TITLE: AN ORDINANCE AMENDING ORDINANCE NO. 175, Series of 1975,
Section 1, MERIT AND CIVIL SERVICE CLASSIFICATIONS: DELETING
Section IX, UNIFORMS: ADDING Section IX, CLOTHING ALLOWANCE;
Section X, CLEANING ALLOWANCE; Section XI, COURT PAY FOR
POLICE OFFICERS; Section XII, COURT PAY FOR POLICE SERGEANTS;
Section XIII, HEALTH INSURANCE; AND RENUMBERING Sections IX,
X, XI, and XII TC: Section XIV, LONGEVITY; Section XV,
ADMINISTRATIVE AUTHORITY; Section XVI, EMERGENCY CLAUSE; and
Section XVII, EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE, COLORADO
THAT:
Section I. Section I, MERIT AND CIVIL SERVICE CLASSICICATIONS, Ordinance
No. 175, Series of 1975, is hereby amended:
By deleting the following pay grades, classification titles, and pay ranges:

All remaining pay grades, classification titles, and pay ranges within
Ordinance No. 175, Series of 19759 shall remain unchanged and in full
force and effect.

Section II. Section IX of Ordinance No. 175, "UNIFORMS" as it is
presently worded shall be deleted and the following section inserted
in its place:
Section IX. CLOTHING ALLOWANCE. Clothing allowance shall be paid to all
uniformed Police Officers of the City at the rate of $175 per calendar
year per Officer, and shall be disbursed on a semi-annual basis. Police
Officer I. Police Officer II, Juvenile Officer, Training Technician,
Corporal, Sergeant of Patrol, Sergeant of Burglary Unit, Lieutenant of
Patrol, and Lieutenant of Burglary Unit. The City will be responsible
for the initial issuance of uniforms for the Police Officers when they
begin employment with the Department. This will be one complete issue
of uniforms. Any subsequent uniform acquisition or replacement will be
the responsibility of the individual Officer.
An Officer will not be eligible for his first clothing allowance until
after completion of one year of service with the Wheat Ridge Police
Department, and for the balance of the second year, the payment will be
pro-rated for the period of time remaining in that calendar year.
Example: If an individual is hired July 1, 1976, he will be eligible
for the clothing allowance on July 1, 1977, and will receive a pro-rated
share, or one-half of the annual clothing allowance for 1977.
The annual clothing allowance for Police Detectives is $230, payable on
a quarterly basis. Those eligible to receive the $230 clothing allow-
ance are: Detective, Lab Technician, Sergeant of Detectives, and
Lieutenant of Detectives.
Uniforms will be provided on an as-needed basis for Police Dispatchers
and Animal Control Officers. When uniforms become worn out or irreplac-
able, they will be replaced by the City for these individuals.
The City will provide work clothing for all designated Public Works and
Parks personnel and such other classifications as designated by the City
Administrator. No cleaning costs will be paid by the City for Public
Works and Parks personnel.
Section III. Adding Section X, CLEANING ALLOWANCE. The City will con-
tract with a local cleaning establishment using the competitive bid pro-
cedure to clean two uniforms per Police Officer per week. The billing
for this service will be made directly to the City. Those eligible for
the cleaning allowance are Police Officer I, Police Officer II, Animal
Control Officer, Police Dispatcher, Juvenile Officer, Training Teohnician,
Corporal, Sergeant of Patrol, Sergeant of Burglary Unit, Lieutenant of
Patrol, Lieutenant of Burglary Unit.
The City will make a $75 cash payment annually to each Police Detective,
Lab Technician, Sergeant of Detectives, and Lieutenant of Detectives for
the purpose of cleaning and maintenance of clothing used on City business.
These individuals shall have a free choice of cleaning establishments.
The $75 cash payment will be disbursed to these individuals on a quarterly
basis.
Section IV. Adding Section XI, COURT PAY FOR POLICE OFFICERS. A minimum
of two hours of compensation shall be paid to individual police officers
for Court appearances when required during off-duty hours.
Section U. Adding Section XII, COURT PAY FOR POLICE SERGEANTS. The City
will pay the actual time spent by Police Sergeants in Court for the purpose
of Handling cases in which their appearance in Court is required and not
discretionary. The individuals will be reimbursed only for Court appear-
ances which do not occur during their regular scheduled work day.

Section VI. Adding Section XIII, HEALTH INSURANCE. The City will pay 100%
of the individual employee's health plan premium and 50% of the health plan
premium cost for employee dependents, subject to the limitation that the City's
cash contribution, in any event, will not exceed $52.50 per month as a total
City contribution toward the combined employee and dependent coverage. The in-
tent of this provision is to establish a maximum City contribution toward health
plan costs of the City for its employees. The employee will be required to pay
any difference now, or in the future, above $52.50 per month for the plan se-
lected by him, provided such plan is offered by the City as an option. The
health plan program offered by the City shall be subject to annual review
and approval of the plans prior to the renewal date of January 1 each year.
Section VII. Emergency Clause for this Ordinance.
The provisions of this Ordinance are necessary for the preservation of the
public health and safety of the citizens of Wheat Ridge for the following
reasons:
(1) The additions and deletions of the positions are necessary to conform to
the 1976 operating budget.
(2) The earliest possible payment of the salaries and finge benefits author-
ized under this Ordinance is considered to have a direct bearing on em-
ployee morale and productivity.
Section VIII. Effective Date for this Ordinance.
This Ordinance shall take effect and be in force five (5) days after publica-
tion following final passage providing it shall have been passed by an affirm-
ative vote of three-fourths (3/4) of the members of the City Council. Other-
wise, said Ordinance shall take effect thirty (30) days after publication
following final passage.
