July 15, 1971
The one hundred and sixteenth regular meeting of the Wheat Ridge City
Council was called to order at 7 30 P m. by Mayor Albert E. Anderson
at 7390 West 38 Avenue
Aldermen attending were
Donaldson, Calvin Hulsey
was absent.
Dana Bowling, Jack W. Bramble, Joseph
and Ray C. Pepe Alderman Robert Howard
Also attending were Mayor Anderson, Clerk Louise Turner, Treasurer
James Malone, Planning Director Paul Walker and interested citizens.
The following Motion was made by Alderman Pepe "In regard to the
petition presented to Council at the last meeting, I move that the
Lower Earth Coffee House be moved into another area where it would
not place an imposition on the residents of the surrounding area "
The Motion was seconded by Alderman Hulsey and discussed
Alderman Pepe stated that the inside appears to be properly run but
that behavior outdoors places a hardship on people living in the
neighborhood.
Alderman Hulsey stated that he would like an oplnlon from the City
Attorney as to Council's authority in the matter before voting.
Alderman Donaldson stated that he too would like an opinion from the
City Attorney, that he had seen nothing wrong with the operation inside
or out and would need proof before voting against the coffeehouse
Alderman Bramble stated that he had said at the time the coffeehouse
was formed that it was a chance for the youth involved to prove some-
thing to the older residents of the City, that he did not want to see
it dissolved but felt another location would be more appropriate and
that ultimately these people would have to and with the proper guidance
could police themselves.
Alderman Bowling felt the group was perhaps being blamed for some problems
that had existed before, that he knew of the good coming from the coffee-
house and would vote against asking them to move. He said that the Motion
was premature, that Council didn't have the right to make such a decision,
that it could vote to withdraw the resolution passed earlier backing
the operation, but not on a Motion to move it.
Council was polled and the Motion was defeated 2-1 with Aldermen Bowling,
and Hulsey voting "nay", Alderman Bramble abstaining because he had not
been present at the preceeding meeting and Alderman Donaldson abstaining
because there was no legal counsel present and because he had not yet
been able to talk with petitioners.
Mr Pat Brae, covering Council action for the first time for the Wheat
Ridge Sentinel was introduced by Mayor Anderson
Budget and Appropriations Report for the period ending June 30, 1971
was given by Treasurer James Malone. Report indicated that 58 3%
of the anticipated income had been received and 41 7% of the appropri-
ation expended. Present cash balance is $476,905 52 The report is
filed in the General File
Resolution No. 132 was introduced by Alderman Bowling and read
Motion by Alderman Hulsey "I move that Resolution No 132 pertaining
to classification and salary for Robert Barr of the Planning Department
be approved" Motion was seconded by Alderman Donaldson and passed 5-0
Alderman Howard was absent.
Resolution No 129A was introduced by Alderman Donaldson and read

Motion by Alderman Hulsey "I move that Resolution No 129A _ A
Finding of Fact for Annexation No 2 be approved" Motion was
seconded by Alderman Donaldson and passed 5-0 Alderman Howard
was absent
Meeting was adjourned at 8 30 p.m.
