HomeMy WebLinkAbout07/01/1971 MINUTES July 1, 1971 The one hundred and fourteenth regular meeting of the Wheat Ridge City Council was called to order at 7 30 P m at 7390 West 38 Avenue by Mayor Albert E Anderson Aldermen attending were Dana Bowling, Jack W. Bramble, Joseph Don- aldson, Robert Howard, Calvin Hulsey and Ray C Pepe Others attending were Mayor Anderson, Clerk Louise Turner, Treasurer James Malone, City Attorney Maurice Fox, commission and staff members and interested citizens A Petj~~on for Annexation, which had been filed June 28, 1971 was read Property involved is at 32 Avenue and Voungfield The applicant Dwaine K Richter was present and stated in answer to a question from Alderman Bowling that a zoning change request was also involved Motion by Alderman Donaldson "I move that the matter of annexation of a parcel of land at 32 Avenue and Voungfield be continued for one week and be brought up for a Finding of Fact on July 8, 1971 " Motion was seconded by Alderman Hulsey and passed 5-0. In answer to questions, Maurice Fox, City Attorney, stated the purpose of having two hearings on a Planned Unit Development is to allow for modifications of the initially proposed concept Motion by Alderman Bramble "I move that Case WZ-71-o5, a request for a change from Residential-Two to Planned Unit Development be approved for the following reasons 1 A precedent has been set for this type of development. 2. If this is not approved, it is possible that we would have this land vacant for a number of years because of zoning 3 Mr Bacon has done business in Wheat Ridge for many years and has a reputation for quality construction and for not leaving an area in a detrimental condition" Alderman Pepe seconded the Motion and said he agreed with the first two reasons and would add that the Planning Commission recommended approval. Alderman Howard stated that the Planning Commission recommendation had been for approval with modifications and that he preferred the Planning Department recommendation that the number of units be reduced to 21 per acre Council was polled and Motion was defeated 4-2 with Aldermen Donaldson, Howard, Hulsey and Bowling voting "nay". Don Marque of Public Service Co presented three proposals for street lights on Wadsworth Blvd First Proposal - 48 lights to be placed on the east side Second Proposal - 20 lights on a segment of the west side to be used in conjunction with proposal no. 1 and Third Proposal - 47 lights for the west side In answer to questions Mr Marque stated That there would be no installation charge for proposal No. 1 and no charge on either No.2 or No 3 if done in conjunction with No.1 That annual operating cost to the City would be for No 1 - $5,336.00, No 2 - $2,540 00, and No 3 - $5,204.00 That lamps are 47 000 lumen high pressure sodium to be set on orna- mental poles 225 feet apart. That lamps on 1-70 are 37~m lumen white lamps with a sodium lamp at exits That white lamps in Wheat Ridge are 20,000 lumens That those used on Arvada Bypass are 20,000 lumen white mercury lamps staggered and 150 feet apart on both sides of the street and on wood poles ~-, / //-/ / / / / I / -2- That operating costs for mercury and sodium lights are approx- imately the same for equal levels of illumination. That ornamental poles are on breakaway bases and not as harmful to cars that hit them That Public Service has sufficient materials on hand to complete one side of the street in 60 days Alderman Donaldson requested one week to study the matter Pepe and Howard expressed a desire to not delay it a week Aldermen Motion by Alderman Donaldson "I move that street lights be installed on the east side of Wadsworth from 26 Avenue to 1-70 and on the west side of Wadsworth from just south of 38 Avenue to just north of 44 Avenue in accordance with proposals No.1 and No.2 of the Public Service Com- pany" He explained that the additional light between 38 Avenue and 44 Avenue might bring people into the shopping area and prevent accidents where there is alot of in and out traffic. There was no second and the Motion died Motion by Alderman Pepe "I move that 48 light poles be installed by the Public Service Company on the east side of Wadsworth from 26 Avenue to 1-70 at an estimated cost of $6,336 00." Motion was seconded by Alderman Howard Alderman Bramble stated he was not prepared to vote and preferred waiting one week. Alderman Hulsey explained that he would abstain because he works for Public Service and it might be a conflict of interest Council was polled and Motion passed 3-2 with Alderman Hulsey abstaining and Aldermen Bramble and Donaldson voting "nay" Water for Paramount Park was discussed Mr Peter Wheeler, a hydrological engineer, reported the following to Council 1 . 