January 6, 1972
The one hundred and forty-first regular meeting of the Wheat Ridge
City Council was called to order by Mayor Albert E. Anderson at
7 30 p.m at 7390 West 38 Avenue
Aldermen attending were Dana Bowling, Jack Bramble, Joseph Donaldson,
Robert Howard, Calvin Hulsey and Ray Pepe
Also attending were
Clerk Louise Turner,
interested citizens
Mayor Anderson, Treasurer James Malone, City
City Attorney Maurice Fox, staff personnel and
Citizen Comments were made by the following
Rev. John McElderry of 6 Hillside Drive who said
That as of January 1st, Wheat Ridge has the right to act on
Home Rule,
That an election can be called in two ways - by petitions
signed by not less than 5% of the registered voters or by an Ordinance
of the City Council,
That Council should take the leadership,
That the citizenry knows better than the State Legislature
how Wheat Ridge should be governed,
That just over 500 names have been put on petitions, beginning
in early October,
That petitioning takes time because an explanation must be
given to each person.
Gerald Birney of 10660 West 48 Avenue, who said a Home Rule Government
is only as good as its Charter, that it should be done by the petition
procedure and not rushed.
Charles Hahn of 4061 Field Drive who said the people should be
allowed to vote on it.
William McBride of 4042 Iris Court who said a charter is overdue,
that to maintain self-government, a City must be under Home Rule so
that it can't be changed by the whim of the legislature.
Ivan Haun of 4900 Robb who said he was interested in information on
Home Rule, that he didn't understand what we would be gaining and what
we would be giving up in the protection of State Statutes. That Council
should not presuppose how people feel. If the people want Home Rule
they will sign petitions.
Alderman Bramble said it was premature and that education is needed.
He felt that the petitions were disappointing when compared to zoning
case petitions that effect only a small area, and often get 500-600
names in two weeks. He said he would like to see enthusiasm before
Council took the initiative.
Alderman Donaldson stated if an Ordinance were to be presented at this
time, he would vote against it. He was neither for nor against Home
Rule, but felt information was needed
Ordinance No. 103 pertaining to a Home Rule Election was introduced
by Alderman Bowling and read.
Alderman Bowling stated this is the first possible time that an election
could be called, that Council should not deny citizens the right to
vote on it, that the petitioners might get the rest of names in the
next 10 days, but it would be several months before the election would
take place allowing plenty of time for information to get out. He
urged Council to take action.
Motion by Alderman Bowling "I move that Ordinance No. 103 be placed
on the Agenda for January 13, 1972" Motion was seconded by Alderman
Bramble and was defeated by a vote of 5-1 with Alderman Bowling voting "aye."

Alderman Pepe stated it would not be fair for Council to call an election
on the matter when 600 signatures couldn't be gotten in 30 days. He
pointed out that 550 signatures were obtained in 24 hours for the
incorporation petition.
Motion by Alderman Bramble "I move that Ordinance No. 103 be adopted
on first reading and be published and posted." Motion was seconded
by Alderman Bowling who explained the monetary benefits of a Use Tax
and listed the other Colorado cities who operate under a charter.
Council was polled and Motion was defeated 5-1 with Alderman Bowling
voting "aye."
In response to a question on point of order regarding Alderman Bramble's
"nay" vote, Attorney Fox said Robert's Rules say that the person who
makes the Motion should vote for it, but that three time opposite action
had been taken.
Alderman Bramble explained that he had sought to relieve

Resolution No. 159 which pertains to reinvestment of funds was explained
by Treasurer James Malone.
Resolution No. 159 was introduced by Alderman Donaldson and read.
Motion by Alderman Howard "I move that Resolution No. 159 (reinvestment
of funds) be adopted" Motion was seconded by Alderman Hulsey and
passed 6-0.
Three requests for purchase approval were presented by Walter Grande,
Finance Officer
First Request was for Randall Park lighting.
Motion by Alderman Pepe "I move that the Mayor be authorized to contract
with Howard Electric Company for floodlight renovation at Randall Park
for an amount not to exceed $14,000.00 to be paid from Account #452.17 "
Motion was seconded by Alderman Hulsey.
In answer to a question by Alderman Howard, Boyd Kraemer, Parks Superin-
tendent explained that salvaged lamps could and would be used at Randall
or Panorama Pa~ Council was polled and Motion passed 6-0.
Second Request was for dues for the first half of 1972 for the Denver
Reoional Council of Governments in the amount of $2,400.00.
Motion by Alderman Howard "I move that the City Treasurer be authorized
to pay the first half of the 1972 participating dues of $2,400.00 to
Denver Regional Council of Governments out of Account No. 411.2."
Motion was seconded by Alderman Donaldson and passed 6-0.
Third Request was for dues for Colorado Municipal League for 1972
in the amount of $3 011.81 from Account No 411 2.
Motion by Alderman Howard "I move that the City Treasurer be authorized
to pay the Colorado Municipal League participating dues ($3,011.81 for
1972 from Account No 411.2)." Motion was seconded by Alderman Donaldson
and passed 6-0.
The following statement was made by Alderman Bowling "Since this is
my last Council Meeting, I'd like to say it has been a pleasure serving
my Ward and community and I am very proud to have had the opportunity.
It has enabled me to meet many people which has been a rewarding experience
I would like to compliment the Mayor and Council on work completed in
the past and wish them well in the future especially our new member
Paul Abramson."

Alderman Hulsey stated the Council would miss Alderman Bowling, and
Mayor Anderson thanked Alderman Bowling for his contribution and
his dedication and loyalty.
Motion by Alderman Bramble "I move that Alderman Bowling retain his
nameplate" Motion was seconded by Alderman Pepe and passed 5-0
with Alderman Bowling abstaining.
Meeting was adjourned at 9 00 P m.
