(The July 2nd 1974 Minutes reflect that this meeting ~as for July 16th ) Aldermen present uere Mary Jo Cavarra, Joseph Donaldson, Robert Howard, Calvin Hulsey, Larry Merkl and ~uise Turner Others attending were William McCarthy, City Robert M. Johnson, and City Administrator John Jerman, City Attorney Clerk Elise Grougham, staff and Attorney Walter F. Imhoff. Mr. Robert M. Johnson stated 1 He didn't recommend that a general election be used 2. That the bond questions are specific as to type, but that he didn t recommend putting in details. 3. In answer to a question he stated that the tax cannot be guaranteed to be dropped when the bonds are paid, and that in general it is not possible to obligate future Councils. 4 Legally the sales tax revenue cannot be pledged for payment of bonds but that the revenue can be used to pay the bonds, but if the rSlsnue falls short there is an obligation fu pay from other sources. 5. That 8 sales tax question and the bond questions can be at Olle election 6 That it could be worded that if the bond issue fails, then the sales tax fails but that he advised against this. Mr Walter Imhoff stated ----...------.- 1 That he recommended that there be a restriction on the bonds that. if the sales tax failed they would not be issued. 2. That before the election a total package should be presented uith engineering studies, that the projects should be fairly ~ell defined, that there should be publicity, maps and brochures and utilization of the neuspaper, and that much preliminary u'ork is needed. 3 He recommended early Spring for the election 4 That if the bond question passes there is a commitment for sale of bonds taking 3D days, and the cash can be received within 45 days frnm that, and that after the commitment the award of bids can be done. 5 Most construction typicially runs one year so that the money can be "stretched." It was the consensus of Council that the bonds should be for drainage and streets. Other recommendations were for walkways, recreation and specifically a swimming pool, and a city hall The breakdown for the bonds would be approximately 5 million for drainage, and 2 for streets and the tentative date fnr the special election was set at March 25th, 1975.
