HomeMy WebLinkAbout07/05/1973 MINUTES July 5, 1973 Study Session of the Wheat Ridge City Council was called to order at 7 35 p.m. at 7390 West 38 Avenue by Mayor pro tem Ray C. Pepe. Mayor Albert E. Anderson arrived shortly and $sumed the chair. Aldermen attending were Dr Paul Abramson, Mary Jo Cavarra, Joseph Donaldson, Robert Howard, Calvin Hulsey and Ray C Pepe. Also attending were Mayor Albert Anderson, City Clerk Louise Turner, City Treasurer James Malone, Director of Public Works Glen Taylor, Police Chief Ed Pinson, Finance Officer Walter Grande, Director of Parks Boyd Kraemer, Staff Administrator Walter Johnson, Chief Building Inspector Jack Prose. A slide show and presentation of information on the Regional Transportation District was given by Ralph Jackson, Planning Director of RTD followed by questions from Council members. Included in the discussion was the financing to be done by bonds which would be retired after 3D years, and which would be paid off by a y~ sales tax on the six counties included in the proposal. Resolution No. 234 was introduced by Alderman Abramson and read. The Resolution pertained to escrow accounts to be set up in three banks. Motion by Alderman Abramson "I move that Resolution No 234 be adopted." Motion was seconded by Alderman Donaldson and passed 6-0. Police Chief Edward Pinson announced the approval of a $120,000.00 grant for a burglary tactical unit, approval of which was made known to him by a telegram from U.S. Congressman Brotzman and U.S Senator Peter Dominick. Chief Pinson stated this would allow the hiring of 10 men and the City would match 25% or provide $16,832.00 in the next year, 50% the following year and 75% the next, and after that the full amount. Mayor Anderson said Council should not feel that this would preclude (although it might), the hiring of additional police officers in the next 3~ years. In discussion of where the matching money might come from, Walter Grande stated a use tax, when possible, is of the utmost importance, but that funds are available through the return of parkland monies. Approval or consideration of matching funds was scheduled for the July 19, 1973 Council Meeting. Jack Prose, Chief Buildinq Inspector stated that seldom a day goes by and never a week without complaints on drainage. He recommended that the Council "get started on a master drainage study" and added that more money and men would be needed by the Public Works Department for such a study A Traffic Signal contract was discussed briefly and assigned to the Council Meeting for July 19, 1973. A presentation was made by Glen Taylor on the manpower needs of the Public Works Department. He stressed that needs were increased by recent legislation and asked that all departments be asked for input as to increased demands and/or costs when legislation is being considered. He listed as pending, current or recently completed pred~cts the following streets, flood damage, drainage line from Marshall ParK^~~ Pierce, equipment, master drainage project, inspection of the storm drain etc. The 38 Avenue paving project west of Wadsworth was brought up by Alderman Hulsey who felt 38 Avenue should be paved to the existing drainage MINUTES - July 5, 1973 - Continued -2- basins and a discussion followed pertaining to the benefits and design of two lanes, 3 lanes, 4 lanes, curbs, walkways and the renegotiation of the contract. Motion by Alderman Hulsey "I move that the matter be placed on the July 12, 1973 Agenda." Motion was seconded by Alderman Pepe and passed 4-2 Aldermen f)iJm~ldson and Cavarra voted "nay." I Walter Grande and Calvin Hulsey reported that a communications committee made up of Alderman Hulsey, Walter Grande, Police Chief Edward Pinson, Fire Chief Jack Willis, and Ken Alley has been looking into centralized dispatching. Use Tax was brought up and Mayor Anderson announced the state bill had not yet been sighed. Ordinance No 132 pertaining to pay for directors was vetoed by Mayor Anderson. He stated he was returning it to Council as required by law with the following written objections. "I object to Ordinance No. 132 under provisions of 139-33-4, CRS 1963, as amended, as it unfairly adjusts salaries without due regard to duties, responsibilities and experience on the job. A second pay Ordinance is under consideration and will be up for second reading on July 12, 1973 allowing ample time for additional study of this matter and a more just determination of the issues." Motion by Alderman Abramson "I move that the Mayor's objections to Ordinance No. 132 be entered into the Minutes and that the matter be considered on July 12, 1973."
