HomeMy WebLinkAbout10/29/1970 MINUTES October 29, 1970 The eighty-second regular meeting of the Wheat Ridge City Council was called to order by Mayor Albert E. Anderson at 7 30 P m. in the Council Meeting Room at 7390 West 38 Avenue. Aldermen attending were Dana Bowling, Jack Bramble, Joseph Don- aldson, Robert Howard, Calvin Hulsey and Ray Pepe Also attending were Mayor Anderson, Clerk Louise Turner, Trea- surer James Malone, City Attorney Maurice Fox, Assistant City Engineer Clyde Hobbs, Director of Administrative Services Walter Johnson, Police Chief Edward Pinson, and interested citizens Dr Fred Wolf, citizen, read a letter which he had sent to Council. Dr Wolf recommended employ college students for seasonal labor in the parks and utilizing the knowledge of Senior Citizens in regard to "Green Thumb" and "Green Life" programs A Preliminary Hearing was held for a 3-way liquor license for Granatos Restaurant and Lounge at 6117 West 38 Avenue. Applicant Frank Granato was represented by Attorney Morton Davis. Motion by Alderman Bowling "I move we set the boundaries for the neighborhood at one mile radius from the outlet, depending on a decision by Council to increase or decrease the area according to evidence presented, and that we set the hearing date for December 1, 1970 " Motion was seconded by Alderman Bramble and passed 6-0. Clerk was directed to furnish signs for posting and a map of the area to the applicant. City Attorney Maurice Fox requested a two week delay in the decision on Wheat Ridge Knolls Subdivision in order that the two attorneys and engineers might continue working toward a solution. Motion by Alderman Bramble "I move that a decision regarding Case WS-70-1 filed by Mike Leprino be continued to November 12, 1970 at the hour of 7 30 pm" Motion was seconded by Alderman Hulsey and passed 5-1 with Alderman Howard voting "nay." Budget and Appropriations Report was given by Treasurer James Malone Report indicated that 71.9% of anticipated revenue has been received and 50 2% of appropriations have been expended. Complete report is in the General File Resolution No. 91 authorization for a savings account at Columbia Savings and Loan Association was introduced by Alderman Pepe. Motion by Alderman Pepe be dispensed with and the by Alderman Bramble Motion was amended to include "and the deposit be $20,000 00." Amend- ment was approved by the second and passed 6-0 "I move that the reading of Resolution No. 91 Resolution be approved" Motion was seconded Ordinance No. 64 was introduced by Alderman Donaldson and read. The Ordinance pertained to positions and pay scale of city employees Motion by Alderman Bramble "I move that Ordinance No. 64 pertaining to positions and pay scale be approved on first reading and be published and posted" Motion was seconded by Alderman Hulsey and passed 6-0 -2- OrdinancB No. 65 pertaining to the disposal of lost, abandoned and stolen equipment was introduced by Alderman Howard and read. Motion by Alderman Donaldson "I move that Council approve Ordinance No 65 on first reading and be published in the Wheat Ridge Sentinel and posted~ Motion was seconded by Alderman Bramble and passed 6-0. Ordinance No. 62 pertaining to city departments and lines of authority was brought up for second rBading and the title read Motion was made by Alderman Pepe, seconded by Alderman Donaldson and passed 5-0 "that the Clerk dispense with the reading of the rest of the Ordinance." Motion by Alderman Bowling "I move that Ordinance No. 62 pertaining to city departments and lines of authority be passed on second reading and that it be published and posted." Motion was seconded by Alderman Pepe and passed 6-0 Ordinance No 63 was brought up for second reading and the title read Motion was made by Alderman Pepe, seconded by Alderman Bowling and passed 6-0 "that the Clerk dispense with the reading of the balance of the Ordinance." Motion by Alderman Pepe "I move that the word 'general' be inserted between 'Wheat Ridge' and 'Improvement District' to read Wheat Ridge General Improvement District - in the title and in Sections 2 and 3 " Motion was seconded by Alderman Bowling and passed 6-0. Motion by Alderman Donaldson "I move that Ordinance No. 63 - setting up 'Wheat Ridge General Improvement District Number Three' bB passed on second reading and be published and posted" Motion was seconded by Alderman Howard and passed 6-0 A request was made by Clyde Hobbs that thB city purchase a conveyor for the purpose of mixing sand and salt Motion by Alderman Bramble "I move that the purchase of a conveyor be approved in the amount of $2,000 00 to be paid out of Road and Bridge Funds" Motion was seconded by Alderman Howard and passed 6-0 Mr Ken for Hobbs announced that R White Company for Topics Project 0073 additional money would be needed to pay the changes required by the State Highway Department Motion by Alderman Bramble "I move that an additional $1,100.00 for Topics ADject 0073 be approved and Ken R. White Company be notified that at a future date Ken R. White Company would be requested to appear before the Councill" Motion was seconded by Alderman Donaldson. C~ /~A c.'~ I' CC 7"S Alderman Hulsey asked to go on record as saying that the changes per- tained to the intersection at 26th Avenue and Wadsworth Blvd. and that it was not Wheat Ridge which was "holding back progress" at that in- tersection And that the project will be done next year if not this year Council was polled and Motion to allow an additional $1,100 00 for Topics Project 0073 passed 5-0. Attorney MauricB Fox rBquested that a special Judge be appointBd for coming caSBS in which JudgB ZarlBngo had disqualifiBd himsBlf. HB recommended George Aucoin Motion by Alderman Pepe "I move that we appoint Mr. GeorgB Aucoin as a special Judge for matters as requested by the City Attorney." Motion was seconded by Alderman Donaldson and passed 5-0. Resolution No 93 pertaining to moral support for Denver in the matter of the Tramway was introduc8[:!l~nd r'eao.
