ORDINANCE NO. 274
Series of 1978
TITLE: AN ORDINANCE REPEALING ORDINANCE NO. 231, SERIES OF 1977,
AND ORDINANCE NO. 241, SERIES OF 1977; AND FURTHER REGARDING
CITY EMPLOYEE LONGEVITY PAY, MERIT SALARY INCREASES, COST OF
LIVING, AND SICK LEAVE CONVERSION PAY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE,
COLORADO, THAT:
Section 1. Ordinance No. 231, Series of 1977, and Ordinance No. 241,
Series of 1977, are hereby repealed.
Section 2. Longevity Pay.
(1) Regular full-time and regular part-time employees,
hired prior to April 3, 1977, shall receive additional
pay for length of service as an employee of the City of
Wheat Ridge. Such pay shall be designated longevity pay
and shall be computed by using the individual's base
salary as determined at the beginning of the employee's
longevity pay eligibility year with the City. Such
longevity pay shall be paid in equal installments on
each pay period following eligibility. The longevity
pay eligibility shall be as follows:

(2) Longevity pay shall be computed and paid on each
pay period as a percentage of base salary according to
the above formula.
(3) Base salary shall mean the current salary paid to
the employee as authorized in the salary ordinance for
his classification, exclusive of fringe benefits, paid
overtime, and other premium pay.
(4) Service with any other governmental agency or other
employer shall not be included in the computation of
longevity pay.
(5) Total monthly salary, including longevity pay, shall
not exceed the maximum pay for the classification of the
employee as established in the salary ordinance.
(6) Longevity pay as a benefit shall be applicable only
to those employees who were employed prior to the effect-
ive date of ordinance No. 231, and shall be discontinued
as a fringe benefit for all persons hired subsequent to
the effective date of that Ordinance, April 3, 1977.

(7) Limitations and Conditions.
(a) No credit for longevity pay will be credited
during maternity leave, educational leave, or
leave without pay.
(b) Service for longevity purposes shall be from
last date of hire.
(c) Effective date for longevity pay shall be the
date of eligibility.
Section 3.
Merit Salary Increase.
(A) Determination of Anniversary Date.
(1) Anniversary Date. This shall be established
as the initial date of hire with the City. Each
employee's anniversary date shall then remain at
that date while the employee is continuously
employed by the City.
(2) Rehire. The Anniversary Date for an employee
shall be defined as the date of rehire with the
City of Wheat Ridge.
(3) This Rule will become effective for all
employees hired after adoption of the City of Wheat
Ridqe Merit System Personnel Rules and Regulations,
(B) Pay Incentive Merit Increases.
(1) Any employee whose job performance is clearly
and consistently above the reauirements of his
position may be recommended for salary increase
within the pay range of his assigned pay range;
such increase may be from 0% to 60, as evidenced
by a Performance Evaluation completed by his
immediate supervisor and approved by his Department
Head.
Employees shall be eligible for merit pay increases
when recommended by the immediate supervisor and
approved by the Department Head and the City
Administrator for meritorious work which clearly
and consistently exceeds the basic requirements for
the position as evidenced by a Performance Evaluation
completed on the form prescribed for this purpose.
The amount of merit increases awarded at any one
time when the employee is eligible may be 0°, 1°,
20, 3%, 40, 50, or 60 of base salary. The increases
must be expressed as a whole percentage and not a
fraction of a percentage, except in those cases where
a full percentage point will cause the total compensa-
tion, including merit increase, to exceed the maximum
base salary of such employee's classification. The
merit increase raises the level of the employee's
base salary and shall not in any case exceed the
maximum base salary for the employee's classification
as established in the salary ordinance, including
longevity pay. Average or satisfactory performance
shall not be considered justification for merit
increases.

An employee Performance Evaluation shall be completed
on each employee at least once each year. Department
Head performance will be reviewed annually by the
City Administrator, and merit increase recommendations
for Department Heads shall be subject to the review
and approval of the Mayor. The City Administrator
shall be subject to review and approval by City
Council.
Employees will be eligible for merit increases on
their anniversary date and at twelve (12) month
intervals thereafter.
(2) Regular part-time employees may be granted
merit increases in the same way as regular full-
time employees.
(3) Merit increases shall not be granted to
terminated employees whose anniversary date
occurs during the terminal leave period after
their last actual day of work.
(4) The effective date for all merit increases
shall be the anniversary date.
(5) Average or satisfactory performance shall not
be considered justification for a merit increase.
Section 4. Cost of Livi
When a cost of living pay adjustment is granted by the
City Council, the minimum and maximum salary rate for
the classification as established in the salary ordinance
shall be adjusted accordingly, and the base salary of
all employees to whom such increase is applicable shall
be adjusted accordingly.
Section 5. Sick Leave Conversion Pav.
Upon the employee's retirement from the City service
in order to take advantage of benefit payments under
one of the City's retirement plans, he shall be paid
at the rate of one (1) day cash payments for each two
(2) days of accrued sick leave which exceeds sixty (60)
days (Four Hundred Eighty (480) hours). This is based
on an unlimited accrual from the day the employee
begins service with the City, less days used for illness
during the period of that service.
Section 6. Effective Date of this ordinance. Section 1 shall be retro-
active in effect to March 17, 1978; Section 2 shall be retroactive in effect to
March 13, 1978; Sections 3, 4, and 5 shall be retroactive in effect to January 1, 1978.

final passage set for April 17 , 1978, at 7:30 o'clock P .m.,
at Council Chambers, Anderson Building, 4355 Field Street, Wheat
Ridge, Colorado.
