August 16, 1974
A Special Meeting was called to order at 7 30 a. m. by Mayor pro
tem Joseph Donaldson at 7470 West 38 Avenue. It is to be noted in
the record that all members of Council had been notified of said
meeting and had given written agreement of such meeting to be held and to at-
tend. Aldermen Turner and Cavarra had given written notice to the City
Clerk to call such meeting. All of these documents are attached to the
Minutes.
Aldermen attending were Mary Jo Cavarra, Joseph Donaldson, Robert
Howard, Calvin Hulsey, Larry Merkl and Louise Turner.
Others attending were City Administrator John Jerman, City Treasurer
James Malone and City Clerk Elise Brougham.
Motion by Alderman Turner "I move that Council authorize the City
Treasurer to make payment of an expenditure not to exceed the amount
of $160,000.00 for the purchase of the building at 44 Avenue and Owens
Street (10900 West 44 Avenue) to be charged as follows
$55,000.00 from Revenue Sharing Account 780
20,000.00 from Unallocated Reserve
10,000.00 from Account 421.7
2,000.00 from Account 431.1
2,000.00 from Account 414.
64,000.00 from Unallocated portion of Revenue Sharing Account 731,
and that the balance needed is to be determined by the City Administrator
and City Treasurer from out of the 1974 General Fund, all of which is
subject to ratification by Resolution at the next regular meeting. I
further move that Mr. Kenneth H. Gantenbein et aI, be notified of this
decision and that closing be delayed until later this same day in order
for the Treasurer to make financial arrangements. II Motion was seconded
by Alderman Cavarra and passed 5-1. Alderman Howard voted "nay."
Motion by Alderman Merkl "I move that we authorize City Treasurer
James Malone to transfer money from various savings accounts to the
General Fund as needed, to cover this expenditure." Motion was sec-
onded by Alderman Turner and passed 5-1. Alderman Howard voted "nay."
Alderman Turner stated the record should reflect it is the intent of
Council to repeal Ordinance No. 156 and that this action will save
the City approximately $73,000.00 in interest payments over a 12
year period.
Meeting was adjourned at 9 00 a.m.

to continue the IBase-purch2-a a]rB8ment.
Outright purchas8 is proJirl"d as an opt!on wi thin Ordinanc8 f!o. 156 previ-
ously passed by tha City Council. The purchase decision will save the City,
in the long run, an estiGated $53,000 in interest payments. Closing was
delayed from 9 00 8.m to j 00 p.m. on Friday to proviJa suff.Lcient time
for title changes and other details to be arranged. The City Treasurer
was authorized to disburse the funds necessary from specified accounts.
Tha Council's action in adoptlng the motion to purchase the building Uas
approved by a five to one vote, with Alderman Howard who has been oppo~8d
to the purchase of the building voting nay.
Th2 naw buildin~ will become the headquarters of the Wheat Ridge Police
Department and will also house the Department of Community Develop~8~t
