March 6, 1972
A Special Meeting of the Wheat Ridge City Council was called to
order at 6 45 p.m. in the Wheat Ridge Council Chambers at 7390
West 38 Avenue by Mayor pro tern Ray C. Pepe to consider a reported
liquor violation. Alderman Pepe presided because Mayor Anderson was out
of town on vacation.
Other Aldermen attending were Dr. Paul Abramson, Jack Bramble,
Joseph Donaldson, Robert Howard and Calvin Hulsey.
Also attending were City Clerk Louise Turner, City Attorney Maurice
Fox, Police Chief Edward R. Pinson, Lt. J.D. Wallace and Detective
Ronald White.
Detective White stated
1. That on March 1, 1972 he had been contacted by a woman
who said her Bank Americard billing indicated that her son, age 17
years, had purchased liquor from Prk-N-Pik Liquors at 9345 West 44
Avenue.
2. That as a result a surveillance was set up on Prk-N-Pik
Liquors on March 3, 1972. During this time two parties appearing to
be less than 21 years of age were seen to go to the cash register
and purchase goods.
3. That upon their leaving, Det. White stopped their car,
found they had a package containing two bottles of wine, two six-packs
of beer and two bottles of Scotch.
4 That one youth was 17 years of age and had a driver's
license. The other was 18 years of age and had a notice of revocation
of license.
5. That a summons was given to the 18 year od and the 17
year old's case went to Juvenile Authorities.
6. That the person making the sale was issued a summons
dated March 6, 1972. He made no denial, but said he thought both
were of age and hadn't asked for identification.
Detective White said they didn't look 21 years old to him.
Michael Villano, attorney for Prk-N-Pik Liquors was present and said
he knew that Council had the right to suspend a license summarily,
but wanted to point out that irreparable damage is done to the owner
when a store is closed. He said this was an honest mistake and not
that of the owner, that the one who made the sale was a 22 year old
student who works part-time, and that the seller would appear in
County Court. Also, that Prk-N-Pik Liquors had never had a violation.
Motion by Alderman Hulsey "I move that the liquor license of Prk-N-Pik
Liquors at 9345 West 44 Avenue be summarily suspended and a Hearing
be set for March 9, 1972 at 8 30 p.m in the Council Chambers at 7390
West 38 Avenue. Suspension is to begin at noon on March 7, 1972 and
continue until the Hearing." Motion was seconded by Alderman Donaldson
and passed 6-0.
The Clerk was directed to prepare the necessary forms to be served
before noon on March 7, 1972.
Meeting was adjourned at 7 10 p.m.
