HomeMy WebLinkAboutOrdinance-1974-0151 - Amend WR Ord 84 - Contractor Licensing and Building CodesIntroduced by Alderman Cavarra ORDINANCE NO. 151 Series of 1974 TITLE: AN ORDINANCE AMENDING ORDINANCE NO. 84 OF THE CITY OF WHEAT RIDGE, COLORADO, RELATING TO THE LICENSING OF CONTRACTORS, ADOPTION OF BUILDING CODES, ESTABLISHING PERMIT VALUES, LICENSE AND PERMIT FEES, ADOPTING METHODS OF ENFORCEMENT, BY ADOPTING THE FOLLOWING PRIMARY CODES: (1) THE UNIFORM BUILDING CODE, 1973 EDITION; UNIFORM MECHANICAL CODE, 1973 EDITION; UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS, 1973 EDITION; DWELLING CONSTRUCTION UNDER THE UNIFORM BUILDING CODE, 1973 EDITION. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE, COLORADO, THAT: Section 1. The following Articles and Sections of Ordinance No. 84 of the City of Wheat Ridge, Colorado, be and hereby are ammended as follows: ARTICLE IV, Section 1-25. A. 1. a. delete all of the second and third paragraphs in their entirety and adopt the following: Residential Construction. Habitable areas, $17.00 per sq. ft. of floor area; Basement (unfinished), $2.50 per sq. ft. of floor area; Basement (finished), $8.00 per sq. ft. of floor area; Garage & Storage Buildings, $6.00 per sq. ft. of floor area; Enclosed Porches & Patios, $6.00 per sq. ft. of floor area; Open Porches & Patios, $2.50 per sq. ft. of floor area; Finishing of Existing Basements, $5.50 per sq. ft. of floor area. Commercial Construction. Masonry, Brick Veneer, Frame or Combination, Sheet Metal or Sectional Metal, $17.00 per sq. ft. of floor area; Unfloored Storage Buildings, $8.00 per sq. ft. of floor area; Swimming Pools, $11.00 per sq. ft. of water area; Remodeling Only, $8.00 per sq. ft. of remodeled area. Section 1-25, A. 1. b. delete the entire fee schedule and sub- stitute the following: $1.00 to $500 $501 to $11000 $1,001 to $25,000 $251001 to $509000 $501001 to $100,000 $1007000 an up $5.00 $10.00 $10.00 for the first $1,000 plus $3.50 for each additional thousand or fraction thereof to and including $25,000. $94.00 for the first $25,000 plus $3.00 for each additional thousand or fraction thereof to and including $50,000. $169.00 for the first $50,000 plus $2.00 for each additional thousand or fraction thereof to and including $100,000. $269.00 for the first $1001000 plus $1.00 for each additional thousand or fraction thereof. Section 1-25, 2. Electrical Permit Fees, delete the entire paragraph and adopt the following: To be as governed by the State Electrical Board. ORDINANCE NO. 151 - Continued -2- Section 1-26, B. Delete Subdivision Regulations Apply, and insert Where Subdivision Regulations Apply. ARTICLE IV. Section 1-24, A. EXCEPTION. Add a new sentence, "School districts shall not be required to obtain a permit to erect, construct, enlarge, remodel, alter, repair, or improve any school buildings they may have jurisdiction over." Section 1-24, C. Application. Delete in its entirety and insert the following: To obtain a permit, the applicant shall first file an application in writing on a form furnished by the Building Department and such application shall include all information and reflect such qualifications as may be required. The application for a main building or an addition that exceeds fifty percent (50%) of the present gross floor area, except as pertains to all Residential- One (R-1), Residential-Two (R-2), Residential-One-A (R-1-A), Residential- One-B (R-1-B), Residential-One-C (R-1-C) zoning categories, will be accompanied by a development plan, including, but not limited to, landscaping, drainage, traffic flow, parking, and park and street dedication. Building permits will not be issued unless such develop- ment plan has received the approval, subject to additional engineering requirements by Public Works, of the Planning Department. ARTICLE V. Section 1-29, delete all reference to 1970 Edition and copyright 1970 and substitute 1973 Edition and copyright 1973. Add a new sentence: Chapter 70, Excavation and Grading, delete all reference to Building Official and substitute Public Works Director. Table No. 70-B - Grading Permit Fees, delete the entire Table and substitute the following (uniform Building Code, Page 659): 50 cubic yards or less $10.00 51 to 100 cubic yards $15.00 101 to 1,000 cubic yards $15.00 for the first 100 cubic yards, plus $5.00 for each additional 100 cubic yards or fraction thereof. 1,001 to 10,000 cubic yards $60.00 for the first 1,000 cubic yards, plus $4.45 for each additional 1,000 cubic yards or fraction thereof. 10,000 cubic yards and over $100.00 Section 1-30 delete 1970 Edition and substitute 1973 Edition. ARTICLE VI. Section 1-31 delete all reference to 1970 Edition, copyright 1970 and substitute 1973 Edition, copyright 1973. Section 1-32 delete reference to 1970 Edition and substitute 1973 Edition. ORDINANCE NO. 151 - Continued -3- ARTICLE VIII. Section 1-35 delete the entire first and second sentences and substitute the following: The Uniform Code for the Abatement of Dangerous Buildings, 1973 Edition is hereby adopted by reference thereto and incorporated into this Section as though fully set out herein as the Dangerous Building Code of the City of Wheat Ridge. ARTICLE IX. Section 1-36 delete the first and second sentences and substitute the following: The volume "Dwelling Construction Under the Uniform Building Code", 1973 Edition is hereby adopted by reference thereto and incorporated into this Section as though fully set out herein as the Dwelling House Construction Code of the City of Wheat Ridge. ARTICLE X. SHORT FORM delete the entire ARTICLE. ARTICLE XII. Section 1-41 delete the entire section. Section 2. Effective Date. This Ordinance shall take effect and be in force thirty (30) days after publication following final passage.
