HomeMy WebLinkAbout12/23/1971 MINUTES December 23, 1971 The one hundred and thirty-ninth regular meeting of the Wheat Ridge City Council was called to order by Mayor Albert E Anderson at 7 30 P m at 7390 West 38 Avenue Aldermen present were Dana Bowling, Joseph Donaldson, Robert Howard, Calvin Hulsey and Ray Pepe Jack Bramble was absent Others attending were Mayor Anderson, Clerk Louise Turner, City Attorney Maurice Fox, staff personnel and interested citizens Report on situations which Council had asked Jack Prose to check on at 37 Avenue and Quail Street was given by Mr. Prose Also a written report was submitted and is in the General File under Flood Plain Request WF-71-02 He said that after discussion of the irrigation ditch (which does not carry water) with Ralph Johnson City Engineer, and Felipe Vianzon, Public Works Engineer, it was decided the ditch would be put under Quail Street and a siphon designed by Ken Fenwick would be used to raise the water back to its original elevation He said a contract has been made and money put in escrow for a six inch asphalt curb to be placed on the east side of the parking lot. The contract is with Bisgard Company Also he said the fence company had been told to lower the fence to six feet, and in answer to questions that when the terms of the Building, Zoning and Flood Plain Ordinances have been met a certificate of occupancy is to be issued. Alderman Bowling stated he had been in touch with Rex Williams of HUD who had said that an additional study of the Flood Plain would be in Council's hands within 90 days He asked that Paul Walker, Planning Director get in touch with the District Engineer of the Corps of Engineers in Omaha and Rex Williams of HUD and arrange a meeting wi th Council. The Denver Metro Transit Contract for 1972 was brought up for discussion and approval. Motion by Alderman Donaldson "I move we approve the contract presented to Wheat Ridge by the City and County of Denver for public mass transit for 1972 and authorize the expenditure of funds estimated at $7,904 72 " Motion was seconded by Alderman Bowling and approved 5-0 with Alderman Bramble absent The contract is to be filed in the General File under Transportation-Denver Metro Transit. A request for one Allis-Chalmers loader for the Public Works Department was made by Walter Grande, Finance Officer and George Hunter of Public Works Motion by Alderman Pepe "I move that the purchasing agent be authorized to purchase one Allis-Chalmers loader as described from Power Equipment Company at a cost not to exceed $19,000 00 Funding for this equipment is available in Account No 431.16 as amended" Motion was seconded by Alderman Hulsey and passed 4-1 with Alderman Howard voting "nay" and Alderman Bramble absent Ordinance No. 102 was introduced by Alderman Donaldson and read Motion by Alderman Pepe "I move that Ordinance No 102 (amending Ordinance No 46 - Merit Ordinance) be passed on first reading and be published and posted" Motion was seconded by Alderman Hulsey and passed 5-0 with Alderman Bramble absent. /') ):: / -/ -2- Alderman Bowling reported that the Kullerstrand PTA had requested a foot bridge for school children on the south side of the bridge on 32 Avenue over Lena Gulch and that it would be on the Agenda, February 3, 1972 Walter Grande, Finance Officer, reported that a bid of $4,131 70 had been received from Ajax Water and Sewer to furnish a one and a half inch water line into Public Works from Pearson Street (Drinking water has been purchased as bottled water and water for other uses has come from a well owned by Mr Mestecky) Mr Grande stated that $4,611 70 had previously been approved and that some deletions have been made in the plan since that time In response to a question by Alderman Howard regarding the selection of a new Public Works Director, Walter Johnson, Director of the Personnel Department, stated five names would be submitted to Council by December 28, 1971 Meeting was adjourned at 10 10 P m ; t.o( 7' __.___ ..- ; Z_-('" Louise F.
