk striper at $964.00 to be paid for out of the Wheat Ridge
portion of Road and Bridge Funds" Motion was seconded by Alderman
Howard and passed 5-0.
Motion by Alderman Donaldson "I move that Council approve purchase of
a street striper at $5,300.00 to be paid out of the Wheat Ridge portion
of Road and Bridge Funds" Motion was seconded by Alderman Hulsey and
passed 5-0
Motion by Alderman Hulsey "I move that we allow Clyde Hobbs up to
$2,500.00 for the purchase of two used dump trucks when available, to
be paid out of Road and Bridge Funds" Motion was seconded by Alderman
Donaldson and passad 3-2 with Alderman Pepe and Bowling voting "nay."
Motion was made by Alderman Pepe "I move that we authorize: Clyde
Hobbs to purchase a sign applicator and materials at a price not to
exceed $4,050.00 to be paid for out of Road and Bridge Funds." Motion
was seconded by Alderman Bowling and passed 5-0.

Purchase for an air compressor was discussed and Finance Officer
Walter Grande was directed to take bids
Mr. Grande announced that two bids had been received from RCA and
Motorola for a Police Base Station. Low bid which he recommended was
from Motorola and the total amount was $2,381 70. Various options and
variations from specifications in the order were discussed
Motion by Alderman Bowling "I move that we table action on this
matter until a later date" Motion was seconded by Alderman Pepe and
passed 3-2 with Aldermen Howard, Hulsey voting "nay"

September 4, 1970
A special meeting of the Wheat Ridge City Council was called to order
by Mayor Albert E. Anderson at 12 00 noon in the Council Meeting Room
at 7390 West 38 Avenue
Aldermen attending were Dana Bowling, Joseph Donaldson, Robert Howard,
Calvin Hulsey and Ray Pepe Alderman Jack Bramble was absent.
Also attending were
James Malone and Lt
Mayor Anderson, Clerk Louise F. Turner, Treasurer
J D Wallace.
Meeting was called in order to authorize Treasurer James Malone to de-
posit $20,000 00 in the Silver State Savings and Loan.
Resol~tion No 85 authorizing the Treasurer to make deposits in Silver
State Savings was introduced by Alderman Pepe.
Motion by Alderman Howard "I move that the reading of Resolution No. 85
~dispensed with." Motion was seconded by Alderman Hulsey and passed 5-0.
