ORDINANCE NO. 207

TITLE: AN ORDINANCE REPEALING ORDINANCE NO. 175, SERIES OF 1975, ORDINANCE
No. 182, SERIES OF 1975, AND ORDINANCE NO. 190, SERIES OF 1975, AND
ORDINANCE NO. 199, SERIES OF 1976, AND FURTHER ESTABLISHING PAY
GRADES AND PAY RANGES AND ESTABLISHING POSITION CLASSIFICATIONS;
AND PROVIDING THAT ALL CLASSIFICATIONS, PAY GRADES AND PAY STEPS
SHALL REMAIN IN EFFECT HEREAFTER UNTIL CHANGED BY ORDINANCE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE, COLORADO
THAT:
Section I. Merit and Civil Service Classifications.
Merit and Civil Service classifications, pay grades and pay ranges for Merit
and Civil Service position classifications are hereby established for em-
ployees of the City. The City Council hereby finds and declares that those
classifications designated with the letter (E) are professional, supervisory
or administrative in nature and are, therefore, exempt from overtime pay-
ments.

Pay for Administrative, Department Heads and Special Staff will be established
by City Council based upon qualifications and responsibility, within the
following pay ranges; all positions are exempt from overtime:

Section V. Pay for Regular Part-Time, Part-Time and Temporary Work.
Regular part-time employees paid on an hourly rate will be granted merit step
increases on a pro rata basis.

Each summer thereafter these helpers shall be eligible for a possible increase
of 250 per hour for each succeeding summer that they are so employed. The
right to receive such increase shall be based upon the individual's past
proficiency and performance.
Part-Time Recreation positions are assigned pay grades on the pay table as
follows:
Grade 1 - Playground Leader I, Program Leader I
Grade 4 - Playground Leader II, Program Leader II
Grade 12 - Program Instructor I
Grade 20 - Program Instructor II
Grade 28 - Program Instructor III
Grade 38 - Program Specialist I
Grade 45 - Program Specialist II
Training positions, including Ranger, Intern and Recreation Aides, will be
paid $2.20 per hour or the minimum required by the Federal Wage and Hour
Law.

Section V. Pay for Regular Part-Time, Pert-Time and Temporary Work (Cont.)
Individuals hired as professional Park Ranger/Naturalists on a seasonal
basis will be paid at the beginning step in the same grade as full time
Park Ranger/Naturalist employees.
Section VI. Overtime Pay
The Fair Labor Standards Act of 1974, as amended, applies to all positions
in the City except those classifications designated exempt with the letter
"En.
Section VII. Fees and Special Contractual Rates.
Fees will be paid only for those positions not included in this ordinance.
Rates will be as follows:
Ligjor or 3.2% Beer Surveys: $42.00 per case;
City Legal Services, Part Time: $40,000.00 per year flat sum
per contractual agreement.
Section VIII. Court Personnel
Municipal Judge - $8,400.00 per annum, payable monthly.
Deputy Judge - $5,000.00 maximum per annum, payable $100.00 per three-hour
session; $30.00 per hour for each hour exceeding any three-
hour session.
Bailiff: $4.00 per hour, minimum $12.50 per session.
Chief Court Clerk - Pay Grade 22, Range 713 - 869.
Deputy Court Clerk - Pay Grade 18, Range 646 - 787.
Section IX. Clothing Allowance
Clothing allowance shall be paid to all uniformed Police Officers of the
City at the rate of $175 per calendar year per Officer, and shall be disbursed
on a semi-annual basis. Those eligible for the $175 per calendar year
clothing allowance are: Police Officer I, Police Officer II,
Training Technician, Corporal, Sergeant of Patrol, Sergeant of Burglary Unit,
Lieutenant of Patrol, and Lieutenant of Burglary Unit. The City will be re-
sponsible for the initial issuance of uniforms for the Police Officers when
they begin employment with the Department. This will be one complete issue
of uniforms. Any subsequent uniform acquisition or replacement will be the
responsibility of the individual Officer.

