HomeMy WebLinkAbout02/12/1971 MINUTES February 12, 1971 The ninety-sixth regular meeting of the Wheat Ridge City Council was called to order at 7:30 p.m. in the Council Meeting Room at 73'30 West 38 Avenue by Mayor Albert E. Anderson. Aldermen attending were: Howard, Calvin Hulsey and absent. Jack Bramble, Joseph Donaldson, Robert Ray Pepe. Alderman Dana Bowling was Also attending were: Mayor Anderson, Clerk Louise Turner and City Attorney Maurice Fox. Meeting was called for the purpose of hearing information on the Storm Drainage Project in the area north of the Ro~ Mountain Ditch and south of 38 Avenue from Dudley to Otis Streets. Copies of a feasibility study entitled "Storm Sewer Report" by McCall Ellingson were passed out to people present and the Mayor announced that copies would be available in the City Clerk's office in the future. Mr. Harold Ellingson stated there were three general plans and that he recommended the second one and that it (the second one) could be done in three stages: The first plan would have to be done in one phase, The second could be broken into three steps: Main on 38 Avenue from the hospital to Pierce Street and laterals; Pierce Street 32 Avenue to 38 Avenue; and Pierce Street laterals, and the order of the phases could be as desired. The third plan would be a partial conbination of 1 and 2 and would include phase one-38 Avenue and laterals; phase 2 - Pierce Street main and laterals, and phase 3 - draining the 33 Avenue and Teller area. Others who sopke were: Louise Barrish, Diane Shirley, and Marvin Barrish. All were interested in how the plan pertained to the area of 33 Avenue and Quay and determination of priority. Al Thomas of 3625 Allison Court who was interested in the effect of holding ponds and covering over of ditches in the area immediately east of the hospital. Mrs. Harold Davis of 6210 West 47 Place who was interested in the lines on down to Clear Creek, drainage from east of Pierce and the effect of drainage from the theater at 47 Avenue and Harlan. Mr. Streuffert from Lutheran Hospital who stated that con- struction had been in process more than six months, digging had gone to 23 feet and free flowing water had been encountered at 20 feet. He said the area would not be blacktopped until the storm sewer is in. Mr. Ellingson stated that the dyke should contain the water temporarily until it can soak in or drain on out. Motion by Alderman Bramble: "I move that the McCall-Ellingson engineering report on a proposed storm sewer dated January 1971 be accepted." Motion was seconded by Alderman Donaldson and passed 5-0, with Alderman Bowling absent. The drawing of final plans was discussed and time to be completed was given as approximately three monthR to draw and one month for bids. It was stated that the firm would consider all aspects such as the ten year storm in the study. A clarification was made by Mayor Anderson that the report recommends alternate No.2 and consequently acceptance of the report indicates the choice of No.2. -2- Motion by Alderman Pepe: I move that McCall-Ellingson, Consulting Engineer5, be authorized to submit a proposal to prepare final designs, specifications and construction plans and make inspections during construction as required for the storm sewer route selected, which route is alternate 2 as recommended in the report, and the de- sign shall be for a five year storm." Motion was seconded by Alderman Donaldson and passed 5-0. The possibility of a city-wide storm sewer study was discussed and the following steps were outlined should the city choose to have such a study: 1. Maps with elevations - area, aerial, topographic or photo. 2. Soil exploration. 3. The same procedure as has been done for the Pierce Street Project. 4. Sources and methods of financing determined. 5. City ordinances which might be necessary to satisfy the legal aspects of storm drainage. $27,000.00 was indicated as a possible cost figure for the five step city-wide plan.
