ORDINANCE NO. 157

TITLE: AN ORDINANCE TO AMEND ORDINANCE NO. 138 ESTABLISHING 1974
AND SUBSEQUENT POSITIONS FOR THE CITY OF WHEAT RIDGE. A PAY SCALE
FOR THESE POSITIONS AND PROVISIONS FOR PART-TIME, TEMPORARY, OVER-
TIME AND SPECIAL PAY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF W'~EAT RIDGE, COLORADO
THAT:
Section 1. Ordinances 133, 149 and 150 are repealed and
reenacted as follows:

Section 4. Director and Special Staff Pay. Pay for Directors
and Special Staff Officers will be established by City Council, based
on qualifications and responsibility, within the following (comparable
grade in parenthesis):

Section 5. Promotions. No individual will experience a
loss of pay due to promotion but will be awarded a step in the new
grade insuring salary above his salary at the time of the promotion.
Award of steps above A is normally for 12 months of which the first
six months is probationary for employees. The Civil Service Com-
mission may, however, award Police Officer I, initially appointed
in Step 8, the Police Officer II, Step B rating after six months if
on hire they met all Police Officer II requirements except as they
relate to City geography and departmental rules.
Section 6. Reclassification. The following rules will
govern reclassification action which is instituted coincident with
this pay ordinance.
(a) Change in classification will not change the employee's
step or anniversary date unless the employee qualifies as
an exception under (b) below.
(b) Under the following circumstances an employee not in
Step E will be awarded subject to approval of the Personnel
Committee, an extra step or steps in his new pay grade, to
correct the inequity, with no change in anniversary date.
(1) If end 1973 pay is less than the authorized 1974
starting pay.
(2) If the authorized 1974 pay is lower than for other
employees with wham he successfully competed for pro-
motion.
Section 7. Pay for Part-time and Temporary work. Parks and
Public Works Helpers will be paid the minimum Federal wage the first
summer with a possible increase of 250 per hour based on proficiency.
Each additional summer thereafter pay may start 250 per hour above
the starting rate of the prior year with an allowed proficiency award
of an added 250.
Part-time Recreation positions are assigned pay grades on
the revised pay table as follows:
Grade 1 - Playground Leader I, Program Leader I
Grade 4 - Playground Leader II, Program Leader IT
Grade 12 - Program Instructor I
Grade 20 - Program Instructor II
Grade 28 - Program Instructor III
Grade 38 - Program Specialist I
Grade 45 - Program Specialist II
Trainee positions, including Ranger, Intern and Recreation
Aide, will be paid $1.90 per hour.
Section B. Overtime Pay. The Fair Labor Standards Amendment
of 1974 applies, except commissioned personnel are granted the same
rights as other employees.

Section 9. Fees. Unclassified position/employee hourly
rates.
Fees will be paid only for unclassified positions and
unclassified personnel authorized for limited or temporary
assignments. Rates will be as follows:
Secretarial - $3.37 per hour, minimum $11.50 per
session or meeting. (Commission or Committee)
Bailiff - $4.00 per hour, minimum $12.50 per session.
Deputy Judge - $26.00 per hour, minimum $79.00 per
session.
Liquor or 3.2 beer surveys $42 per case.
Section 10. Uniforms. Full time public safety services
personnel will be provided uniforms except non-uniformed public
safety services personnel will be provided $230 per year to cover
clothing procurement. The City will provide work clothing for all
full time City Services Worker (I through U) personnel and such
other classifications as designated by the City Administrator. No
cleaning costs will be paid by the City.
Section 11. Longevity. Base annual pay received in the
prior calendar year will be used to compute longevity pay for all
employees who qualify in accordance with the following:
2% of prior years annual salary to be paid to persons
who complete their 4th and 5th years of City Service
during any calendar year; the rate to be increased,
subject to the same restrictions, from 2 to 3% for
persons completing their 6th and 7th years; from 3 to
4% for persons completing their 8th and 9th years; and
from 4 to 5% for persons completing 10 or more years of
City service. Longevity payments which are earned
annually will be paid in the next pay check following
the employee's anniversary date. No longevity accrues
unless the full year is completed. Employee longevity
qualification shall be retroactive to include those
employees who have completed their fourth year in the
employ of the City prior to the effective date of this
Ordinance.
Section 12. Standby Duty. When personnel are used on
standby duty at home but are not called during any 24-hour period,
they will be credited with two hours of pay for each 24 hours or
four hours per 48-hour period of such standby duty, pay to be at
regular rates. If called while on standby, employees will be paid
at the overtime rate and no credit will accrue for standby during
that period if overtime pay exceeds the standby pay.

Section 13. Administrative Authority. All hiring,
promotion, and other policies relating to City personnel will be
as provided by the Personnel Merit System of the City of Wheat
Ridge, or Civil Service rules, whichever is applica5le.
Section 14. Eligibility. New classifications, grades
and pay are effective July 1, 1974 for all personnel.
Section 15. Emergency Clause. The provisions of this
Ordinance are necessary to the immediate well being of City employees
and are effective on and after July 1, 1974.
Section 16. Effective date. This Ordinance shall be
in force five (5) days after publication following final passage
providing it shall have been passed by an affirmative vote of
three-fourths (3/4) of the members of the City Council, otherwise
said Ordinance shall take effect thirty (30) days after publication
following final passage.