2. water 3. ThAt the state would recommend against any well because the water is tributary to Clear Creek The burden of proof that water was not tributary to the water resources of the state would be on the peti tioller. 4 A permit might be obtained if "make-up water" were supplied 5 Possibility exists that the existing wells might be curtailed in the future 6. No permission is needed to sink test holes to determine the best location The cost would be $1 50 to $2 DO a foot and this would be the first step 7 The second step would be to try to get a permit from the State Engineer 8 That the existing wells should be registered, the tops sealed and the upper 10 feet grouted. That the park requires twice the potential of the existing wells That drilling a new well would be tapping into tributary Bob Hartung of the Parks Commission said that the pumps would be repaired and the wells cleaned out so they could be used to the best advantage but that an auxiliary source was needed to keep the grass alive He read a statement signed by Felix Lepore, chairman, saying "with regard to the proposed expenditure for water at Paramount Park it is the recom- mendation of the Commission that Council reject all bids on the $8,000 00 item at this time" Mr. Hartung submitted a comparison of costs of water from Wheat Ridge Water District and Consolidated Mutual Water Company, a copy of which is attached to the Minutes and filed in the General File / / / -3- He stated that in addition, booster pumps to supply pressure would be needed if the water came from the Wheat Ridge Water District The Commission requested the purchase of a two inch tap, meter package and vault from Consolidated Mutual Water Company. Mr John Schrunk, professional engineer, stated 1 There were not the proper pumps - one was cavitating and had too small a suction line. Both were running at less than 40% efficiency and new pumps were needed 2 The present ~ inch nozzles, some of which are operating im- properly, should have 70 pounds of pressure which they don't have 3 The system needs to be sanitized. 4 That there is a high water table at times and should be used to the maximum, which among other things would benefit the trees 5. That the system is pumping 100 gallons now which may be all that is needed on 9 2 acres However, the donut pattern in the grass shows that the ground is not reached properly That cisterns with the right pumping equipment might supply enough water He recommended fixing present wells and utilizing them and having an auxiliary supply Motion by Alderman Bramble "I move that the Park and Recreation Commission be authorized to go out for bids on a tap, meter and vault" Motion was amended to read "that the Purchasing Agent be authorized to go out for bids on a tap, meter and vault." Motion was seconded by Alderman Pepe and passed 6-0 Alderman Bowling reported that the report which he had brought in last week had been made by McCall-Ellingson without charge The report is in the General File. Alderman Donaldson requested that the present wells be cleaned and the system remedied Walter Grande, purchasing agent, presented a request for traffic control signals for Public Works ts ~e ~sed at 44 Avenue and Ammons and at 44 Avenue and Independence n tRe two being used at the present time is loaned by Dial Electric Company Motion by Alderman Hulsey orized to purchase two solid monitors from Econolite at a to Account No. 462" Motion "I move that the purchasing agent be auth- state traffic controllers with signal price not exceeding $5,030.08 to be charged was seconded by Alderman Bramble and passed 5-0 Motion by Alderman Donaldson "I move that the City of Wheat Ridge approve the appointment of William H. (Bill) Huntsbarger to the Regional Transportation Board for a four-year period. Such appointment is to be effective July 1, 1971 in accordance with Jefferson County Resolution of June 2, 1971 " Motion was seconded by Alderman Hulsey and passed 6-0. A Resolution was discussed which would remedy a past action which had placed Robert Barr of the Planning Department into a position which did not exist in the position ordinance. Mr. Barr explained that there were actually seven flaws in the preceding action Resolution had been approved by Paul Walker, Planning Director and the Personnel Committee but had not been submitted to the Planning Commission Alderman Bowling requested a recommendation from the Planning Commission before introduction of the resolution No action was taken.
