March 15, 1973
The ona hundrad aid ninaty fifth regular maating of the Wheat Ridge
City Council was called to order at 7 35 p.m. at 7390 West 38 Avenue
by Mayor Albert E. Andarson.
Aldermen attending were Dr. Paul Abramson, Joseph Donaldson, Robart
Howard, Calvin Hulsey and Ray Pepa.
Also attending wera Mayor Anderson, City Clerk Louise Turner, City
Treasurer James Malone, City Attorney Maurice Fox, staff personnel
and intarasted citizens.

Claudia Worth of 4550 Oak, Girl Scout Leader and by Brownie
Scout Beth Klein and Jr. Scout Jeanette Worth who stated they were
collecting---aluminum cans, pop cans and bottles to be recycled and
that the profit would be turned over to Boyd Kraemer for the sod
house Large plastic bags were distributed to Council to be filled
and brought back on February 22, 1972.
Lon Claments of 3825 Carr who said his daughter on her way home from
school and walking beside 38 rlvanue had been hit on the ear and shoulder
by the mirror of a truck passing on 38 Avenue. He stressed the nead
for walkways for the children. He said he had heard talk about 4 lanes
and curb and gutters and turn lanes, but he had heard nothing about
walkways. He said snow removal was not naeded, and all he was asking
for was a safe place to walk.

f'lotion by Alderman Abramson "I move that Mary Jo Cavarra be appointed
by this City Council to fill tha vacant Ward III Alderman position
created bV Jack Bramble's resignation." Motion was saconded bV Alderman
-ulsay and passad 3-2. Alderman Howard and Pepe voted "Nay."

Motion by Alderman Hulsey "I mova that Case WZ-72-38, a request from
Residential-One to Residential-one-A be approved for the following reasons
1. The Planning Commission recommended approval
2. It wouldn't increase the traffic load on Quail Street.
3 It meets with the Land Use Plan." Motion was seconded by
Alderman Donaldson.
Aldarman Howard said he intended to vote I'nay" for the following reasons
1. The present zoning would allow reasonable development.
2. The sole purpose of the raquest was "to jam more houses on
4 plus acres."
3. That downgrading from Residential-One to Residential-one-A
would open the remainder of the area for Residential-ona-A zoning.
Quastion was called and Motion was defeated 3-1. Aldermen Howard and
nonaldson, and Pepe voted "nay."

Budget and ~~~iations Report for February was given by Treasurer
James Malone. Report indicated that 13.8% of the anticipated revenue
had been received and 13.1% of the appropriation had been expended.
Participation in the amount of $3900. DO in an Urban Drainage _and Flood
~ont!~1-Di~~rict St~ of Lena Gulch came up for consideration.
Motion by Alderman Abramson "I move that the City of Wheat Ridge
participate with the Urban Drainage District in a study of Lena Gulch,
the monies having been set aside in Account No. 419.14." Motion was
seconded by Alderman Hulsey and passed 5-0.
Motion by Alderman Abramson "I move that the Treasurer be authorized
to purchase 6 cubic yard dump truck and one all window van for the Parks
Department at a total cost not to exceed $11,056 14 charged to the
proper accounts" Motion was seconded by Alderman Donaldson and passed 5-0.
Motion by Alderman Abramson "I move that the Treasurer be authorized to
purchase the installation and development of an electrical distribution
system for City Parks from the Public Service Company at a total cost
not to exceed $4,705.00 from Account No. 452.15." Motion was seconded
by Alderman Donaldson and passed 4-0 Alderman Hulsey abstained on
recommendation of Attorney Fox.
In answer to a question by Alderman Ho~~rd, Park Director_B~~~~~aemer
said $1,955.00 was allowed for removal of the old system.
A proposal for the City to contract with Olympus Aerial Surveys Inc.
for aerial orthophotographic contour mapping of Wheat Ridge came up
for consideration.
Motion by Alderman Pepe "I recommend we table this so we can have
the City Engineer look into the matter before a decision is made."
Motion was seconded by Alderman Howard and defeated 3-2. Aldermen
Donaldson, Hulsey and Abramson voted "nay."
Motion by Alderman Hulsev "I move that Mayor Anderson be authorized
to contract with Olympus Aerial Surveys Inc. for aerial orthophotographic
contour maps in an amount not to exceed $51,028.00 and with HNB Consulting
Engineers for final checkirlg of the mapping in an amount not to exceed
$2,000.00, said fundinq to be allocated from Account No. 431.24 Capital
Outlay." Motion was seconded by Alderman Donaldson.
Coments were made by the following
Alderman Abramson said that the Lena Gulch project should not be
delayed into the time foliage would be on the trees.
Alderman Pepe said the timing was not so critical that it should be
approved wiltlOut the "OK" of the City Engineer.
Alderman Hulsey said the project was important to the City.
Mayor Anderson said that it would be a tragedv if the project were not
approved.
Public Works Director Glenn ~lor said that five days flVing time was
needed
Stagey Strewell, President of the Olympus Surveys said that flying should
be done before foliage comes out in the next month.
~ilderman Howard said that since Lakeside and Mountain View were included,
Mr. Taylor should contact them to determine their contribution.
Question was called and Motion passed 4-1. Alderman Pepe voted "nav."

