TITLE: AN ORDINANCE REPEALING ORDINANCE NO. 207, SERIES OF 1976,
ORDINANCE NO. 218, SERIES OF 1976, AND ORDINANCE NO. 226,
SERIES OF 1977 BY PROVIDING FOR 5o PAY INCREASES FOR CITY EM-
PLOYEES RETROACTIVE TO JANUARY 1, 1977; ESTABLISHING NEW
POSITION CLASSIFICATIONS, AND PROVIDING THAT ALL CLASSIFI-
CATIONS, PAY GRADES AND PAY RANGES SHALL REMAIN IN EFFECT
HEREAFTER UNTIL CHANGED BY ORDINANCE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE, COLORADO
THAT:
Section I. Merit and Civil Service Classifications
Merit and Civil Service classifications, pay grades and pay ranges for
Merit and Civil Service position classifications are hereby established
for employees of the City. The City Council hereby finds and declares
that those classifications designated with the letter (E) are profess-
ional, supervisory or administrative in nature and are, therefore,
exempt from overtime payments.

Section V. Pav for Regular Part-Time, Part-Time and Temporary Work.
Regular part-time employees paid on an hourly rate may be granted merit
increases on a pro rated basis in accordance with the Merit System Rules.
Pay for Part Time and Temporary Work. Parks and Public Works helpers
employed as summer help only will be paid the minimum Federal Wage the
first summer that they are so employed.
Each summer thereafter these helpers shall be eligible for a possible
increase of 25~ per hour for each succeeding summer that they are so
employed. The right to receive such increase shall be based upon the
individual's past proficiency and performance.
Part-Time Recreation positions are assigned pay grades as follows:
Grade 1 - Playground Leader I, Program Leader I
Grade 4 - Playground Leader IT, Program Leader IT
Grade 12 - Program Instructor I
Grade 20 - Program Instructor IT
Grade 28 - Program Instructor III
Grade 38 - Program Specialist I
Grade 45 - Program Specialist IT
Training positions, including Ranger, Intern and Recreation Aides, will
be paid $2.30 per hour or the minimum required by the Federal Wage and
Hour Law.

Section V. Pay for Regular Part-Time, Part-Time and Temporary Work (Cont.)
Individuals hired as professional Park Rangers on a seasonal basis will
be paid at the beginning step in the same grade as a full time Assistant
Park Ranger.
Senior Citizen Aide - Pay Grade 5, Range $2.83/Hr. - $3.68/Hr.
Section VI. Overtime Pay.
The Fair Labor Standards Act of 1974, as amended, applies to all posi-
tions in the City except those classifications designated exempt with
the letter "E".
Section VII. Fees and Special Contractual Rates
Fees will be paid only for those positions not included in this ordi-
nance. Rates will be as follows:
Liquor or 3.2% Beer Surveys
City Legal Services, Part Time
per contractual agreement.
$42.00 per case;
$42,500 per year flat sum
Section VIII. Court Personnel
Municipal Judge - Effective January 1, 1977 $9,600 per annum, payable
monthly.
Deputy Judge - Effective January 1, 1977 $6,000 maximum per annum,
payable $100.00 per three hour session; $30.00 per hour for each
hour exceeding any three-hour session.
Bailiff - $4.00 per hour, minimum $12.50 per session.
Chief Court Clerk - Pay Grade 22, Range $749 - $974.
Deputy Court Clerk - Pay Grade 18, Range $678 - $881.
Section IX. Clothing Allowance
Clothing allowance shall be paid to all uniformed Police Officers of
the City at the rate of $175 per calendar year per officer, and shall
be disbursed on a semi-annual basis. Those eligible for the $175 per
calendar year clothing allowance are: Police Officer I, Police Officer II,
Senior Police Officer, Sergeant of Patrol, Lieutenant of Patrol. The
City will be responsible for the initial issuance of uniforms for the
Police Officers when they begin employment with the Department. This
will be one complete issue of uniforms. Any subsequent uniform acqui-
sition or replacement will be the responsibility of the individual Officer.

Section IX. Clothing Allowance (Continued)
An officer will not be eligible for his first clothing allowance until
after completion of one year of service with the Wheat Ridge Police De-
partment, and for the balance of the second year, the payment will be
pro-rated for the period of time remaining in that calendar year. Ex-
ample: If an individual is hired July 1, 1977 he will be eligible for
the clothing allowance on July 1, 1978, and will receive a pro-rated
share, or one-half of the annual clothing allowance for 1978.
The annual clothing allowance for Police Detectives is $230, payable on
a quarterly basis. Those eligible to receive the $230 clothing allow-
ance are: Police Detective, Lab Technician, Sergeant of Detectives,
Lieutenant of Detectives and other designated representatives of the
Chief of Police. Uniforms will be provided on an as-needed basis for
Police Dispatchers and Animal Control Officers. When uniforms become
worn out or irreplaceable, they will be replaced by the City for these
individuals.
The City will provide work clothing for all designated Public Works and
Parks personnel and such other classifications as designated by the City
Administrator.
Section X. Cleaning Allowance
The City will contract with a local cleaning establishment using the
competitive bid procedure to clean two uniforms per Police Officer per
week. The billing for this service will be made directly to the City.
Those eligible for the cleaning allowance are Police Officer I, Police
Officer II, Animal Control Officer, Police Dispatcher, Senior Police
Officer, Sergeant of Patrol and Lieutenant of Patrol.
The City will make a $75 cash payment annually to each Police Detective,
Lab Technician, Sergeant of Detectives, Lieutenant of Detectives and
other designated representatives by the Chief of Police for the purpose
of cleaning and maintenance of clothing used on City business. These in-
dividuals shall have a free choice of cleaning establishments. The $75
cash payment will be disbursed to these individuals on a quarterly basis.

