ORDINANCE NO. 372
Series of 1979
TITLE: AN ORDINANCE REPEALING ORDINANCE NO. 357, SERIES OF 1979, PROVIDING
FOR NEW CLASSIFICATIONS, PAY RANGES AND PAY GRADES, PROVIDING FOR
IMPLEMENTATION JANUARY 1, 1980, AND FURTHER PROVIDING FEE AND SPECIAL
CONTRACTUAL RATES
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE, COLORADO, THAT:
Section I. Merit and Civil Service Classifications
Merit and Civil Service classifications, pay grades and pay ranges for Merit and
Civil Service position classifications are hereby established for employees of
the City. The City Council hereby finds and declares that those classifications
designated with the letter (E) are professional, supervisory or administrative
in nature and are, therefore, exempt from overtime payments.

Individuals hired as professional Park Rangers on a seasonal basis will be paid at
the beginning step in the same grade as a full time Park Ranger-Naturalist I.

The Fair Labor Standards Act of 1974, as amended, applies to all positions in the
City except those classifications designated exempt with the letter "E".
Section VI. Liquor or 3.2% Beer Surveys
Fees will be paid only for those positions not included in this ordinance. Rates
will be as follows:
Liquor or 3.2% Beer Surveys: not to exceed $150.00 per case.
Section VII. Court Personnel
Municipal Judge - Effective January 1, 1980, $10,272 per annum, payable monthly.
Deputy Judge - Effective January 1, 1980, $6,420 per annum., payable monthly.
Bailiff - $4.00 per hour, minimum $12.50 per session.
Section VIII. Clothing and Cleaning Allowance
A combined clothing and cleaning allowance shall be paid to all uniformed Police
Officers of the City at the rate of $400 per calendar year per officer, and shall
be disbursed on a quarterly basis. Animal Control Officers shall receive a
cleaning allowance of $110 per year payable quarterly from date of hire. The
City will be responsible for the initial issuance of uniforms for the Police
Officers when they begin employment with the Department. This will be one
complete issue of uniforms. Any subsequent uniform acquisition or replacement
will be the responsibility of the individual officer.
An officer will not be eligible for his first clothing allowance until after
completion of one year of service with the Wheat Ridge Police Department, and
for the balance of the second year, the payment will be prorated for the period
of time remaining in that calendar year. Example: If an individual is hired
July 1, 1979, he will be eligible for the clothing allowance on July 1, 1980,
and will receive a prorated share, or one-half of the annual clothing allowance
for 1980.
Uniforms will be provided on an as-needed basis for Park Rangers and Animal
Control Officers. When uniforms become worn out or irreparable they will be
replaced by the City for these individuals.
The City will provide work clothing for all designated Public Works and Parks
personnel and such other classifications as designated by the City Administrator.

Section IX. Court Pay for Police Officers

A minimum of two hours of compensation shall be paid to commissioned police
officers for Court appearances when subpoenaed during off-duty hours.
Section X. Health Insurance
The City will pay 100% of the individual employee's health plan premium, a
portion of the health plan premium cost for employee dependents, subject to the
limitation that the City's cash contribution, in any event, will not exceed
$70.00 per month as a total City contribution toward the combined employee and
dependent coverage. The intent of this provision is to establish a maximum City
contribution toward health plan costs of the City for its employees. The
employee will be required to pay any difference now, or in the future, above
$70.00 per month for the plan selected by him, provided such plan is offered
by the City. Health plans offered by the City shall be subject to annual review
and approval prior to the renewal date of January 1 each year.
Section XI. Administrative Authority
All hiring, promotion, reclassification, and other policies relating to City
personnel shall be provided by the Personnel Rules and Regulations of the City
of Wheat Ridge or Civil Service rules, whichever is applicable.
Section XII. Implementation and Effective Date of this Ordinance
Any employee whose present salary is at the current minimum as established by
Ordinance No. 357 shall receive the new minimum. All other employees' salaries
shall be computed as follows: The employee's new salary will be at the same
percentage increase over the minimum of his/her new pay range as that employee's
percentage increase was over his/her old pay range minimum.
Section XIII. Repeal of Ordinance No. 357
Ordinance No. 357 is hereby repealed in its entirety.
This Ordinance shall be effective January 1, 1980.

ORDINANCE NO. 357, SERIES OF 1979, SECTION I, MERIT AND CIVIL
SERVICE CLASSIFICATION
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE, COLORADO,
THAT:
Section 1. Ordinance No. 357, Series of 1979, is hereby amended by
adding the following pay grade, classification title and pay range:
