The two hundred and fifth regular meeting of the Wheat Ridge City
Council was called to order at 7 50 p.m. by Mayor Albert E. Anderson
at 7390 West 38 Avenue.
Aldermen present were Dr. Paul Abramson, Mary Jo Cavarra, Joseph
Donaldson, Robert Howard, Calvin Hulsey and Ray Pepe.
Also present were Mayor Anderson, City Clerk Louise Turner, City
Attorney Maurice Fox, and interested citizens.
Motion by Alderman Abramson "I move that the Minutes of June 7, 1973
and May 31, 1973 be approved as written and that we dispense with the
reading thereof." Motion was seconded by Alderman Donaldson and passed
5-1. Alderman Howard voted "nay."
A Preliminary Hearing was held on a package beer license for National
Convenience Stores Inc. dba Shop n Go Markets at 7700 West 38 Avenue.
James G. Zak, attorney, appeared on behalf of the applicant.
Motion by Alderman Pepe "I move that a Public Hearing be held on
July 26, 1973 at 7 3D p.m. and that a boundary be set at a one mile radius."
Motion was seconded by Alderman Howard and passed 5-1. Alderman Abramson
voted "nay."
Ordinance No. 130 (pertaining to building on unsubdivided land) was
brought up fur second consi dera ti on and the ti tie read.
Motion by Alderman Abramson "The title of the Ordinance having been
read, I move we dispense with reading the body of the Ordinance."
Motion was seconded by Alderman Donaldson and passed 5-1. Alderman
Howard voted "nay."
Motion by Alderman Pepe "I move that Ordinance No. 130 be passed on
second reading and be published and posted." Motion was seconded by
Alderman Donaldson.
Alderman Abramson said he would like to see the ordinance tabled for
study and modification.
Question was called and Motion passed 5-1. Alderman Abramson voted "nay."
Ordinance No. 131 (amending Ordinance No. 18 pertaining to street cut
permits and fees) was brought up for second consideration and the title
read.
Motion by Alderman Abramson "I move that the title having been read,
the reading of the body of the Ordinance be dispensed with." Motion
was seconded by Alderman Cavarra and passed 5-1. Alderman Howard voted
"nay. "
Motion by Alderman Donaldson "I move that Ordinance No. 131 be amended
as follows
Under Section 2, amending Section 7. 1. The fees in A,B,C, and D
be changed from '$15.00' to '$25.00' and an emergency clause be added to
read 'Section 4 Emergency Clause. The provisions of this Ordinance are
necessary for the immediate preservation of the public health or safety
for the following reasons
1. The provisions of this Ordinance are necessary for the
orderly regulation of street cuts and related matters contained in the
Ordinance.
2 It is necessary for the City's investment in and preservation
of the street system.
Section 5. Effective Date This Ordinance shall take effect
and be in force five days after publication following final passage

providing it shall have been passed by an affirmative vote of three-
fourths (3/4) of the members of the City Council, otherwise said
Ordinance shall take effect thirty (30) days after publication
following final passage.'" Motion was seconded to amend the Ordinance
by Alderman Abramson and passed 6-0.

Resolution No. 230 pertaining to Federal financial assistance under
the Disaster Relief Act was introduced by Alderman Abramson and read.
Motion by Alderman Abramson "I move Resolution No. 230 be passed."
Motion was seconded by Alderman Cavarra and passed 6-0.
An agreement to engage an engineer to study and recommend drainage
solutions along Lena Gulch was brought up for discussion.
Motion by Alderman Abramson "I move that the agreement between the
Urban Drainage and Flood Control District, the cities of Wheat Ridge,
Lakewood, Golden and Jefferson County and Wright-McLaughlin Engineers
be approved by the City of Wheat Ridge and the Mayor be authorized to
sign it." Motion was seconded by Alderman Cavarra and passed 6-0.
Meeting was adjourned at 8 3D p.m.
