The two hundred and sixty-first regular meeting of the Wheat Ridge
City Council was called to order at 7 35 p.m. by Mayor Homer L.
Roesener al 4355 Field.
Aldermen al tending were Mary Jo Cavarra, Joseph Donaldson, Robert
Howard, Calvin Hulsey, Larry Merkl and Louise Turner.
Also attending were City Administrator John Jerman, City Attorney
William E. McCarthy, City Clerk Elise Brougham, City Treasurer James
Malone, staff and interesced citizens.
Motion by Alderman Donaldson "I move that the Minutes of October 17, 1974
be approved as written, and that they not be read." Motion was seconded
by Alderman Turner and passed 5-1. Alderman Howard voted "nay."

Mr. Jerman introduced Mr. Ward Horton the new Parks and Recreation Director
who was seated in the audience.
Mayor Roesener announced that Item 7.A. regarding applicatiOn of a Class D
package liquor license at 7752 West 38 Avenue by Louis Juliardo had
been withdrawn by the applicant.
Alderman Turner commented that this location was zoned Planned Commercial
Development for a Shop and Go Stare and that she didn't think the landscaping
that was presently there complied with the plans. Mayor Roesener stated
he would check this aut.
Consideration of agreement proposal to retain Oblinqer-Smith Corp. for
planninq service to assist with the Comprehensive Plan development was
scheduled. Mr. Jerman stated that the consultant would not prepare the
Comprehensive Plan but would be in the background an a standby basis
co prepare technical data etc. He stated that the Planning Commission's
consensus was for approval and they did make clear the point that the
Planning Director (Director of Community Development) would control
the use of the consultant. The source of funding would be the 701 Planning
Assistance Grant Funds.
Alderman Turner stated it had been her understanding that the 701 money
would be used to hire another person on the planning staff in lieu of
a consulcant. Mr. Jerman stated he didn't recall such a proposal, and
the new person hired was a planning technician, not a professional, co
assist in the zoning section.
Alderman Cavarra stated she felt this was a good use of funds, and that
the department should not staff up for one project.
Alderman Howard noted the plan is to be completed in July 1, 1975 and
the consultant's agreement is to terminate 12/31/75. Mr. Jerman
stated he put in some extra time, if needed, as a precaution if the
plan isn't compleced right on schedule.
Alderman Turner scated she would voted against the proposal for the
following reasons
1. She felt the department had been "staffed-up" for the plan
to be completed in-house.
2. That since the Community Development Director is scheduled to
arrive shortly, he should be consulted.
3. And she wanted to know what the Planning Commission's views had
been.

Motion by Alderman Cavarra "I move that Council authorize the
Mayor, City Administrator, City Attorney and City Clerk to enter
into a contractual agreement for planning services with Oblinger-
Smith Corporation for an amount not to exceed $5,500.00 to be charged
from Account No. 419.13." Motion was seconded by Alderman Donaldson
and tied 3-3. Aldermen Howard, Hulsey and Turner voted "nay." Mayor
Roesener voted "aye" passing the Motion 4-3.
Resolution No. 347 returning invested funds to ~he City General Fund
was introduced by Alderman Donaldson and was read.
Motion by Alderman Merkl "I move that Resolution No. 347 be adopted."
Motion was seconded by Alderman Turner and passed 6-0.
Resolucion No. 348 designatinq the day afier Thanksgiving as an official
holiday was introduced by Alderman Merkl, and was read.
Mr. Jerman stated the city now has 8 holidays and the average in the
metro area is 9.2, and that Ordinance No. 40 states the city shall try
to pay prevailing rates and comparable benefits.
Motion by Alderman Turner "I move that Resolution No. 348 be tabled
one week." Motion was seconded by Alderman Merkl and passed 5-1.
Alderman Cavarra voted "nay."
Mayor Roesener reported that the Council should appoint citizens to
the Public Works Commission as soon as possible, and that he still
needed names for the Bi-Centennial Commission. Alderman Cavarra
requested that an ordinance be written giving the Public Works Commission
guidelines and duties.
Mr. Jerman gave a progress report on the new flood plain map being prepared
by Wright-McLaughlin ~ngineers from Ralph Johnson. Section 1 is almost
completed which includes the area south of Clear Creek and west of
Wadsworth and prints could be made. Section 2 and 3 need further
authorization from the City for completion. They include the area
south of Clear Creek and east of Wadsworth, and the area north of
Clear Creek. Mr. Jerman stated this authorization will be given.
Mr Jerman had distributed previously a review of the International
City Management Assoc. Conference which he had attended in Dallas.
Among topics of sessions he attended were Promoting a Bond Issue,
Attracting Industry, what constitutes influence to city officials
and employees regarding free lunches and gifts etc.
Alderman Turner stated she was requesting that an impact analysis be
made pertaining 1'0 the benefits of taxes derived from industrial property
as opposed to residential, and that when an industrial proposal comes
in she would like same idea on the expenses required to support the
additional traffic created etc.
Alderman Hulsey stated each industry has a different impact and that
it is impossible to "lump each type together." Mayor Roesener also
stated there were hidden benefits which are hard to determine, such
as the produced product of goodS and services, the number of people
employed, the number of homes bought in the area etc.
A report by the Chief of Police Ed Pinson had been distributed pertaining
to a conference he had attended in Washington, D.C. for policemen.
Mr. Jerman reported that Operation Chuckhole is 80% completed.
Mr. Glen Taylor, Public Works Director stated that regarding the problem
at 38 Avenue and Hoyt Street tha~ he proposed that the grade could be
put back 1,0 the original 12% from the present 14% created by the West
38 Avenue project and that the approximate cost would be $1000 to $1500.