Section IX. Clothinq Allowance (Cont.)
An Officer will not be eligible for his first clothing allowance until after
completion of one year of service with the Wheat Ridge Police Department,
and for the balance of the second year, the payment will be pro-rated for
the period of time remaining in that calendar year. Example: If an indiv-
idual is hired July 1, 1976 he will be eligible for the clothing allowance
on July 1, 1977, and will receive a pro-rated share, or one-half of the
annual clothing allowance for 1977.
The annual clothing allowance for Police Detectives is $230, payable on a
quarterly basis. Those eligible to receive the $230 clothing allowance are:
Detective, Lab Technician, Sergeant of Detectives, Lieutenant of Detectives
and other designated representatives by the Chief of Police. Uniforms will
be provided on an as-needed basis for Police Dispatchers and Animal Control
Officers. When uniforms become worn out or irreplaceable, they will be re-
placed by the City for these individuals.
The City will provide work clothing for all designated Public Works and
Parks Personnel and such other classifications as designated by the City Ad-
ministrator. No cleaning costs will be paid by the City for Public Works
and Parks Personnel.
Section X. Cleaning Allowance
The City will contract with a local cleaning establishment using the com-
petitive bid procedure to clean two uniforms per Police Officer per week.
The billing for this service will be made directly to the City. Those
eligible for the cleaning allowance are Police Officer I, Police Officer II,
Animal Control Officer, Police Dispatcher, Training Technician, Corporal,
Sergeant of Patrol, Sergeant of Burglary Unit, Lieutenant of Patrol, Lieu-
tenant of Burglary Unit.
The City will make a $75 cash payment annually to each Police Detective,
Lab Technician, Sergeant of Detectives, Lieutenant of Detectives and other
designated representatives by the Chief of Police for the purpose of
cleaning and maintenance of clothing used on City business. These indiv-
iduals shall have a free choice of cleaning establishments. The $75 cash
payment will be disbursed to these individuals on a quarterly basis.
Section XI. Court Pay for Police Officers
A minimum of two hours of compensation shall be paid to individual police
officers for Court appearances when required during off-duty hours.

Section XII. Court Pay for Police Sergeants
The City will pay the actual time spent by Police Sergeants in Court for the
purpose of handling cases in which their appearance in Court is required and
not discretionary. The individuals will be reimbursed only for Court appear-
ances which do not occur during their regular scheduled work day.
Section XIII. Health Insurance
The City will pay 100% of the individual employee's health plan premium and 50%
of the health plan premium cost for employee dependents, subject to the
limitation that the City's cash contribution, in any event, will not exceed
$52.50 per month as a total City contribution toward the combined employee and
dependent coverage. The intent of this provision is to establish a maximum City
contribution toward health plan costs of the City for its employees. The em-
ployee will be required to pay any difference now, or in the future, above $52.50
per month for the plan selected by him, provided such plan is offered by the
City as an option. The health plan program offered by the City shall be sub-
ject to annual review and approval of the plans prior to the renewal date of
January 1 each year.
Section XIV. Longevity
Base annual pay received in the prior calendar year will be used to compute
longevity pay for all employees who qualify in accordance with the Rules and
Regulations promulgated under authority of Ordinance 178.
Employee longevity qualifications shall be retroactive to include those em-
ployees who have completed their fourth year of actual employment with the
City -If Wheat Ridge prior to April 14, 1974. Service with any other gov-
ernmental agency or employer shall not be included in the computation of
longevity pay.
Section XV. Administrative Authority
All hiring, promotion, reclassification, and other policies relating to
City personnel shall be provided by the Personnel Rules and Regulations of
the City of Wheat Ridge, or Civil Service rules, whichever is applicable.
Section XVI. Emergency Clause.
The provisions of this Ordinance are necessary for the preservation of the
public health and safety of the citizens of Wheat Ridge for the following
reasons:

(1) The adoption of the new pay scale for the City employees
authorized under this ordinance is considered of vital public
interest;
(2) The higher salary levels are justified as soon as possible
to accurately reflect the adopted prevailing wage policy of the
City.
(3) The revised salary schedules have a direct bearing on em-
ployee productivity and morale and are, therefore, in the public
interest for immediate implementation.
Section XVII. Effective Date for this Ordinance
This Ordinance shall take effect and be in force five (5) days after pub-
lication following final passage providing it shall have been passed by an
affirmative vote of three-fourths (3/4) of the members of the City Council.
Otherwise, said Ordinance shall take effect thirty (30) days after public-
ation following final passage.
