HomeMy WebLinkAboutOrdinance-1975-0165 - Amend WR Ord 157 and 138 - City Positions and PayIntroduced by Alderman Donaldson ORDINANCE NO. 165 Series of 1974 TITLE: AN ORDINANCE TO AMEND ORDINANCE NO. 157, SERIES OF 1974 WHICH AMENDED ORDINANCE NO. 138, SERIES OF 19741 TO ESTABLISH NEW POSITION CLASSIFICATIONS AS PROVIDED IN THE 1975 ADOPTED BUDGET AND ESTABLISHING SALARY RANGES THEREFOR; DESIGNATING EXEMPT CLASSIFICATIONS; PROVIDING OVERTIME PAYMENT FOR CERTAIN POLICE COMMISSIONED PERSONNEL; AND CLARIFYING RECLASSIFICATION ACTIONS AND TO ESTABLISH FULL-TIME CLASSIFICATIONS, PAY GRADES AND PAY STEPS, AND PROVIDED THAT ALL CLASSIFICATIONS, PAY GRADES, AND PAY STEPS SHALL REMAIN IN EFFECT HEREAFTER UNTIL CHANGED. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE, COLORADO THAT: Section 1. Section 3, Ordinance No. 157, is amended to read instead as follows: Pay Grades for Merit and Civil Service positions are hereby established for employees of the City. The Council hereby finds and declares that those classifications designated with the letter (E) are professional, supervisory, or management in nature and are therefore exempt from overtime payment. Section 4, Ordinance 157 is amended to read instead as follows: Director and Special Staff Pay. Pay for Directors and Special Staff Officers will be established by City Council, based on qualifications and responsibility, within the following pay ranges (comparable grade in parenthesis). All positions are exempt from overtime. Section 6, Ordinance No. 1577 is amended to add subparagraphs (c), (d), and (e) as follows: (c) Upon reclassification to a position having a higher pay grade, the incumbent will receive a one-step increase, except as follows: 1. If the new class has a pay grade one grade higher than the old class, and the incumbent is in the E step of the old class, he shall be paid in the E step of the new class. 2. If the reclassification action results in a pay rate below the A step of the new class, the incumbent shall be paid at the A step of the new pay grade. (d) Upon reclassification to a class at the same pay grade, the incumbent shall receive no change in pay and his anniversary date shall remain the same. (e) Upon reclassification to a class at a lower pay grade, the employee shall receive no change in pay. If the pay at the E step of the new class is less than his pay at the old classifi- cation, he shall continue at his old pay grade and pay step, but shall not receive a salary increase until the salary of the E step of the new classification exceeds his salary at the old pay grade at the time of reclassification. Section 4. Section 8, Ordinance No. 157, is amended to add the following: Commissioned police personnel will be paid overtime at the rate of time and one-half for all time worked in excess of forty hours per week. Section 5. Section 9, Ordinance No. 157, is amended to add: Special Prosecutor, City Attorney's Office - $75.00 flat rate per court session. Ordinance No. 165 Page 4 Section 6. Eligibility. New position classifications and corresponding pay grades are effective January 1, 1975. Section 7. Emergency Clause. The provisions of this Ordinance are necessary to the immediate well being of City employees and are effective on and after January 1, 1975. Section 8. Effective Date. This Ordinance shall be in force five (5) days after publication following final passage providing it shall have been passed by an affirmative vote of three-fourths (3/4) of the members of the City Council, otherwise said Ordinance shall take effect thirty (30) days after publication following final passage.
