ORDINANCE NO. 175

TITLE: AN ORDINANCE REPEALING ORDINANCE NO. 138, SERIES OF 1974,
ORDINANCE NO. 149, SERIES OF 1974, ORDINANCE NO. 150,
SERIES OF 1974, ORDINANCE NO. 157, SERIES OF 1974, ORDINANCE
NO. 165, SERIES OF 1975, AND ORDINANCE NO. 170, SERIES OF
19751 AND FURTHER ESTABLISHING PAY GRADES AND PAY RANGES AND
ESTABLISHING POSITION CLASSIFICATIONS; AND PROVIDING THAT
ALL CLASSIFICATIONS, PAY GRADES, AND PAY STEPS SHALL REMAIN
IN EFFECT HEREAFTER UNTIL CHANGED BY ORDINANCE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE, COLORADO,
THAT:
Section I. Merit and Civil Service Classifications.
Pay grades and pay ranges for Merit and Civil Service position classi-
fications are hereby established for employees of the City. The Council
hereby finds and declares that those classifications designated with the
letter (E) are professional, supervisory, or administrative in nature
and are therefore exempt from overtime payments.

Section II. Administrative, Department Heads, and Special Staff.
Pay for Administrative, Department Heads, and Special Staff will be es-
tablished by City Council, based on qualifications and responsibility,
within the following pay ranges; all positions are exempt from overtime:

Section V. Pay for Regular Part-Time, Part-Time and Temporary Work.
Regular part-time employees paid on an hourly rate will be granted steps
on a pro rata basis.
Pay for Part-Time and Temporary Work. Parks and Public Works Helpers
will be paid the minimum Federal wage the first summer with a possible
increase of 250 per hour based on proficiency. Each additional summer
thereafter, pay may start 250 per hour above the starting rate of the
prior year with an allowed proficiency award of an added 250.
Part-Time Recreation positions are assigned pay grades on the pay table
as follows:
Grade 1 - Playground Leader I, Program Leader I
Grade 4 - Playground Leader II, Program Leader II
Grade 12- Program Instructor I
Grade 20- Program Instructor II
Grade 28- Program Instructor III
Grade 38- Program Specialist I
Grade 45- Program Specialist II
Trainee positions, including Ranger, Intern, and Recreation Aide, will
be paid $2.00 per hour, or the minimum required by the Federal Wage and
Hour Law.
Section VI. Overtime Pay.
The Fair Labor Standards Act of 1974, as Amended, applies.
Commissioned Police personnel will be paid overtime at the rate of time
and one-half for all time worked in excess of forty (40) hours per week,
except those classifications designated exempt with the letter (E).
Section VII. Fees and Special Contractual Rates.
Fees will be paid only for those positions not included in Section I of
this Ordinance. Rates will be as follows:
Liquor or 3.2% Beer surveys:
City Legal Services--Part-time,
$42.00 per case;
$40,000.00 per year flat sum per
contractual agreement.

Section VIII. Court Personnel.
Municipal Judge - $8,400.00 per annum, payable monthly.
Deputy Judge - $5,000.00 maximum per annum, payable $100.00 per
three hour session; $30.00 per hour for each hour exceeding any three
hour session.
Chief Court Clerk - Pay Range $679-$827
Deputy Court Clerk - Pay Range $615-$749
Bailiff - $4.00 per hour; minimum $12.50 per court session
Court Reporter - $12.00 per court session
Section IX Uniforms.
Full time public safety services personnel will be provided uniforms
except non-uniformed public safety services personnel will be provided
$230 per year to cover clothing procurement. The City will provide work
clothing for all designated Public Works and Parks personnel and such
other classifications as designated by the City Administrator. No cleaning
costs will be paid by the City.
Section X Longevity.
Base annual pay received in the prior calendar year will be used to com-
pute longevity pay for all employees who qualify in accordance with the
Rules and Regulations promulgated under authority of this Ordinance.
Employee longevity qualifications shall be retroactive to include those
employees who have completed their fourth year of actual employment with
the City of Wheat Ridge prior to April 14, 1974. Service with any other
governmental agency or employer shall not be included in the computation
of longevity pay.
Section XI Administrative Authority.
All hiring, promotion, reclassification, and other policies relating to
City personnel shall be provided by the Personnel Rules and Regulations
of the City of Wheat Ridge, or Civil Service rules, whichever is applicable.
Section XII Emergency Clause.
The provisions of this Ordinance are necessary for the preservation of
the public health and safety of the citizens of Wheat Ridge for the follow-
ing reasons:
(1) The adoption of the new pay scale for the City employees
has been unavoidably delayed due to budgetary restrictions,
and therefore, the earliest possible payment of the additional
salaries authorized under this ordinance is considered of vital
public interest;
(2) The higher salary levels are justified as soon as possible
to accurately reflect the adopted prevailing wage policy of the
City;
(3) The revised salary schedules have a direct bearing on
employee productivity and morale and are therefore, in the
public interest for immediate implementation.

Section XIII. Effective Date.
This Ordinance shall take effect and he in force five (5) days after
publication following final passage providing it shall have been passed
by an affirmative vote of three-fourths (3/4) of the members of the City
Council; otherwise, said Ordinance shall take effect thirty (30) days
after publication following final passage.