The subject of strest maintenance personnel and~ipment was brought
up for considsration.
Motion by Alderman Abramson "I movs the matter of street improvements
be tabled for two wesks for a Public Hearing on March 29, 1973." Motion
was seconded by Alderman Hulsey and passed 4-1. Alderman Pepe voted "nay."
Walter Johnson, staff administrator presented information pertaining
to Wheat Ridge participation in the EEA (Emergency Employment Act) Progra~.
Motion by Alderman Pepe "I move ths Mayor be authorized to enter into
a contract with the state for participation in an EEA Program." Motion
was seconded by Alderman Donaldson.
Mr. Johnson clarified that ths present proposal extended through August 31,
1973 and at that time the City could either hire the individuals or help
find them another job.
Question was called and Motion passed 5-0.
Motion by Alderman Howard "I move we proceed to obtain two laborsrs
and ons parks caretaker I as first priority, and one additional parks
caretaker I, second priority." Motion was seconded by Alderman Abramson
and passed 5-0.
Mayor Anderson stated that a Civil Service Resolution listed on the Agenda
would be considered on March 29, 1973.
Motion by Alderman Abramson "I move that ~~olution No. 215 pertaining
to the purchase of surplus property be adopted as read with the names
'George Hunter, Boyd Kraemer and Walter Grande' listed as those to be
ths signers for such property." Motion was seconded by Alderman Donaldson
and passed 5-0.
Resolution No. 215 pertaining to a Citizen's Task Force was introduced
by Alderman Hulsey and read.
Motion by Alderman Donaldson "I move that Resolution No. 215 be adopted."
Motion was seconded by Alderman Abramson and passed 5-0
Resolution No. 217 pertaining to Minor Flood Plain Uses was introduced
by Aldermar Abramson and read.
Attorney Fox stated an Ordinance should not be amended by a Resolution,
but by another Ordinallce. He added that after some recommended changes
in Ordinances have been made, he would recommend codification of all
ordinances and that a resolution cannot be codified with the ordinances.
Motion by Aldsrman Howard "I move Resolution No. 217 be tabled to
allow the Planning Department to bring it back in the form of an Ordinance."
Motion was seconded by Alderman Pepe and passed 5-0
Mayor Anderson stated the Ordinance pertaining to 4 year overlapping
termsvbe tabled.

Ordinance No. 127 pertaining to motor bikes was introduced by Alderman
Donaldson and read.
Citizen Comments were made by
Mrs. Pat Knipp of 11878 West 35 Avenue who lives adjacent to a
hillside used by motor and mini bikes and who prssented petitions with
29 names requesting the~be an ordinance prohibiting machine driven
vehicles on vacant, school and greenbelt lands unless the land were
dssignatsd for that uss and supsrvissd. Shs rscommsndsd that vshicles of
offsndsrs be impounded with $50.00 for a first offense fee, and $100.00
fee for second offense. Mrs. Knipp added that parents deliver their
children to this area, and the rssult is dust noise, and frequent clashes.

Nancy Snow of 11155 West 40 Avenue asked if the Ordinance as read
could be enforced to which City Attorney Fox replied there was
some question, but it could be tried
Mrs. Knipp asked if penalties could be applied to the parents, and
Mr Fox said they could not.
John Lovelace of 22 Skyline Drive said prohibiting these vehicles in
vacant lots would drive them to other places, some perhaps, to the
greenbelt, but that they would not tend to disappear. He said that
they are owned by many responsible people and should be recognized
as a form of recreation.
Louise Turner said the City might keep these vehicles from areas where
they are not wanted by providing a place for them in a suitable area
of the City
Motion by Alderman Pepe "I move Ordinance No. 127 be adopted on
first reading and be ordered published and posted." Motion was seconded
by Alderman Hulsey and passed 5-0.
Nancy Snow of 11155 West 40 Avenue presented petitions containing 115
names asking that the prohibition of motorized bikes in the greenbelt
also be extended to cover police patrolling and that such patrolling
be done on foot, bicycle or horseback. Mrs. Snow said one motorbike
might catch another, but the noise of one coming would be heard by
any other type of violator. She asked that the Council vote "no" on
the police request to purchase motorbikes to patrol the greenbelt.

Mot~on by Alderman Pepe "I move the deeds and permanent easements
presented by Mr. Barr be accepted." Motion was seconded by Alderman
Donaldson and passed 5-0.
Motion by Alderman Pepe "I move that the Treasurer be authorized to
purchase General Liability Insurance from Gallaher Insurance Agencv
at an initial premium cost not to exceed $7,752.00 charged to the
proper accounts." Motion was seconded by Alderman Hulsey and passed 5-0.
In response to a request by Chief Pinson the following Motion was made
by Alderman Donaldson "I move that the Treasurer be authorized to
purchase seven patrol vehicles and 2 speed guns at a total cost of
$26,821.00 charged to the proper accounts." Motion was seconded by
Alderman Abramson and passed 4-1. Alderman Pepe voted "nay."
Motion by Alderman Donaldson "I move that the Treasurer be authorized
to pay the premium of $2,009.00 to the Johnson and Higgins Agency,
Hank Broadstreet agent, for police professional liability insurance."
Motion was seconded by Alderman Abramson and passed 5-0.
Motion by Alderman Donaldson "I move that the swearing-in ceremony be
set as the first item before the call to order on March 22, 1973."
Motion was seconded by Alderman Abramson and passed 5-0.
Meeting was adjourned at 11 15 p.m.
