September 7, 1972
The one hundred and seventy-third regular meeting of the Wheat Ridge
City Council was called to order at 7 35 p.m. at 7390 West 38 Avenue
by Mayor Albert E. Anderson.
Aldermen attending were
Howard and Calvin Hulsey.

Dr. Paul Abramson, Joseph Donaldson, Robert
Aldermen Ray Pepe and Jack Bramble were
Others attending were Mayor Anderson, City Clerk Louise Turner,
City Attorney Maurice Fox, Mass Transit and Personnel Committee
members, and interested citizens.
An on premises 3.2% Beer License for Familv Fun Center came up for
approval of issuance.
Motion by Alderman Donaldson "I move for approval of issuance of
the license for Family Fun Center." Motion was seconded by Alderman
Hulsey and passed 4-0.
Issuance of a 3-waV Liquor License for Village Inn Pancake House was
discussed.
Motion by Alderman Howard "I move we authorize issuance of a 3-way
liquor license for Village Inn Pancake House." Motion was seconded
by Alderman Donaldson and passed 4-0.
A Mass Transit Committee report was given by Ben Chastain who said
1. The bills for June and July for Denver Metro Transit had been
just under $900.00 and the bill for August was $487.77, and the balance
left for the rest of 1972 was $2,785.00.
2. Ninety-two people per day rode the Express Bus in August.
3 That information on the route of the new express bus had been
distributed The routes that had been eliminated had a maximum of
three regular riders.
4. There is an increasing sentiment for a once a week shoppers
special and one is proposed with a winding route to pick up people at
approximately 9 45 a.m., take them downtown and return them home by
3 00 p m. The Mass Transit Committee had approved the concept of the
shoppers special.
Motion by Alderman Abramson "I move that the Mass Transit Committee
be authorized to institute the once a week shoppers bus service at
their earliest convenience and that they present to Council in no
less than 5 weeks a technical evaluation of the performance." Motion
was seconded by Alderman Donaldson and passed 4-0.
Motion by Alderman Hulsey "I move that the fare on the shoppers special
be set at 35~." Motion was seconded by Alderman Donaldson and passed 3-1.
Alderman Howard voted "nay."
Ordinance No. 117 was introduced by Alderman Donaldson and read.
Rocco Gioso Chairman of the Personnel Committee stated among other things
that the Ordinance is within the 5.5% increase Federal Guidelines, That
it brings Wheat Ridge into line with other cities and that the position
of Director of Administrative Services had been changed to a position
of Staff Administrator which would not be subject to removal as a political
appointment. He said the Committee recommended the use of compensatory
time in lieu of overtime as much as possible.
Motion by Alderman Hulsey "I move to amend Ordinance No. 117 by adding
'Recreational Superintendent' under grade 26." Motion was seconded by
Alderman Abramson and passed 3-1. Alderman Howard voted "nay"and Aldermen
Pepe and Bramble were absent.

Motion by Alderman Hulsey "I move that Ordinance No 117 be approved
on first reading and be published and posted." Motion was seconded by
Alderman Donaldson and passed 4-0. Aldermen Pepe and Bramble were absent.
It was stated a quorum might not be present at the September 14, 1972
meeting. Attorney Fox said if a quorum is not present there would be
no Public Hearings and zoning cases scheduled for that night would be
republished at city expense.
Meeting was adjourned at 8 55 p.m.
