HomeMy WebLinkAboutOrdinance-1973-0128 - Amend WR Ord 107 - Fire Code as part of Building CodeIntroduced by Alderman i)nnaldson ORDINANCE NO. 128 Series of 1973 TITLE: AN AMENDMENT TO WHEAT RIDGE CITY ORDINANCE NO. 107 PERTAINING TO THE ADOPTION OF THE UNIFORM FIRE CODE AS PART OF THE BUILDING CODE OF THE CITY OF WHEAT RIDGE, COLORADO. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE, COLORADO THAT: Ordinance No. 107 is to be amended by adding Subsection k to Section 6 of Ordinance No. 107 as follows: Section 6. Deletion, modification or amendments to the Uniform Fire Code, 1971 Edition. k. Operation of elevators under fire or other emergency conditions. The following operation is required for the use of fire- men and other authorized personnel where need is established by local authorities having jurisdiction. This operation shall also be required in any building having more than four (4) stories and which shall be served by automatic elevators. 1. Automatic passenger elevators shall conform to the following: a. A two position keyed switch shall be provided at a main floor of a single elevator or of a group of elevators. When the switch is in the "ON" position, all elevators controlled by this switch and which are in normal service shall return non-stop to the main floor, and the doors shall open. 1. An elevator travelling away from the main floor shall reverse at the next available floor without opening its doors. 2. Door opening devices for power- operated doors which may be affected by smoke or heat so as to prevent door closure shall be rendered inoperative. 3. Elevators equipped with power- operated doors and standing at a floor other than the main floor, with doors open, shall close doors without delay. 4. When it is considered safe t3do so, the elevators, except those in emergency service, may be returned to normal service by moving the keyed switch to the "OFF" position. ORDINANCE 1~13 CONT'D b. The return to a main floor may be initiated by heat and/or smoke sensing devices in the building independently of the keyed switch required by 1 (a) except that such devices at the main floor shall not initiate the return of the elevators. If so, the switch required at a main floor shall have three positions. The third position shall restore normal service independent of the heat and/or smoke-sensing device. c. A keyed switch shall be provided in or adjacent to an operating panel of each elevator. This switch, when operated, shall put the elevator on emergency service. 1. When on emergency service, an elevator shall be operable only by a person in the elevator. 2. Elevators on emergency service shall not respond to elevator calls. 3. The opening of power-operated doors shall be controlled only by continuous pres- sure on "open" buttons or switches. If the open button switch is released during the "open" motion the doors shall automatically reclose. 4. Door-opening devices for power- operated doors which may be affected by smoke or heat so as to prevent door closure shall be rendered inoperative. d. Keys or the switches required by 1 (a) 1 (c) shall be kept on the premises by the person responsible for the maintenance and operation of the elevators, in a location readily accessible to authorized persons in an emergency, but not where they are available to the public. 2. Elevators operated only by a designated operator in the car shall be provided with a signal system to permit signal- ling the operator from the main floor to return non-stop to a designated main floor. Power operated doors and door-reopening devices shall conform to 1 (a) 2 and 1 (c) 3 and 4. 3. Elevators arranged for dual operations shall, when on automatic operation, conform to 1 above, and when on opera- tion only by designated operator in the car, conform to 2 above. - 2 - ORDINANCE i_ 126' CONT'D Section 7. Effective Date. This Ordinance shall take effect and be in force thirty (30) days after publication following final passage.
