August 19, 1971
The one hundred and twenty-first regular meeting of the Wheat Ridge
City Council was called to order at 7 3D p.m. at 7390 West 38 Avenue
by Mayor Albert E. Anderson.
Aldermen attending were Dana Bowling, Jack W. Bramble, Joseph
Donaldson, Robert Howard, Calvin Hulsey and Ray C. Pepe.
Others attending were Mayor Anderson, Clerk Louise Turner, Treasurer
James Malone, City Attorney Maurice Fox, staff personnel and interested
citizens
Citizens Comments were made by Mr. Kirby of 2875 Gray Street who re-
quested that an alley behind his house be graded.
A 3-way liquor license for Hobo Inc. dba Port O'Entree was brought
up for decision
Motion by Alderman Pepe "I move that the application for a 3-way
liquor license for Dewey Dutton, Hobo Inc. dba Port O'Entree at
4105 Wadsworth be approved because 1. Facts brought before this
Council show that the type of business they will have is nowhere
in the City of Wheat Ridge, and 2. The petitions submitted by the
City and the applicants in favor of the license far exceed the few
people that were present in opposition." Motion was seconded by
Alderman Bowling and passed 5-0.
Attorney Fox clarified the license is granted, but issuance is subject
to the approval of the Building Inspector when it is completed and found
to be in substantial compliance with the plans presented at the hearing.
WZ-71-18 Rezoning Case came up for decision.
Motion by Alderman Bramble "I move that Case WZ-71-18 be approved
from Agricultural-Two to Industrial-Three. Evidence presented was
in favor of the change. It is compatible with surrounding zoning and
the Planning Commission recommended approval." Motion was seconded
by Alderman Bowling and passed 6-0.
WZ-71-24 Rezoning Case came up for decision.
Motion by Alderman Pepe "I move that Case WZ-71-24 request be granted of the
Wheat Ridge Nursing Home at 2920 Fenton for a change from Commercial-
One to Restricted-Commercial-one for these reasons Restricted-Commercial-
One is more restrictive than Commercial-One, it is the best use of the
land, it will make a non-conforming use conforming and will be an up-
grading of the zoning." Motion was seconded by Alderman Donaldson and
passed 5-0.

Semi-Annual Police Pension Fund Report was given by Treasurer James
Malone. Report indicated total assets are $39,097.90. Complete report
is attached to the Minutes.
Ordinance No. 87 pertaining to an increase in salaries for 1971 was
brought up for second consideration and discussed.
Motion by Alderman Donaldson "I move that Council table the second
reading of Ordinance No. 87 pertaining to salaries until an answer is
received to a letter sent to the Office of Emergency Preparedness."
Motion was seconded by Alderman Howard and passed 5-0 with Alderman
Bramble not present.

Mr A. F Williams appearing for the Park Commission asked that the
Recreation Director be put on full-time basis until the end of the year.
Motion by Alderman Pepe "I move that the Park & Recreation Department
appoint Sandra Schnitzer to full-time employment as Recreation Supervisor
as of September 1, 1971 at a salary not to exceed the salary set out
in the pay ordinance" Motion was seconded by Alderman Bowling.
Motion was amended to read "I move that a full-time recreation
superintendent be appointed as of September 1, 1971 at a salary not
to exceed the salary set out in the pay ordinance." Amendment was
approved by the second and passed 4-1 with Alderman Howard voting -nay"
and Alderman Bramble absent.
Paving Project PW-71-19 was discussed.
Motion by Alderman Bowling

Motion was made by Alderman Pepe, seconded by Alderman Hulsey and
passed 5-0 "that a deed for the Northwest corner of 44 Avenue and
Harlan Street be accepted."
Alderman Howard recommended that the Model Sign Code, recommended
by the Denver Regional Council of Governments be given to the
Planning Department for study.
Meeting was adjourned at 10 30 p.m.