Section XI. Court Pay for Police Officers
A minimum of two hours of compensation shall be paid to individual police
officers for Court appearances when required during off-duty hours.
Section XII. Court Pay for Police Sergeants
The City will pay the actual time spent by Police Sergeants in Court for
the purpose of handling cases in which their appearance in Court is re-
quired and not discretionary. The individuals will be reimbursed only
for Court appearances which do not occur during their regular scheduled
work day.
Section XIII. Health Insurance
Effective February 1, 1977, the City will pay 100% of the individual em-
ployee's health plan premium,a portion of the health plan premium cost
for employee dependents, subject to the limitation that the City's cash
contribution, in any event, will not exceed $60.00 per month as a total
City contribution toward the combined employee and dependent coverage.
The intent of this provision is to establish a maximum City contribution
toward health plan costs of the City for its employees.
Effective February 1, 1977 the employee will be required to pay any diff-
erence now, or in the future, above $60.00 per month for the plan selected
by him, provided such plan is offered by the City. Health plans offered
by the City shall be subject to annual review and approval prior to the
renewal date of January 1 each year.
Section XIV. Longevity
Beginning with the Month of March, 1977, and every month thereafter,
longevity pay shall be computed and paid on a monthly basis as a percen-
tage of base salary according to the following formula:

Section XIV. Longevity (Continued)
Base salary shall mean the direct salary paid to the employee as auth-
orized in the salary ordinance for his classification, exclusive of
fringe benefits, paid overtime, and other premium pay.
Service with any other governmental agency or other employer shall not
be included in the computation of longevity pay.
Total monthly salary, including longevity pay, shall not exceed the
maximum pay for the classification of the employee as established in
the salary ordinance.
Longevity pay as a benefit shall be applicable only to those employees
who were employed prior to the effective date of this Ordinance and
shall be discontinued as a fringe benefit for all persons hired sub-
sequent to the effective date of this Ordinance.
In order to adjust longevity payments from a lump sum amount to a
monthly amount, all employees who are eligible for lump sum longevity
payment during the calendar year 1977 shall receive such lump sum pay-
ment on the payday following their anniversary date of employment,
based on a percentage of the base salary received in the prior calendar
year, according to the formula stated earlier in this Section, exclusive
of overtime and other premium pay. The monthly salary for such em-
ployees shall thereafter be adjusted to reflect the payment of longevity
benefits in accordance with the formula indicated above.
Section XV. Incentive Pay Increases
Employees shall be eligible for merit pay increases when recommended by
the immediate supervisor and approved by the Department Head and the
City Administrator for meritorious work which clearly and consistently
exceeds the basic requirements for the position as evidenced by a Per-
formance Evaluation completed on the form prescribed for this purpose.
The amount of merit increases awarded at any one time when the employee
is eligible may be 0%, 1%, 20, 30, 40, 50 or 6° of base salary. The
increases must be expressed as a whole percentage and not a fraction of
a percentage, except in those cases where a full percentage point will
cause the total compensation, including merit increase, to exceed the

maximum base salary of such employee's classification. The merit in-
crease raises the level of the employee's base salary and shall not in
any case exceed the maximum base salary for the employee's classifica-
tion as established in the salary ordinance, including longevity pay.
Average or satisfactory performance shall not be considered justifica-
tion for merit increases.
An employee performance evaluation shall be completed on each employee
at least once each year. Department Head performance will be reviewed
annually by the City Administrator, and merit increase recommendations
for Department Heads shall be subject to the review and approval of the
Mayor. The City Administrator shall be subject to review and approval
by City Council.
Employees will be eligible for merit increases following the successful
completion of a probationary period and at twelve-month intervals there-
after.
Section XVI, Cost of Living
When a cost of living pay adjustment is granted by the City Council,
the minimum and maximum salary rate for the classification as estab-
lished in the salary ordinance shall be adjusted accordingly, and the
base salary of all employees to whom such increases is applicable shall
be adjusted accordingly.
Section XVII. Sick Leave Conversion Pav
On the effective date of this Ordinance, cash payment for unused sick
leave shall be discontinued for all employees, except when an employee
retires from the City's service in order to take advantage of benefit
payments under one of the City's retirement plans. Payment for unused
sick leave at time of such retirement shall be made to the employee on
the basis of one (1) day cash payment for each two (2) days of sick
leave exceeding sixty (60) days of accrued sick leave. Under this
policy, employees may continue to accrue sick leave without limit until
retirement less any sick days used.

Section XVIII. Administrative Authority
All hiring, promotion, reclassification, and other policies relating to
City personnel shall be provided by the Personnel Rules and Regulations
of the City of Wheat Ridge, or Civil Service rules, whichever is applicable.
Section XI;'. Emergency Clause
The provisions of this Ordinance are necessary for the preservation of the
public health and safety of the citizens of Wheat Ridge for the following
reasons:
(1) The adoption of the new pay scale for the City employees auth-
orized under this Ordinance is considered of vital public interest;
(2) The higher salary levels are justified as soon as possible to
accurately reflect the adopted prevailing wage policy of the City;
(3) The revised salary schedules have a direct bearing on employee
productivity and morale and are, therefore, in the public interest
for immediate implementation.
Section XX. Effective Date for this Ordinance
Sections I through VIII of this Ordinance shall be retroactive to Jan-
uary 1, 1977. This Ordinance shall take effect and be in force immed-
iately after publication following final passage providing it shall have
been passed by an affirmative vote of three-fourths (3/4) of the members
of the City Council. Otherwise, said Ordinance shall take effect thirty
(30) days after publication following final passage.
