April 22, 1971
The one hundred and fourth regular meeting of the Wheat Ridge City
Council was called to order at 7:30 p.m. by Mayor Albert E. Anderson
at 7390 West 38 Avenue.
Aldermen attending were: Dana Bowling, Jack W. Bramble, Joseph M.
Donaldson, Robert Howard, Calvin Hulsey and Ray C. Pepe.
Also attending were: Mayor Anderson, Clerk Louise Turner, Treasurer
James Malone, City Attorney Maurice Fox and interested citizens.
A Preliminary Hearing was held in the matter of the transfer of a 3.2
fermented malt beverage package license of the Rally 5.5. at 4075
Kipling Street. Applicants were represented by Attorney Michael
Villano. City Attorney Maurice Fox stated that character of the
applicants is the only issue.
Motion by Alderman Bowling: "I move that a hearing for the transfer
of a beer take-out license for Rally S.S. at 4075 Kipling be set for
May 27, 1971 at 7:30 p.m." Motion was seconded by Alderman Donaldson
and passed 6-0.
Budget and Appropriations Report for March and the first quarter of
1971 was given by Treasur~James Malone. Report indicated that
28.26% of anticipated revenue had been received and 21% of appropri-
ations had been spent. Also that in most categories, income for
the first quarter of 1971 was higher than in the first quarter of 1970.
A chart of detailed figures, prepared by the Planning Department was
presented by Mr. Malone.
Alderman Jack Bramble recommended that the Court Reporter who attends
all Court sessions be paid $7.50 per meeting and that the amount be
taken from Account No. 510 - the unappropriated surplus. James Malone
said that a Resolution would be necessary and Mayor Anderson stated
that this and other budget changes would be put on the Agenda for
next week.
A committee of three - Rocco Gioso of the Personnel Committee, Charles
Hahn of the Planning Commission and Jack Bramble from the Council had
screened thirty-two applicants for the position of Planning Director.
Mr. Gioso reported that they had unanimously chosen and would recom-
mend to Council Mr. Paul D. Walker, who had had extensive experience
in City, County, and governmental planning.
Motion by Alderman Donaldson: "I move that Paul D. Walker be designated
Director of Planning for the City of Wheat Ridge, as of June 1, 1971,
with pay as established in Ordinance No. 64, Series of 1970." Motion
was seconded by Alderman Hulsey and passed 5-0 with Alderman Bramble
abstaining because he had been a member of the Committee which re-
viewed applications.
It was announced that on Sunday, April 18, 1971 a nine member motorcycle
patrol was sworn in. Members are all experienced, have their own
cycles and will wear Wheat Ridge police uniforms.
The men are covered by Wheat Ridge City Fal~Arrest Insurance and each
has a minimum of $300,000.00 of liability insurance. The provision
of radios for this group was discussed.
Motion by Alderman Howard: "I move to authorize the Finance Officer to
purchase six - two-way radios for use by the City of Wheat Ridge Reserve
Officer Motorcycle Patrol to be charged against Account No. 463. Said
amount not to exceed $5,400.00." Motion was seconded by Alderman Hulsey
and passed 6-0.
Upon word from Treasurer James Malone, who advised that the money should
properly come from the Police Budget and not from Account No. 463 and
that a Resolution would be necessary, a Motj_o~ to rescind the preceeding

Motion was made by Alderman Bowling, s8conded by Alderman Donaldson
and passed unanimously.
