TITLE: AN ORDINANCE ESTABLISHING 1973 POSITIONS FOR THE CITY OF
WHEAT RIDGE, A PAY SCALE FOR THESE POSITIONS, AND PROVISIONS FOR
PART-TIME, TEMPORARY, OVERTIME, AND SPECIAL PAY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE,
COLORADO, THAT:
Section 1. Grades and Merit Steps.

'Section 4-T -Promotions. No individual will experience a
loss.pf pay due-'to-promotion but will be awarded a step in the new
grade insuring salary immediately above his salary at the time of
the promotion.

Section- 6-,. Pay for Part-time and Temporary Work. Except
as provided below, maximum hourly rates per grade are as indicated
in Sections 2 and 3.

Parks and Public Works Helpers will he paid: $1.60 Hour to $1.75 Hour
for the first year; $2.00 Hour for the second year; $2.25 Hour for the
third year; and $2.55 Hour for the fourth and subsequent years. Re-
creational and Instructor hourly rates will he as follows:

Section 7. Overtime Pay. Work in excess of 40 hours per
week, if authorized in advance by the Department Director or Officer
for non-executive, non-administrative or non-professional personnel
will be paid at the rate of time and one half the hourly rate. Com-
pensatory time will normally be used for all employees and when a
separate fee has been established by Section 8 overtime does not apply.
Overtime pay will be granted in lieu of compensatory time at the dis-
cretion of Department heads, subject to budgetary limitations. Detec-
tives will be granted a flat fee of $40 per month in lieu of overtime
pay and other fees.
Section B. Fees. Fees for specific known requirements when
work is performed in excess of the normal 40 hours per week are as
follows:
Animal Warden calls during non-duty hours $6.75 (per call).
Secretarial assignments for Council, Commissions or Committees $11.00
(per session).
Court duties as Clerk ($12.50 (per session)
Bailiff $12.00 (per session)
Deputy Judge $75.00 up to 3 Hours per session; add $25.00 over 3 Hours.
Section 9. Uniforms. Commissioned personnel will be pro-
vided uniforms. Non-uniformed commissioned personnel will be provided
$220 per year to cover clothing procurement. Non-commissioned personnel
will not be provided clothing except during the time when engaged in

• the following activities which routinely result in damage to clothing
due to circumstances not in the control of individuals: painting,
asphalt work, vehicular maintenance and welding, and capturing of ani-
mals.
Section 10. Longevity. Base annual pay received in 1973
will be used in 1974 to compute longevity pay for those who qualify
in accordance with the following:
2% of prior year annual salary to be paid to persons
who complete their 4th and 5th years of City service during
any calendar year and who during the year of payment are not
eligible for merit or longevity increases; the rate to be in-
creased, subject to the same restrictions, from 2 to 3% for
persons completing their 6th and 7th years; from 3 to 4% for
persons completing their 8th and 9th years; and from 4 to 5%
for persons completing 10 or more years of City service. Longe-
vity payments which are earned will be annually added to the
November 16 check.
Section 11. Administrative Authority. All hiring, promo-
tion, and other policies relating to City personnel will be as pro-
vided by the Personnel Merit System of the City of Wheat Ridge, or
Civil Service rules, whichever is applicable.
Section 12. Eligibility. New grades and pay are effective
January 1, 1973, for all personnel. Except as otherwise provided,
eligibility for Proficiency Pay increases shall normally be on an
annual basis except new and upgraded employees who are appointed
for a six months' probationary period become eligible for a step
increase after six months if accepted as Regular employees and if
recommended by their Department Director or Officer and approved
by the Mayor. Civil Service Ordinance No. 40 establishes promotion
interval for policemen below the grade of Senior Patrolman. The
anniversary dates for purposes of computing pay will be adjusted to
coincide with the start of the nearest pay period at the time of the
first grade or rank change or step change made during the year.
Section 13. Standby Duty. When personnel are used on
standby duty at home but are not called during any 24-hour period,
they will be credited with two hours of pay for each 24 hours or
four hours per 48-hour period of such standby duty, pay to be at
regular rates. If called while on standby, employees will be paid
at the overtime rate and no credit will accrue for standby during
that period.

Section 14. Emergency clause. The provisions of this
Ordinance are-necessary to provide legal-authority.fcr salaries
to be paid on and-after January-.1. 1973.
Section 15. Effective date..-This Ordinance shall be
in force five (5-) days af-ter:.publicati-on following final passage
providing it, shall have been passed by an affirmative vote of
three-fourths (3/4) of the membama of the City-Council, otherwise
said Ordinance shall takes effect'.thirty (30) days after- publication
following final passage.-.
