RESOLUTIDN NO. 53
Series of 1970
WHEREAS, it is the desire of the City Council to establish
a uniform purchasing policy for the City of Wheat Ridge; and
WHEREPS, the City Council has indicated that the establish-
ment of such a policy will be of value to the Administration.
NOW, THEREFORE, BE IT RESOLVED that the following procedure,
policy and manual Section II be adopted for purchases of materials
and/or labor by the City not otherwise provided for in the Ordinances
of the City of Wheat Ridge:
1. All purchases by the City of material, supplies, and
equipment of every kind and character shall br made in the manner
required by the City Treasurer and all purch2s8s shall be in accord8n~e
with the budget law of the state and the yearly appropriatiwn ordinance
as approved by the City Council.
2. The Purchasing Department shall obtain quotations from
more than one source of supply for all purchases over $50.00 and
shall keep written records of all quotations upon which purchases
are made monthly.
3. Sealed formal competitive bidding is required on all
expenditures for supplies, materials, and equipment in excess of
$1,000.00 for one item, or on one group of items comprising one pro-
ject, except for professional or technical services and services of
regulated public utilities or other governmental agencies.
4. In all cases where sealed bids may be asked, notice
inviting sealed bids shall be published in a newspaper circulated
in the City at least five calendar days rrior to the final date
for submitting bids. Such notice shall state briefly the specifi-
cations required in the bid and shall state the time limit and place

for filing and opening of bid and any ether general conr1i tilJns 1'8-
quired. The City shall reserve the right to reject BnV or all bids.
5. Eids for purchases shall be b8sed upon specifications
or standards wherever pl'acticable, and shall contain wherever poss~~le,
quarantees and warranties of workmanship and quality.
E. The Treasurer n1' his delegated representative shall
open sealed bids--bidders to be notified of time nF public opening--
and presented to Council with recommendation for action.
7. In case of accident, disaster or other circumstances
creating 3 public emergency, the City Treasurer may award contracts
and make purchases for the purpose of meeting such emergencv; but he
shall file promptly with the City Council a certificate showing such
emergency and the necessity for such action, together DJith an itemizec
account of all expenditures.
8. As a matter of pJlicy, assuming equality of bids ern
quotations, purchases by the City shall be ~ad( from Wheat Ridge
merchants and residents.

to be awarded, the contract shall be subject tG RpnrJval by the City
Council and the furnishing of bond, if requi.red t'~, .J.aw or by t.he COllncil.
Each contract, submitted to the Council for approval, shall be
accompanied by a tabulation of all bids received. The purchasing
agent may reouest Council approval to purchase the commodity in the
open market, provided that the price paid shall not exceeD the hid
price submitted for the same commodity.
11. Any contractor entering into an agreement with the
City shall be required to furnish such performance and other such bonds

harmless from any and all possible losses t~at might be Lncurred in
in the performance of such work.
12. This shall he the final Resolution and shall supercerle
all prior regulations or resolutions concerning purchasing policies
of the City.