who were present regarding ~his item stated they agreed to the solution.
Mr. Jerman stated he regarded the month of October as a "wild card
month" for projects that are priorities in all the Wards, and the
funding is residual monies left over from other projects in the
amount of approximatel~ $10,000 to $15,000. In answer to a question
of the other priorities he stated that Vivian Drive between West 3n
and West 34 Avenues was one, and also Ammons Street north of West 44 Ave.
Alderman Turner sLated that rotating months far each Ward had been
in effect and that October would have been Ward Ill's month and
that during April only marginal work had been done in Ward III
due to the weather. When she and Mrs. Cavarra had met with Mr.
T6jlor far October projects, they had besn told there was no money,
and now they are told there is funding available for various projects
through the City. She now questioned what the policy would be far
the months of November and December and stated this was a poor time
to change the City's policy.
Mayor Roesener stated the Ward concept is bad management and that
a total city concept is needed. He had asked far a report which is
in process an the money spent by Wards far projects. He stated he
had made a directive to close off the Ward program, and that in the
future it would be a priority of need basis.
Alderman Turner stated she had been told that $20,000.00 residue an
the West 38 Avenue project must be carried over in the Budget, but
during the purchase of the new police building, they were told this
could be used on the Hoyt project. She also stated that the Aldermen
valued their meetings with the Public Works Director and asked if
this policy would be continued.
Mayor Roesener stated the Council could still meet with the director
and that the Public works Commission will also give priorities and
then i I, would came back to Council.
Alderman Cavarra stated she didn't feel Ward III had a full 2 months
of work due to the weather and that only the money spent in each ward
gives a distorted picture because some of the projects have been in
cooperation with other cities. Alderman Hulsey commented that all
street paving projects should be counted.
Motion by Alderman Hulsey "I move that Public Works begin the job
immediately on Hoyt Street and West 38 Avenue (retuning the grade from
14% to approximately 12%.)" Motion was s~nded by Alderman Donaldson
and passed 5-0.
Council gave their consensus for authorization of the other two projects
(Vivian Drive and Ammons previously mentioned.)
Alderman Hulsev stated it was his understanding that at a recent fire
board meeting of the Wheat Ridge Fire Department that they had been
told the City wanted to sell the ambulance to the fire department instead
of maintaining it and owning as presently. He requested that the City
reaffirm its position on the ambulance of owning it and paying maintenance
and owning the Fire Chief's station wagon and paying some maintenance
on it, which is used as a backup to the ambulance.
Mr. Jerman stated that the Fire Chief had approached him with the
idea of selling the ambulance-stationwagon, but that the City had not
initiated any plan for selling either vehicle. It was agreed that
a Resolution be scheduled For next week's mee!'ing affirming the City's
stand regarding the ambulance.

Alderman Merkl stated he fel~ it would be cheaper to stri~ the
side of the streets for walkways/bikeways than have separated ones,
and stated he felt there should be a study on "his, becau5e many
strffts need maintenance badly.
Alderman Cavarra stated a child had been kiled in Arvada on a street
bikeway. Alderman Turner stated 1. Parents had petitioned for a
separated walkway. 2. Cars can go over a line. 3. In winter, the
snowplows push the snow to the edge of the street. 4. The line
doesn't show under snow. 5. A separated walkway is the safest.
Alderman Hulsey suggested that the cost of concrete and asphalt
walkways be compared.
City Treasurer James Malone presented his Budget and Appropriations
Report through September 30, 1974. He stated the expenses have been
higher this year than a year ago.
It was noted that October 28, 1974, Veterans Day, was an official
city holiday.
An executive session regarding a property acquisition matter was
scheduled after adjournment.
Meeting was adjourned at 10 05 p.m.
